00:00There are three things in the Act of Security Coordination.
00:06I remember that I was involved in discussing it.
00:11The first is the responsibility of the police.
00:14The second is the responsibility of the violator.
00:17The third is the responsibility of the coordinator.
00:22The violator knows.
00:24If he looks at the Act of Security Coordination, he knows what his responsibility is.
00:28Including to notify the police.
00:31With the notification, the police can carry out their responsibilities.
00:35One of the responsibilities of the police is to facilitate the gathering.
00:39If we read about it,
00:43in the Act of Public Order, it is very detailed.
00:46Including what places are not allowed.
00:50It's in there. Even the violator knows.
00:52For example, the prayer house.
00:54Or the petrol station.
00:56It's in there.
00:58Or the telecommunications.
01:01If we read about it, it's very clear.
01:05So, it's in there.
01:06Meanwhile, the Act of Security Coordination is a law passed by the parliament
01:11to facilitate the gathering.
01:16In accordance with the rights given by the United Nations
01:20on freedom of gathering.
01:23The Act is clearly stated on three aspects.
01:28The role of the police, the responsibility of the police.
01:31In general, to facilitate.
01:34The task of the violator.
01:36So, there shouldn't be a complaint.
01:39Why does it have to be there?
01:41It's spelled out in there.
01:43The third is the responsibility of the women's participation.
01:45It's not allowed to bring children.
01:48For example, the women's participation is not allowed.
01:52It's not allowed to bring children under the age of 18.
01:55It's a crime.
01:57So, don't bring them.
01:59If the police take action, they'll say it's a matter of freedom of gathering.
02:01While in the Act, it's clear.
02:03So, I urge the violators
02:06to investigate
02:08what are the responsibilities of the participants of the gathering
02:14when the police
02:17will exercise their power
02:20in accordance with the provisions of the Act.
02:35Where is the public place?
02:37A place where there is no owner.
02:39Where is it?
02:42Just now, right?
02:43If it's true,
02:44there is an owner for every premise, right?
02:46Where is it that there is no owner?
02:54Where is the public place?
02:58Padang Merbuk? Yes, it's owned by Dewan Bandaraya.
03:01Where is it that there is no owner?
03:08Is there an owner in Dataran Merdeka?
03:11Yes, there is an owner.
03:13In front of Sogo, the owner is Sogo.
03:15Why is there an owner in the public place?
03:18In the public place, is there an owner?
03:21Is there an owner in Dataran Merdeka?
03:23Yes, there is.
03:24So, it's not in the same place.
03:26We have to ask for permission from Dewan Bandaraya first.
03:28That's what I mean.
03:32If it's outside Sogo, ask for the owner of Sogo.
03:35That's what the law says, right?
03:37Okay, thank you.
