00:00DILG will investigate the anti-drug war of the authorities since 2016 to confirm the widespread conspiracy.
00:09This is Ryan Leziguez's report.
00:12The Department of Interior and Local Government of DILG, NAPOLCOM, and Department of Justice believe that there is a grand conspiracy
00:20or a big conspiracy in the hands of the national police to hide a criminal business inside an institution
00:27that is involved in illegal drugs.
00:29According to DILG Secretary John V. Cremulia, they have nothing to hide from the police involved in administrative cases.
00:37The DOJ believes that the case against 30 police, including the two generals, is solid because of the planting of evidence
00:44and mishandling of a high-profile case involving the smuggling of more than 700 kilos of shabu,
00:51which amounted to 6.7 billion pesos in Tondo, Manila in October 2022.
00:57Among the other cases is the violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act
01:04against Lieutenant General Benjamin Santos Jr., Brigadier General Narciso Domingo, and 28 others.
01:12We believe that the evidence is strong enough to warrant a conviction because we have this new policy in the department now
01:19that we only make sure that the cases that are elevated in court are cases which will be able to stand the rigors of trial
01:26and end up in eventual conviction.
01:28The DOJ also issued a warrant of arrest against the police.
01:33What we have done now for the first time is to show conclusively that a criminal enterprise involving the selling,
01:43the arrest, the storage, the intent to distribute, and the intent to cover up all in one day.
01:54So it shows, that's why I said a grand conspiracy of a criminal enterprise.
01:59We may be initiating the criminal cases in due time and that would be initiated soon.
02:07We will re-evaluate pending cases in order to have quality cases and evidence-supported litigation against those responsible.
02:19According to the DOJ, the officials who carried out the legal arrest of a police who is said to be involved in drug trade
02:27and another individual accused of drug trafficking,
02:30a complaint was filed by the Bi-Bus Operation against Wealth and Personal Development Lending Inc.
02:37or WPD in Tondo, Manila on October 8, 2022,
02:42which resulted in the arrest of Ney Atadero and Police Master Sergeant Rodolfo Mayo in Quiapo, Manila.
02:50Mayo is a member of the PNP Drug Enforcement Group
02:53and one of the respondents was arrested in the hot pursuit operation in Quezon Bridge, Quiapo, Manila.
03:00According to the investigation, the arrest of Mayo and Atadero in the Manoy Bi-Bus Operation is just a release
03:08and the arrest of the police is in violation of the CCTV footage presented by CIDG and NAPOLCOM.
03:15The PNP is ready to respect the outcome of the investigation of the DOJ.
03:20According to the PNP spokesperson and Region 3 Regional Director,
03:24Police Brigadier General Gene Fajardo, from the 30 accused,
03:28two of them are compulsory retired,
03:31one of them resigned,
03:33and three of them are optionally retired.
03:35Two of them were dismissed from the service while 22 of them are still active in the service.
03:42PNP Chief Police General Rommel Francisco Marvil also ordered that they are under restrictive custody.
03:50As to the reward system, we have already answered beforehand
03:54that those are not the norms of the PNP to give rewards
03:58so that anyone can be killed.
04:03We have incidents during legitimate police operations,
04:08and we should not forget that there are police officers who risked their lives.
04:14As of now, the DILG plans to backtrack their investigation
04:18since 2016 against the police
04:20who are possibly involved in the manipulation of illegal drugs
04:25also because of the so-called reward system.
