00:00Health Secretary Ted Herbosa said that there is a crisis of teenage pregnancy in the country but he said that there is no need for a new law for this.

00:08He said that the Reproductive Health Law, or Comprehensive Sexuality Education, should be implemented properly.

00:17There is no need for a new law against teenage pregnancy, according to Health Secretary Ted Herbosa.

00:27We have the Reproductive Health Law.

00:29The important thing is to teach all our citizens that the problem is unplanned pregnancies and the increase of deaths due to childbirth.

00:44Herbosa said that the CSE, or Comprehensive Sexuality Education, is under the R.H. Law.

00:50It should be implemented properly.

00:53Senator Risa Hontiveros commented on the Senate Bill 1979, or Prevention of Adolescent Pregnancy Act of 2023,

01:02which included support for different groups.

01:06She commented on the Substitute Bill to make it clearer.

01:09The Guided by International Standards were removed.

01:13For the contra, it is said that it is about the masturbation or sexual feelings of children.

01:20It was also made clear in the Substitute Bill that the Comprehensive Sexuality Education will be given only up to 10 years old,

01:26and only up to 16 years old will be able to access contraceptives if there is parental consent.

01:33One of the candidates in Hontiveros' bill is the group The Forum for Family Planning and Development.

01:39Sex education under the DepEd has a problem with the fund.

01:43The DepEd of the previous administration can only roll out to three regions.

02:22The group The Forum for Family Planning and Development said that the number of teenage pregnancies doubled in 2023 compared to 2018,

02:30according to the data of the PSA or Philippine Statistics Authority.

02:34And the youngest child is only one year old.

02:39What is important is the information.

02:42The right information for the young people who rely on the internet.

02:49That should not be the source of information when it comes to sexuality and relationships.

02:56This is an important role of the parents.

02:59But if the parents can't do it, the schools can.
