Tinawag na kasinungalingan ni Pangulong Bongbong Marcos ang alegasyon ni dating Pangulong Rodrigo Duterte na wala umanong bisa at hindi dapat ipatupad ang mahigit P6.3-T na 2025 national budget. Ayon sa dating Pangulo at isang dating mambabatas, may mga blangko sa hawak nilang kopya ng Bicam report ng budget. Depensa naman ng Budget Department, ibang dokumento ang hawak ng dating Pangulo at hindi ang General Appropriations Bill na kumpleto nang iprinesenta sa Pangulo.

00:05The former President Rodrigo Duterte's allegation was called a lie by President Bongbong Marcos,

00:12that there is no visa and that more than 6.3 trillion pesos of the 2025 national budget should not be implemented.

00:22According to the former president and a former legislator,

00:25there are blancos holding a copy of the BICAM report of the budget.

00:28In the defense of the budget department, the former president is holding a different document

00:34and not the General Appropriations Bill that was presented to the President.

00:39Ivan Mayrina has the story.

00:54That is President Bongbong Marcos' severe rejection of the allegation of the former President Rodrigo Duterte

00:59that the 2025 General Appropriations Act or National Budget was illegal and cannot be implemented.

01:06Duterte's base is where they are holding a copy of the BICAM report,

01:11where the importance of the items in the budget is called a blank.

01:16It came from Davao Congressman Isidro Ungab, who served as chairman of the House Appropriations Committee.

01:23These are the blancos.

01:27You cannot pass a law with a blank.

01:30It's like you issued a check to a blanco.

01:32What does that mean?

01:34Are they the ones who will put it? The secretary or the director?

01:40What kind of nonsense is that?

01:43That is forcification of law.

01:46Perjury or whatever.

01:48Criminal action.

01:51You can all go to jail for that.

01:54But President Marcos is lying.

01:56He's lying because he knows perfectly well that that doesn't ever happen.

02:02In the history of the entire Philippines,

02:06it is not allowed to have an item that does not state what the project is and what the cost is, what the fund is.

02:20The executive secretary, Lucas Bersamin, is back.

02:23Fake news.

02:24And he also said that it is a crime to spread it.

02:27The government said that each one of them submitted more than 4,000 pages of budget before it was passed into law.

02:33The Department of Budget and Management, or DBM, also pointed out that the documents discussed here are different.

02:39The Bicameral Conference Committee Report is the result of the dispute that the Senate and the House passed different versions.

02:46The DBM said,

02:47The DBM said that Duterte and Ungab showed different versions,

02:50and not the General Appropriations Bill, or GAB, or the General Appropriations Act, or GAA, which was signed by the President.

02:57The GAB is the document after the Senate and House approved the budget.

03:02This is what is submitted to the President for study.

03:05And when it is signed for it to be passed into law, this is what is called GAA.

03:09The DBM said that the GAB that was submitted to the President is a complete document,

03:13and there are no blank pages or missing details.

03:16As a defense to Duterte, Atty. Salvador Panelo said that the former President is just expressing his legal opinion,

03:23and if there is a basis, there should be an answer.

03:26But Ungab's question is, how can GAA be complete if there is a blank in the Bicam report?

03:31Why did the lawmakers sign the Bicameral Conference Committee Report and ratify it?

03:37And why did the President sign a defective law?

03:41It is possible that Ungab will join the petitioners who are asking for the Supreme Court to declare the 2025 budget invalid and unconstitutional.

03:49For now, the lawyers are preparing to file a complaint about this.

03:53Malacanan said earlier that they trust the GAA law, but they will not stop it if there is a commission in the Supreme Court.
