The incident was sparked when Kota Baru MP Datuk Seri Takiyuddin Hassan raised the issue over the powers of pardon conferred to the King under Article 42 of the Federal Constitution.

00:00Mr. Speaker, one more issue that I want to mention is a new word for half of the Malaysian people,
00:09which is called an addendum.
00:12It's not a proverb, it's an addendum.
00:18The legal term for an addendum is an addition to a completed written document.
00:29Most commonly, this is a proposed change or explanation.
00:36In other words, it's an addition to a completed written document.
00:44What I want to highlight is a new process of forgiveness that has been carried out by the 16th High Commissioner,
00:54who has heard an appeal for forgiveness by a national figure who has served his sentence.
01:04He has been given a reduction in prison terms,
01:11and his sentence has been given either forgiveness
01:18or release from prison.
01:23In other words, he has been released from prison.
01:26He doesn't have to pay a fine and so on.
01:28But in this case, when the second person in our country has made an affidavit
01:37to support the request of the leader, who happens to be from his party,
01:44he made an affidavit stating that he saw and was shown by his party leader,
01:54who happens to be a minister,
01:56that during the process of forgiveness,
02:00the 16th High Commissioner has included an addendum,
02:04which states that this person or this party has been given house arrest.
02:13So, I would like to...
02:15Hold on, hold on.
02:17I would like to...
02:18No, the court order.
02:20A new order.
02:22Point of order.
02:24A court official, when discussing the law,
02:29is not allowed to bring up Article 8, Article 36.8,
02:34the behaviour or character of the High Commissioner.
02:38I am not questioning the High Commissioner, I am questioning...
02:40No, no, the new order was referring to...
02:42No, no, you are wrong.
02:43No, no, the new order. I object.
02:45I have never questioned the High Commissioner.
02:48I am questioning the person who made the affidavit,
02:52the person who made the affidavit,
02:59who made two affidavits,
03:01states that...
03:03No, no, you are wrong.
03:05...that a leader in this court...
03:09The new order states that...
03:12The new order states that...
03:20I would like to know, does this matter exist?
03:25It is impossible that the High Commissioners and ministers in this court
03:31do not know whether this affidavit exists or not.
03:35Many Malaysians know whether this affidavit exists or not.
03:41And what is more important is...
03:43Please withdraw it.
03:44I would like to make a comment in the text of the new order.
03:50I will withdraw it.
03:51A comment in the speech,
03:54the speech that should have been made...
03:55The new order refers to the behaviour of the High Commissioner.
03:58Please sit down.
04:28I have been allowed by the Speaker...
04:35Your Honour, the new order does not refer to the behaviour of the High Commissioner.
04:42I did not say that.
04:43But the fact is that it happened at that time.
04:47That is a reference to his behaviour.
04:50That is a reference to the power he exerted.
04:52The affidavit was issued.
04:54Who am I to refer to?
04:55The lawyer does not understand.
04:57Who am I to refer to?
04:58You are the one who does not understand.
05:10You are a lawyer.
05:12From which school of law are you?
05:18You do not understand.
05:27You can report.
05:31Your Honour...
05:37Your Honour...
05:44Your Honour...
05:46I do not allow the new High Commissioner to refer to the behaviour of the High Commissioner.
05:54So, it is okay.
05:55I think the time is up.
05:57The time is up.
05:59Whatever has been said earlier, the Minister will answer after this.
06:02So, I will end it.
06:04Please sit down, Your Honour.
06:06The new order, I invite Your Honour to...
06:09Your Honour, the point of order that was raised was not acceptable.
06:13And there is no violation.
06:14It is acceptable.
06:15It is acceptable.
06:16I have said that I do not allow it.
06:19Does he think that he is the only one in parliament?
06:21He can argue like that.
06:22There are laws.
06:23There are laws.
06:24Follow the parliament.
06:25Follow the laws.
06:26You are illegal.
06:29Your Honour, I...
06:31It is illegal.
06:32What you said is illegal.
06:33He is right.
06:34Wait.
06:35He is lying.
06:37Give him a chance.
06:38I want to ask...
06:41The decision of the Speaker to not allow the use of the High Commissioner.
06:48I agree.
06:50But I also want to ask...
06:52This is an addendum.
06:55What addendum is this?
06:57So I want to mention it so that everyone knows
07:01so that Jelutong can rise.
07:03If we don't mention this is an addendum,
07:07Jelutong will not rise.
07:08What addendum is this?
07:09Because he himself asked, what addendum is this?
07:11Because of that,
07:13Kota Baru raised
07:15this is an addendum
07:19that was said by
07:22Yamad Muhammad Timbalan, the Prime Minister.
07:26The addendum that was said was issued by
07:29Mr. Agung.
07:31That is not accusing Agung.
07:34Only that was said.
07:37Is this wrong?
07:39I think this is to give an explanation to everyone,
07:43including Jelutong,
07:45so that Jelutong can rise.
07:47If not, he will not rise.
07:49Because of that, it shows that the addendum is clear.
07:54I think something that gives an explanation
07:58must be used.
08:04I think what is to be discussed by
08:06Yamad Muhammad Kota Baru
08:08has been mentioned earlier,
08:10so I don't think we need to continue.
08:13So I hope whatever was mentioned earlier,
08:16if you want an explanation,
08:18ask the Minister for an answer later.
08:20So I invite Yamad Muhammad Selayang to speak.
