00:00We are still together on Mediantv, thank you for remaining faithful to us, here are the
00:19titles of your newspaper.
00:21In Morocco, faced with the rise in the number of cases of measles, the Ministry of Education
00:27will launch a vaccination campaign in schools as soon as this Monday, on the eve of the
00:32holidays.
00:33It is in a heavy atmosphere of emotion that more than 180 Palestinian prisoners left
00:41this Saturday.
00:42The Israeli yoke of gatherings moved in Ramallah, Hamas has on its side released three hostages.
00:48It is imminent in the United States, new taxes will be imposed on Chinese, Mexican and Canadian
00:56prisoners.
00:57From today, an announcement from the American President of the United States.
01:04We are starting this newspaper in the Kingdom, where the yoke is spreading more and more,
01:10and faced with this rise in the number of cases of contamination, and as the students return
01:15to the classrooms next week, the Ministry of Education has taken a preventive measure
01:23with the start, as soon as this Monday, of a vaccination campaign in school establishments.
01:28Spaces will be arranged for the proper operation and in case of detection of measles cases,
01:36in a school, students whose parents refuse vaccination will be temporarily excluded
01:41to avoid any contamination.
01:43Infected students will have to stay at home until their complete healing.
01:49Finally, schools identified as epidemiological hostages will be closed on recommendation
01:55of health authorities.
01:56To talk about it with us, live from Casablanca, Jaffar Ekel, specialist in infectious and
02:07epidemiological diseases.
02:08Jaffar Ekel, good evening and thank you for accepting our invitation.
02:11Yes, good evening to you, with pleasure.
02:15So, the time is now to mobilize in Morocco to stop the spread of measles in the Kingdom.
02:22To begin with, what is the epidemiological situation today?
02:27So, listen, the epidemiological management of the Ministry of Health and Social Protection
02:32ensures surveillance through the concerned service and the health regions.
02:38There are thousands of cases, yes, indeed.
02:41These are epidemic outbreaks that we have not seen for a certain number of times, but
02:47the situation is fully controlled.
02:49It is normal, sometimes at a low rate, there is a reduction in the number of children who
02:56are vaccinated.
02:57And that is the major issue.
03:00Obviously, we must not worry either.
03:03Lethality is extremely low, of course, even if we deplore even a single death.
03:10It must be understood that the epidemiological situation requires authorities, and they have
03:16done well, to sensitize the population to vaccination, to maintain vigilance and epidemiological
03:21surveillance, to control positive cases, to take care of them and, of course, to avoid
03:28infection and transmission to other children.
03:31Because we must remember that measles is an infectious disease, but extremely contagious.
03:36It is more contagious than COVID-19 and other diseases.
03:39A disease that spreads very quickly.
03:42We have just seen it.
03:44The measures taken by the Ministry of Education are there.
03:48They concern in particular these measures, the eviction of children who are not vaccinated
03:54against measles next Monday.
03:56Was it necessary to take such drastic measures?
03:59And why?
04:01Listen, these are measures aimed at protecting the health of the population.
04:06It is not about stigmatizing children or families.
04:09It is simply about protecting others.
04:12Why?
04:13Because a child who is not vaccinated and who has measles, or therefore a carrier of the
04:18virus, risks infecting several children.
04:21I remind you that the basic reproduction rate of measles is much higher than that of
04:26other infectious diseases.
04:27For your information, the R0, i.e. the basic reproduction rate of COVID-19, is between
04:322.5 and 3 and that of measles is between 15 and 17.
04:35So it's to protect other children.
04:37Children who are vaccinated, well, it protects others.
04:40But children who are not vaccinated actually risk infecting other children and themselves
04:46risk infecting others and even adult subjects.
04:49We must not forget that.
04:51So according to this circular of the Ministry of Education, schools identified as epidemiological
04:57homes could be closed on the recommendation of health authorities.
05:01Can we fear this scenario of epidemiological homes today?
05:05Listen, these are measures that are logical on the part of the Ministry of National Education
05:10in coordination with the Ministry of Health and Social Protection.
05:13It is simply school eviction.
05:15What is called school eviction?
05:17These are children who will have to stay at home until their healing to avoid infecting
05:22other children.
05:23And in schools where there is a home, that is to say several cases, well, it is possible
05:29that these schools are closed simply in the context of the protection of the health of
05:34other children and members of the community who may also be parents or grandparents.
05:40Because I remind you that measles can also affect adult subjects, it can affect
05:45elderly people.
05:46And in some cases, of course, it is not the majority, but in some cases it can create
05:51quite serious complications that are respiratory, that are meningitis or encephalitis or others.
