00:00On the other news, the poll body's effort to begin ballot printing hit yet another major snag,
00:06with the president seeking a rain check on the BARM election slated for May over PSN order reasons.
00:13Now the time window to complete ballot printing for the May polls has gotten even smaller for the COMELEC,
00:20which finds itself likely to change the list of candidates for the parliamentary polls
00:26and seek for added funds, as our Louisa Irispe reports.
00:32Now that President Ferdinand R. Marcos Jr. has certified the postponement of BARM parliamentary elections to October as an urgent bill,
00:41the Commission on Elections said it's all set to abide if the bill is enacted into law.
00:47And even now, the printing of the ballots for the parliamentary elections has been pushed back.
00:52We have ordered the Printing Committee to set aside the printing when it comes to the Bangsamoro parliamentary elections
01:00because the printing of the Bangsamoro national and local elections will continue.
01:05That's why in the parliamentary elections, they need to set aside first because we can do that at the end.
01:10COMELEC also explained that if the postponement proceeds,
01:13they might have to change the list of candidates for the parliamentary district representatives.
01:19Because it is possible, the seven districts supposedly allocated for Sulu could be designated or reassigned to other cities in the BARM.
01:27This will allow the region to have 80 parliamentary district representatives, which is stated in the Bangsamoro Organic Law.
01:34It depends on whether there will be a Parliament Act or the Act of Parliament
01:41that will re-apportion the parliamentary districts through the reason that the seven should be distributed
01:51that were originally supposed to be in Sulu.
01:56The Election Code, the Administrative Code, the Local Government Code should be amended
02:01and they need to pass a law that will distribute the seven.
02:05In case this process of redistricting proceeds,
02:08the COMELEC must conduct another filing of certificates of candidacies in June
02:13and on July and August, it is the start of the printing of the ballots.
02:17In terms of funding, if the law states this postponement will result in special elections,
02:23for which the COMELEC may ask for an additional 2.5 billion pesos.
02:27But if this is represented as a continuation of the national and local elections,
02:32the PAWL body may only have to fund the printing of the ballots.
02:35In case there will be a separate Bangsamoro parliamentary election,
02:40we came up only with 2.5 billion pesos that we ask for an additional budget in our government.
