00:00And he's overseas U.S. President Joe Biden, and one of his last local sorties or trips

00:05within the lower 48 is headed for the southern state of Louisiana to commiserate with the

00:10victims of the New Year's Day celebration terror attack on Bourbon Street in New Orleans

00:15that left 14 men and women dead.

00:18He will offer comfort, hope, and help from government to the bereaved families of the

00:22slain, as VOA's Arash Arabasadi narrates in this report.

00:28Closed-circuit video captures the moment when 42-year-old U.S. Army veteran Shamsud

00:34Dinjabar rammed his truck into crowds of people early New Year's Day in New Orleans.

00:39A black Islamic State banner was recovered from the truck, prompting the FBI to investigate

00:45this as an act of terror.

00:47U.S. President Joe Biden says federal agencies are investigating all possible links.

00:53Federal law enforcement and the intelligence community are actively investigating any foreign

00:57or domestic contacts and connection that could possibly be relevant to the attack.

01:02We're going to continue to relentlessly pursue ISIS and other terrorist organizations where

01:05they are, and they'll find no safe harbor here.

01:10Fourteen people died in the attack, and dozens were injured.

01:14Dinjabar suffered a fatal gunshot wound after opening fire on police.

01:18The FBI says Dinjabar stashed improvised explosive devices, or IEDs, in drink coolers, one of

01:24which they say he placed at a busy intersection.

01:28The Department of Homeland Security says this is another case of what it calls homegrown

01:32violent extremism.

01:34It is a very difficult threat landscape, and it is why we as a community, not just the

01:42federal government, but state and local officials and residents need to be alert to it and take

01:49the precautions necessary to avoid violence from occurring.

01:53Earlier on New Year's Day and more than 2,000 kilometers away in Nevada, U.S. Army Green

01:58Beret Matthew Livalsberger drove a rented Tesla Cybertruck to the Trump International

02:03Las Vegas Hotel.

02:05The Clark County coroner confirmed the highly decorated Livalsberger, whom officials say

02:10suffered from PTSD, died from a self-inflicted gunshot before the truck exploded.

02:16Officials say no one else was seriously hurt.

02:19Law enforcement says there are so far no links between the attacks.

02:26People in New Orleans held a party-like vigil for the victims of the New Year's Day attack.

02:31President Biden and First Lady Jill Biden plan to visit the city on Monday.