05:56And so we must protect not only children but also their parents and grandparents.
06:01And that is why these measures, which may seem drastic, are measures that are logical
06:06to protect the health of populations and to ensure that as many children as possible
06:11are vaccinated to protect themselves and protect others.
06:14Thank you for all these clarifications.
06:17Thank you for answering our questions.
06:20We remain in the kingdom where the Commission of Education and Cultural Affairs and Social
06:27Affairs in the Chamber of Councils approved the majority of the bill defining the conditions
06:34and methods of exercise of the right to strike.
06:37The Organic bill was adopted by 10 councils, while 5 voted against.
06:43A total of 218 amendments have been presented.
06:48Some were accepted by the government, others rejected or withdrawn.
06:53I propose to listen to the Minister of Employment, Younes Sekoury.
07:03The government came with a new offer, which is to expand the rights to strike by integrating
07:08moral rights, which were not in the texts before.
07:11There were only financial rights, those for the direct but also indirect interests of
07:16strikers.
07:17The government also determined the minimum threshold of work, especially in the fields
07:21of health and security.
07:22In short, all sectors in which the interests of the nation and citizens may be threatened.
07:28The government listened to the proposals of the majority, but also the opposition and
07:32the unions.
07:33This allowed us to facilitate certain procedures related to the strike and to reduce certain
07:39periods of time.
07:40We have also approved several proposals of unions related to the reduction of penalties
07:46and the suppression of the provision that maintains the constraint by body in the case
07:53of non-payment of fines related to the sanctions imposed on employees during an anarchic strike.
07:59The new organic project also prohibits employers from hiring substitution workers in the event
08:06of a strike.
08:07In short, what needs to be known is that when the strike is started in a peaceful manner,
08:13everything goes well and the law is respected and the procedures are carried out in a fluid
08:20manner.
08:21On the other hand, when the strike is anarchic and not peaceful, we no longer talk about a
08:27strike in this case.
08:29And know that the Chamber of Advisers will hold a general session dedicated to the study
08:34and vote of the project of organic law defining the conditions and methods of exercise of
08:40the right to strike.
08:42In the diplomatic chapter of this newspaper, there is Saotome Principe, who reiterates
08:47his support for the Moroccanity of the Sahara, a position reaffirmed by his Minister of Foreign
08:53Affairs on a visit to the Kingdom, Ilsa Maria Dos Santos, to express his admiration for
08:59the leadership and commitment of His Majesty King Mohammed VI in favor of peace, stability
09:05and development in Africa.
09:07Together we listen to him.
09:09The cooperation between Saotome Principe and the Kingdom of Morocco is very old and reflects
09:16the will of His Excellency President of the Republic of Saotome Principe Villanueva and
09:24His Majesty King Mohammed VI, which must be continued.
09:31And it is also in this context that we are here.
09:36To say that in relation to this region, Laayoune, Saotome Principe has been positioned since
09:462020 and has affirmed that the Moroccan Sahara is part of the Kingdom of Morocco.
09:58And we have materialized this position with the opening of the Consulate General and the
10:05appointment of the Consul to work here.
10:10And to represent the Saotome State, to say that Saotome Principe reaffirms its commitment
10:17to be on the side of the Kingdom of Morocco for all the initiatives to guarantee integration.
10:25And we support the initiative of the autonomy of the region in a process that will allow
10:34integration as part of the Kingdom of Morocco.
10:40And in this context, Morocco reassures its commitment in favor of the promotion of a
10:45pacified and reconciled Africa in engagement, precisely put forward in front of the Council
10:51of Peace and Security of the African Union by Mohamed Darouchi, the permanent representative
10:56of the Kingdom with the IAEA and the CIO of the United Nations, and has largely returned
11:01on the Moroccan strategy to allow our continent to face the rise of political violence,
11:07terrorism and violent extremism.
11:12I will announce it in the titles.
11:14It is in a heavy atmosphere of emotion that more than 180 Palestinian prisoners left.
11:19This Saturday, the Israeli youths of the meetings held in Ramallah.
11:24Hamas has on its side released three hostages.
11:26This is the fourth exchange since the beginning of the truce.
11:30This is Jalil.
11:32More than 180 Palestinian prisoners released in exchange for three Israeli hostages.
11:40After nearly 16 months of captivity, Hamas released three Israeli hostages, including
11:46the Franco-Israeli Ofer Calderon and the Israeli Yarden Bibas, the father of the last two
11:52captives in the Gaza Strip.
