00:00In the 2023 Audit Report of the Commission on Audit on the Social Security System,
00:07inefficiency in the collection of SSS contributions from delinquent employers was already high.
00:13As of December 31, 2023,
00:16the premium contributions from delinquent employers that amount to more than Php 400,000
00:21have not yet been collected for more than Php 89 billion.
00:25Less than 5% of the total amount of Php 94 billion has been collected,
00:30despite the installment payment scheme introduced by the SSS
00:34in which less than 1% was available.
00:37Almost 71,000 employers are either inactive, under temporary suspension,
00:42or closed or dormant accounts,
00:45a possible indication of leniency or being lenient in the collection.
00:50Because of this, the SSS was able to earn funds for various benefits.
00:54We are still trying to get hold of the SSS.
00:57But in the COA report, the SSS said that they are doing their best to remit the companies,
01:04but they were denied cases against delinquent employers who were suspended in court for a long time.
01:10In the middle of this, the SSS' 15% contribution rate hike continues from January.
01:16The employer will pay 10%, 5% to the employee.
01:20For example, for a minimum wage worker who receives Php 645 a day,
01:26the SSS will pay Php 700 a month and the employer will pay Php 1,410.
01:32Leilani admitted that her contribution to the SSS is heavy.
01:38If you have a high salary bracket, you won't feel it.
01:43But if you're just a minimum wage worker, it's a bit difficult because of the high expenses.
01:52But she is doing her best to avoid paying.
01:55Because of her experience in the monthly death benefit,

02:05Leilani hopes that she can voluntarily increase her monthly dues,
02:09her own contribution, to get a bigger benefit when the time comes.
