01:05it is one of the critical aspects, but not only.
01:08China is investing in technology in huge numbers.
01:12In the United States, when we talk about investments, for example, in artificial intelligence,
01:17we talk about hundreds of billions,
01:20as long as Europe remains divided in many Member States,
01:24in many initiatives that become smaller and at the overall level,
01:30and then very fragmented, you understand well that the risk is that Europe is cut off.
01:36Today it is a risk, but Europe still has the skills, not just the resources to be able to do it,
01:44and that is why I talked about a crossroads and an ambition of a Europe that does not just aim to regulate,
01:53but also what is right to do, but that is focused on playing.
02:00Europe has two problems from the point of view of financial capacity.
02:08One is the fragmentation of the States, and from this point of view,
02:13the ambition is that there may be programs of the Commission in this direction.
02:22But then we have a second problem.
02:24In the United States, most of the investment is private,
02:31and in Europe the actors of great dimensions are missing,
02:36such as Google, Meta, Microsoft, which put hundreds of billions on the plate.
02:45So Europe has a double disadvantage from this point of view,
02:52which it must face so as not to fall behind.