11:54Israel began to release a group of Palestinian prisoners a few hours after Hamas released
11:59the three hostages, as part of the ceasefire agreement, which ended 15 months of fighting
12:04in the Gaza Strip.
12:06Several buses and vehicles arrived on Saturday afternoon in Khan Younes, in the middle of
12:11a crowd of more than a hundred people shouting with joy as the buses slowly progressed in
12:16the midst of the ambient hustle and bustle.
12:23It is an indescribable feeling, a mixed feeling of sadness, as we have left our brothers
12:28in captivity, subjected to murder, torture, famine, intimidation and abuse.
12:34What the captives suffer, the suffering inside the Israeli prisons, is no less than that
12:40suffered by the Palestinian people outside the prisons in the West Bank, and in particular
12:45in the Gaza Strip.
12:52Honestly, Israeli treatment is extremely bad.
12:55The lives of each prisoner are threatened in Israeli jails.
12:58Violent blows, famine, deprivation, humiliation.
13:02The situation is really very difficult.
13:09In addition, the first group of injured Palestinians and patients left Gaza Strip on Saturday
13:14by the Darafah border crossing to follow a medical treatment in Egypt.
13:18Their departure marked the first opening day of the Darafah border crossing, in accordance
13:23with the ceasefire that came into force on January 19.
13:26The Darafah crossing, a vital route for humanitarian aid to Gaza, has been closed since May 2024
13:32after the terrestrial offensive of Israel in the city of Darafah in the south of the country.
13:36As a reminder, the crossing is supervised by an international force of the European Union
13:41and managed by Palestinians of the Palestinian Authority, based in Ramallah.
13:46If you remember, a few days ago, the American president proposed to move the Gaza Strip
13:54to Egypt and Jordan.
13:56No question asked, said the foreign ministers of these two countries.
14:01Even the sound of the bell on the side of the United Arab Emirates, Saudi Arabia and Qatar
14:06united at heart.
14:07They rejected any forced displacement of Palestinians.
14:11They are, however, ready to work with Donald Trump for a two-state solution,
14:16but in the respect of the inalienable rights of Palestinians.
14:23The news on our continent is still marked by the conflict in the east of the RDC,
14:29where the M23 continues its progression after taking control of the big city of Gomorrah.
14:36A progression that worries the UN Secretary General, but also President Burundi,
14:42who today warned of a regional embrace for Evariste Ndai Chimie.
14:47If the east of the Congo has no peace, the region will not have it.
14:51Together we listen to him.
14:53Does the international community not see the consequences?
14:57I tell you that if it continues like this, war is likely to be widespread in the region.
15:03We have a threat in the region.
15:06It is not only Burundi.
15:08Tanzania, Uganda, Kenya, the whole region is a threat.
15:13If the east of the Congo has no peace, the region has no peace.
15:19In Sudan, more than 50 people were killed today in a bombing attributed to paramilitaries
15:25against a market in Omdurman, near the border of Khartoum.
15:29The attacks are condemned by the UN Security Council,
15:32which expresses its deep concern about the escalation of violence, especially in Darfur.
15:40Canada, Mexico and China, the three main commercial partners of the United States,
15:45are waiting for an announcement from Donald Trump confirming the customs rights
15:50they want to impose on their products.
15:53This Saturday, the US President should enact the imposition of 25% of customs rights
15:59on Canadian and Mexican products and 10% on products from China,
16:05beyond those already existing and which could begin to apply as early as February 18.
16:14The Mauritanian government has approved a series of legislative reforms
16:19aimed at strengthening transparency and the integrity of public life.
16:24These reforms include the revision of the anti-corruption law of 2016
16:28to strengthen public market-related sanctions and ensure the clarity of legal texts.
16:37As part of these efforts to promote integrity and transparency,
16:41the Mauritanian government has adopted a set of new laws
16:45aimed at strengthening the fight against corruption.
16:48These laws include the mandatory declaration of goods,
16:51the strengthening of the mechanisms of control of public markets
16:54and the creation of a national authority to fight corruption.
17:02In line with the determination of the authorities to fight corruption
17:06and to strengthen good governance as well as transparency,
17:09this bill aims to fill the legal gaps highlighted
17:13by the implementation of law 2016-14 on the fight against corruption.
17:25We think that the recent laws adopted by the government
17:28to fight corruption are not enough.
17:31What is lacking is a real will and the effective implementation of these laws,
17:36their application against corrupt people and the protection of witnesses.
17:41In recent years, the Mauritanian government has focused on legislative reforms
17:46to fight corruption.
