00:00The police forced the Cyberpatroling to target the people behind the tutorial video online about the making of firecrackers.
00:08It was followed by the capture of the kids who were making firecrackers in Manila.
00:12According to the kids, they learned how to make firecrackers through social media.
00:17The police are now focusing on stopping the use of firecrackers as one of the prohibited firecrackers of the PNP.
00:26It can lead to eye injury, blindness, burn of the skin, and wound that can lead to amputation or cut of a part of the body.
00:38For the latest news, we will talk to the PNP Anti-Cybercrime Group Public Information Officer,
00:43Police Lieutenant Warren May Arancilio.
00:46Good afternoon and welcome to Balitang Hali.
00:48Sir, good morning and good morning to everyone who is listening and watching the program.
00:56How is the monitoring of the tutorial video of the making of firecrackers that is one of the prohibited by the PNP?
01:04Yes, sir. The Cyberpatroling and online investigation is ongoing on the videos posted online.
01:13We are also investigating if there are violations.
01:17We are also collaborating with social media platforms to request for a takedown.
01:25We are also engaging people in case they are selling. We are engaging them so that we can catch them.
01:34What I know is that tutorials like these are prohibited, especially if they are done online.
01:40Isn't it automatic that these are being deleted?
01:42What did the online social media platforms say to you?
01:46Yes, sir. These are prohibited, especially if they pose a danger to the public.
01:53As of now, I don't have a definite answer from the social media platforms.
02:01Though, here at PNP ACG, at our end, we are doing our best to coordinate with them.
02:10We are making formal letters and formal complaints so that these videos can be taken down, including the accounts that are being used.
02:19Maybe parents should help and must report these sites.
02:23I'm curious, how is your monitoring of the making of firecrackers online?
02:29Yes, sir. Our investigation is ongoing.
02:34In fact, sir, we have had 8 operations since December 6 up to December 26, 2024.
02:43We have already arrested 10.
02:46Also, we have confiscated more than 76,000 illegal firecrackers.
02:54The context of this is that any type of firecrackers is prohibited to be sold online, even the legal ones. Is that correct?
03:01Yes, sir. May it be legal or illegal firecrackers, they are prohibited to be sold online.
03:08First, they don't have a permit from the Bureau of Fire and Protection, also from the LGU.
03:17It's also for the safety of the public because we don't know where they get these firecrackers or how they make them.
03:27Also, in online selling scams, cybercriminals or scammers can also use this means to scam us during this holiday season.
03:38Is that what delivers these firecrackers? Is there a penalty if they know that they are delivering fireworks that were bought online?
03:46Yes, sir. Because there is an ordinance that was given.
03:51Also, in our law, proper transportation of these firecrackers is a danger to everyone who holds or uses them.
04:04For those who sell illegal firecrackers online, their possible violation is Republic Act 7183,
04:14the Regulating Pagbebenta or Pagmanufacture and Distribute and Paggamit of these firecrackers and other pyrotechnic devices.
04:23So if their sale was done online, it will be included in the Cybercrime Prevention Act of 2012,
04:32meaning that the penalty will be heavier compared to their traditional sale.
04:39So their penalty will be double because it is prohibited to sell them online.
04:45Yes, sir. That's right. That's under section 6 of our law, the Cybercrime Prevention Act.
04:51There is a possibility that if they will be found guilty, the imprisonment will be 6 years and 1 day to 12 years.
04:59Regarding fines, I'm not sure how much it will be, but it also depends on the gravity of the offense and also on the appreciation of the court.
05:10According to the Cybercrime Investigation and Coordinating Center, the Crypto Scam during the holiday season,
05:16there are already millions of scams, but it seems like no one is investigating.
05:19Is your monitoring also like this or only a few people are investigating?
05:24Sir, as of now, I have not obtained exact data regarding the Cryptocurrency scam.
05:30I just want to give a reminder or information to the public. Cryptocurrency is not a scam.
05:39Cryptocurrency can be used as an investment. This is one of the means that cybercriminals use to scam.
05:50It's better if we want to invest in cryptocurrency or in blockchain or bitcoin.
05:57It's better if we invest in an account under our name and make sure that the platform used is a cryptocurrency account.
06:11Also, if you are a victim of this type of scam or investment scam, the PNP ACG is open. We are open 24x7 to help you.
06:23How important is it to report these scams, even if we say they are small? How important is it to let you know?
06:32Yes sir. It's very important that we know and report these types of scams in cryptocurrency.
06:41Most especially, first, we will know who are the people behind this.
06:48Is it possible that they are individuals or a group is doing this.
06:52There's a possibility that this will end if we get to know them once and for all.
06:58Second, we can provide education and awareness to our fellowmen so that they won't be scammed by this type of cryptocurrency scam.
07:12Okay. Thank you very much for your time on Balitang Hali.
07:16Yes sir. Thank you sir and God bless. Merry Christmas.
07:21Merry Christmas.
07:22This is Police Lieutenant Walen May Arancilio, Public Information Officer of PNP Anti-Cybercrime Group.
