Initiatives under the 12th Malaysia Plan (12MP) must undergo a thorough review to assess progress, address gaps, and improve services for rural communities, said Datuk Seri Dr Ahmad Zahid Hamidi.
Delivering a New Year message at the Rural and Regional Development Ministry (KKDW) on Thursday (Jan 2), the minister highlighted that the Rural Development Policy Action Plan 2030 (DPLB 2030) and the Ministry’s Strategic Plan 2025 would also be re-evaluated to ensure their alignment with the priorities outlined in the 13th Malaysia Plan (13MP).
Ahmad Zahid, who is also the Deputy Prime Minister, urged KKDW staff and its agencies to embrace strategic, cross-functional thinking to prevent overlapping roles, enhance operational efficiency, and optimise resource utilisation.

00:09Ladies and gentlemen, why do I emphasize on strategic thinking for all of us?
00:15Because as a responsible ministry to shape the future of the Indonesian people,

00:41and involved with colleagues, agencies, as well as the public sector,
00:46now is the time for us to advance this strategic thinking
00:51to ensure that our work results are more balanced and have a greater impact.
01:00This year, I want all of us to carry out a stronger strategic cooperation
01:10through the cross-functional approach that I mentioned last year.
01:17We need to gather all the strengths,
01:20the strengths of every organization that has various skills and experience
01:27to achieve one goal.
01:29This approach will be implemented through three main clusters.
01:36First, the human capital cluster.
01:40We rely on the role of institutions such as JAKWA, KEMAS, MARA, INFRA,
01:47and various regional organizations in the field of education,
01:51in the field of skill training,
01:54and also in the development of the village community capacity, including development.
01:59With an additional strength of 15,459 JPKK or GPKKP

03:07with FEDRA, which manages more than 230,000 hectares of land.

03:18God willing, we will be able to create another game changer
03:24that can change the economic landscape of the village community.
03:29The third cluster is the entrepreneurial cluster.
03:33This cluster will focus on leading efforts
03:37and support urban entrepreneurs to become more competitive
03:41nationally and internationally
03:45through the Gate to Global program.
03:48Under Mara, for example,
03:50it has brought more than 765 entrepreneurs
03:57to market their products abroad
04:01and succeeded in generating a sales potential of 377.7 million ringgit.
04:11I would like to congratulate the Chairperson of Mara Corp and all the staff of Mara Corp.
04:22Ladies and gentlemen,
04:23imagine if this power is combined with the efforts of other agencies,
04:29the results will be far greater and will have an extraordinary impact.
04:35God willing, if we can adapt our strategic thinking
04:42through this cross-functional approach,
04:45we will not only be able to avoid the risk of action
04:52and increase efficiency,
04:55but also optimize the use of resources more effectively.

05:08is the use of technology,
05:12digitalization,
05:14and innovation as a step to improve the lives of the villagers.
05:20This step is able to improve the efficiency,
05:25transparency, and responsiveness of public services
05:29to the entrepreneurial cluster.
05:31I want this initiative to be strengthened.
05:36I would like to suggest to all of you,
05:39first, we must have a KKPW dashboard.
05:45This must be an important mechanism
05:48to monitor and evaluate our performance directly.
05:53This dashboard must disclose the status of urban development projects
05:58in a comprehensive manner
06:00as well as to ensure that the implementation of urban development projects and programs
06:06is on the right path.
06:10Second, we must have a data bank.
06:15This data bank must be a database
06:19to record the achievements of ministries.
06:24It can be an important reference
06:27for the best practices and future planning guidelines.
06:32Third, mapping.
06:36A digital interactive map using projects and programs of KKPW,
06:43including assistance and road implementation,
06:47water and electricity supplies to the villagers,
06:51must be closely monitored.
06:56This mapping will enable us to be more focused and strategic
07:01by giving priority to the areas that really need it.

07:53We must dare to accept the facts,
07:56admit our weaknesses,
07:58and rectify our mistakes.

08:05must guide people's satisfaction
08:09because we all serve them
08:13for their future.
08:17Ladies and gentlemen,
08:18we are now in the last phase of RMK K-12.
08:24Everything that has been done
08:27must be measured to assess achievements,
08:31to be sure if there is a gap
08:35and to rectify the weaknesses in the service to the villagers.
08:41At the same time,
08:42we are heading towards RMK K-13
08:46which certainly needs a bolder and more radical plan.

08:52the DPLB 2030 Out-of-Town Development Basis Implementation Plan

09:07so that it is in line with the focus of RMK-13.
