00:00When it comes to traffic, the first thing that comes to mind is the MMDA.
00:05Did you know that the MMDA's job is not just about fixing traffic?
00:10Behind their efforts to maintain our roads and programs in fixing traffic
00:15is also part of their goal of teaching and giving knowledge
00:19for a safer and better travel for every Filipino.
00:23And the first thing that comes to mind when it comes to ensuring that this goal is followed
00:27is their Traffic Education Division under the Traffic Discipline Office.
00:32That's why this morning, we have with us
00:34Atty. Victor Maria D. Nunez, Director III of the MMDA TDO.

00:44Alright, Atty. Vic, tell us about your office.
00:46What is the mandate of your office?
00:48Well, as part of the Traffic Discipline Office of the MMDA,
00:53one of the mandates of the MMDA is the Traffic Management,
00:58in which one of the components here is Traffic Education.
01:02So, we have a Traffic Engineering Center, Traffic Enforcement,
01:06Road Emergency Response, and the fourth is the Traffic Education,
01:11which is a very vital component of Traffic Management.
01:15Because in this division, the MMDA Traffic Education Division,
01:21they create programs and modules or training programs
01:31to ensure that our traffic enforcers are aware.
01:37We also lecture to different LGUs and motorists who undergo training
01:44to make sure that everyone on our roads is safe.
01:49Traffic Education is very important because no matter how careful you are
01:53in driving or on the road, if you meet someone who is not well-informed,
01:59they will be disgraced.
02:01Sir, you mentioned traffic enforcers.
02:05How do you help enforcers to be more effective in their duties?
02:11Well, one part is we have these laterized training modules
02:17wherein, for example, if you are a new applicant to the MMDA,
02:23we have a 15-day basic traffic rules and safety seminar for all new applicants.
02:33For officers and traffic enforcers, we have a 20-day traffic management seminar.
02:41So, it's in-house in the MMDA.
02:43And for motorists who have violated three or more traffic violations,
02:51it is mandatory for them to have a training seminar, orientation seminar,
02:59half-day, semi-day, before they lift their suspension of their driver's license.
03:06So, this is a very important component.
03:09To give discipline, our motorists should learn the basic road courtesy and discipline,
03:16which is very important on the road.
03:18Okay, so there are lectures and seminars both for drivers and for enforcers.
03:23You mentioned that before you put them on the road,
03:26there is a 15-day training for new applicants.
03:29So, it means that they are equipped with the necessary knowledge and skills to be an enforcer.
03:35But we can't avoid it, sir.
03:37There are those who complain, right?
03:39There are those who say,
03:41there are those who are tired of being an enforcer.
03:43No, no.
03:44There are some who even bribe enforcers.
03:46For those who will give disciplinary actions or those who will complain,
03:51do we also have trainings or refresher for them?
03:55Yes, sir.
03:56For the erring officers, we also have a program that is like a moral recovery training.
04:05Usually, we coordinate.
04:08The last time, we had a coordination in a seminary school.
04:14Those who taught us from the seminary conducted a moral recovery training.
04:23So, it is important that not only do we know the basic traffic rules,
04:28but we are ready morally to fight all the temptations on the road.
04:34As you know, it's really two-way.
04:36It's not just the enforcer, even the drivers.
04:38Sometimes, the motorists are the first to initiate.
04:41Yes.
04:42So, if you are equipped morally,
04:46and you give integrity as a public servant,
04:51you should fight it.
04:53Instead of entertaining the bribes,
04:57you should complain and answer the wrongdoings on the road.
05:04It goes both ways.
05:05Yes.
05:06There are videos on the cellphones.
05:08Sometimes, it doesn't make sense.
05:09But, sir, how can they avail of your trainings and seminars?
05:13Well, our agency, MMDA PUBUKAS,
05:17also writes to us.
05:19Even outside Metro Manila,
05:22there are LGUs who request trainings from their local traffic enforcers.
05:29So, MMDA goes to LGUs,
05:34and we prepare seminars.
05:36Our job is to write to our chairman,
05:42to request for this road safety or traffic management seminar
05:48for their local traffic enforcers.
05:51There are also bus companies
05:53who request to train or give seminars to their bus drivers.
05:59There are also construction firms
06:02because they are mandated that if there are roadworks,
06:06they should have flagmen or traffic marshals
06:09who also need to undergo training in MMDA
06:13so that they know what to do if there are roadworks or construction,
06:16especially in major thoroughfares.
06:18So, these seminars and trainings are free?
06:21Yes, it's free.
06:22So, you just need to write to MMDA.
06:25So, you have already visited a lot of LGUs?
06:28All over the Philippines.
06:29And we even conducted our traffic engineering.
06:33They conduct traffic surveys in different places in the Philippines.
06:38Lastly, what is your opinion on the suggestions
06:41to include basic traffic rules in the curriculum?
06:49Well, we have been discussing for a long time
06:52that it should be included in the curriculum,
06:56the road courtesy, road rules, and safety,
07:03especially for children.
07:05That's why in MMDA, we have a road children's safety park in Manila
07:10wherein a lot of children go there.
07:13They experience that we have miniature footbridge,
07:17traffic lights, pedestrians,
07:19and the children are being taught proper road discipline,
07:23road courtesy at an early age.
07:25So, it's very important for our children to be exposed
07:29to the right courtesy and discipline on the road.
