00:00The family of an OFW woman in Kuwait is calling for justice. Her husband was found dead and was taken to Bakuran, his house. Here is my report.
00:12The brother of the OFW woman who was killed in Kuwait, Maluha, could not be stopped. After confirming the disappearance of Pinay, Daphne Nakalabanan was found and was taken to Bakuran, her house.
00:22It's embarrassing, especially since Daphne is already on her way home from the Philippines.
00:26We asked her when she was really going home. She said, I'll surprise you in December. So this is her surprise.
00:34When they last spoke on May 24, she did not mention any problem with her brother.
00:39It's been two months since Pinay was missing before her husband's brother reported it.
00:43Did you feel that the incident was hidden from you?
00:47Yes, we really planned to hide it.
00:50We just wanted our brother to go home. We wanted justice to be given for what really happened to him. Why did they do that to him?
01:04The brother of the suspect told the police. The police saw the body. It's been two months since the body was found.
01:14The suspect who has a criminal record is in jail based on the information received by the DFA.
01:19We assure the public that the government will do all it can to seek justice. It's sad that this happened at the end of the year.
01:27Pafi Tima reporting for GMA Integrated News.
01:31The OFW in Kuwait has been missing for two months. Let's talk to the Department of Migrant Workers Secretary Hans Leo Kakdak.
01:39Good morning and welcome to Balitang Hali.
01:42Good morning to you sir Rafi and to all the listeners and viewers.
01:46How was the DMW able to confirm the disappearance of an OFW in Kuwait and what was the reason for his death?
01:53We are in coordination with our embassy in Kuwait and we informed the Kuwaiti police authorities that on December 28,
02:05someone presented to the Kuwaiti police authorities and said that he had information about the disappearance of our countryman.
02:14Since then, our lawyer, together with our embassy and our migrant workers office in Kuwait, coordinated with the Kuwaiti authorities.
02:26We also learned that the prime suspect was under custody by police authorities when he presented information to the police on December 28.
02:38Since then, we have coordinated with the police authorities and we are waiting for the results of the investigation.
02:48We expect that they will give us justice, prosecution, and we will deal with the prime suspect who is currently in custody.
02:57We have also communicated with the family. The one who was interviewed was his brother, but we have communicated with the family.
03:06Of the OFW, the husband, and there is a minor child involved.
03:11That's why we are also careful to expose the identity of the OFW, PSTO official, yesterday.
03:19We don't want to spread the media about the family, especially the minor child, during the PSTO official period, during this kind of period.
03:29Is there a motive for the death of the victim? He was missing for two months, but his brother reported the suspect.
03:38No. This is just a part of our cooperation in the investigation of the Kuwaiti authorities.
03:44This much we know. The OFW arrived in Kuwait on December 2019 and he served more than one employer.
03:56His original employer in 2019 was not the employer who reported her as missing or having absconded.
04:06Absconded meaning he terminated his employment contract on October 16, 2024.
04:15This is the public record that his employer reported his termination or abscond on October 16, 2024.
04:26We talked to the husband and he said that the last communication with them was in October.
04:33They thought that their beloved OFW was just busy until they received the news of his passing.
04:42Is there a report that the OFW is complaining either to his wife or to the Kuwaiti embassy?
04:49Up to that point, we did not receive any report.
04:52During the five years that he was there, before he passed away, we did not receive any report either from him or his employer.
05:02In our effort to find out the situation of OFWs in Kuwait, we did not receive any report about him.
05:16We are still trying to find out if the prime suspect, Sir Rafi, is the employer.
05:22The prime suspect is not necessarily the employer at this stage.
05:27That is another thing that we are trying to find out.
05:29His last employer on record precisely reported his termination of his employment.
05:37Abscond is the other term that is being used.
05:41It means that he did not terminate his contract with the employer as of October 16, 2024.
05:48But his recruiter did not report where he moved.
05:51Shouldn't the OFWs have that kind of coordination?
05:55The recruitment agency has an obligation to report.
06:02But at some point, after a two-year period, the original contract, the OFW reports himself or herself as a balikmanggagawa or returning worker.
06:12No more intervention of the recruitment agency.
06:15Supposedly, he is already a part of the organization and system in the host country.
06:21The system is that the OFW who renews the contract decides to stay on.
06:30In this case, she decided to stay on beyond the original contract in Kuwait.
06:36Where is Labin, our countryman, and when will he return to the Philippines?
06:41He is currently with the authorities in Kuwait.
06:44We know that in this situation, Labin is a part of the investigation.
06:52We will wait for the investigation to finish.
06:57Once the investigation is finished, we will bring our beloved countryman home to his family.
07:12We assured, of course, when we talked to his family, we conveyed our utmost condolences.
07:19We will ask for their help, repatriation, legal assistance in committing to justice,
07:26and help to the family who were left behind, especially the minor children.
07:31Thank you very much for the information you shared in the news this afternoon.
07:35Thank you very much, Sir Rafi and to all the listeners and viewers.
07:39Thank you very much.
07:40Thank you and Happy New Year.
07:41CDMW Secretary Hans Leo Kakdak.