17:48But observers believe that the mechanisms of responsibility are still lacking,
17:52which has had a negative impact on the ranking of Mauritania
17:55in the world index of corruption,
17:57where the country ranks 130th out of 180 nations.
18:03We are back in the kingdom and we are going to Rabat,
18:05the capital where the authorities no longer want to see
18:08parabolas or air conditioners rusted on the facades of buildings,
18:11an operation that aims to preserve the aesthetics of this beautiful city.
18:18The city of Lumière is undergoing an urban remodeling.
18:20For a few days, local authorities have launched a vast operation
18:24aimed at getting rid of the facades of buildings,
18:27parabolic antennas and air conditioners,
18:29installed in an anarchic way.
18:31The aim is to improve the aesthetic aspect of the capital
18:34and to put an end to the non-compliant implementation of these equipment.
18:40Rabat is undergoing a major transformation at several levels.
18:43Work in this direction has already begun.
18:45Morocco will soon host continental and world events
18:48and it is essential to intensify efforts in the framework of these projects
18:52aimed at preserving the aesthetics of public spaces.
18:55Land work is already underway,
18:57but it is also crucial that each citizen participates in this initiative
19:01by contributing with their own efforts and respecting the ongoing projects.
19:07While public authorities have begun to dismantle their equipment,
19:11a campaign of awareness has been launched on the ground
19:15to ban the installation of new devices on the facades of buildings,
19:19with the aim of ensuring that new constructions and renovations
19:23respect the established standards.
19:26I fully support these decisions that will contribute to the embellishment of the city.
19:31These devices harm the aesthetics of Moroccan buildings.
19:34We hope that they will be banned in order to preserve the authenticity
19:37of the traditional architecture of Morocco.
19:40This initiative will also allow tourists to fully appreciate
19:43the beauty of our architectural heritage.
19:47This cleaning operation of the facades does not constitute a novelty.
19:51It is based on a municipal decree adopted in 2018
19:54prohibiting the installation of such equipment on the facades of buildings.
20:00Heavy snowfall, the weather is far from pleasant.
20:04In Morocco, this weather alert bulletin
20:07of the level of orange vigilance shows that
20:10from tomorrow, 18 regions will be affected,
20:13notably with snowfalls at heights exceeding 1,400 meters.
20:19Heavy rains will affect the regions of Tangier, Tétouan,
20:23Le Hosseinement, as well as Ouazan and Taounet.
20:29From February 22 to March 1,
20:32Burkina Faso will vibrate at the pace of the 29th edition of the FESPACO,
20:38the Pan-African Film Festival and the Wagadougou TV.
20:42Senegal will be well represented with 20 nominated films,
20:46among which Debo by the director Abdul Ahad Wan
20:51who denounces the violence committed against women.
20:58In a few weeks, Africa will celebrate African cinema
21:02on the occasion of the 29th edition of the FESPACO.
21:05Several Senegalese films have been selected for this prestigious event,
21:09notably Debo, a play directed by Abdul Ahad.
21:14This year's competition is called Debo.
21:17It is the story of a woman who lost her sister
21:21in dramatic conditions in Senegal in a health center
21:27and who came to open, through her association,
21:31a center to help and support women in abuse,
21:36such as rape, or who have health problems in the Dakar suburb.
21:43The African Film Festival and the Wagadougou TV
21:47aim to reflect the diversity and richness of African cinema and the diaspora.
21:52For Wone, any artistic work should contribute to raise awareness among the population.
21:59I always say that a cinematographic or even a television work,
22:03at least at a certain level,
22:05must have a message, defend values,
22:08want to show something, not want to do something.
22:12It is an extension of oneself,
22:15of what we think, of our point of view in relation to such and such other events.
22:22For example, in the series, there are parts where we talk about depigmentation.
22:28For this 29th edition, which will be held from February 22 to March 1, 2025,
22:33in Wagadougou, Burkina Faso,
22:35Senegalese cinema actors carry the colors of the nation.
22:39Today, we have about twenty films selected,
22:44a total of twenty-four films and projects selected
22:48to participate in this 29th edition of the Festival.
22:53I believe that there are some young people today who are involved in this cinema.
22:58We have in competition a film that portrays Wologane,
23:04the Malian writer who was accused of plagiarism.
23:08It is happy today to see these young people carrying this story on the screen
23:13and taking advantage of this story of the continent.
23:17According to this film critic,
23:19Senegal is on the right track to unlock the golden talents of Yelenga,
23:23especially thanks to the nomination of the film Demba,
23:26directed by Mamadou Diagne.
23:29This concludes this edition.
23:31Thank you for following it.
23:32In a few moments, a new point on the news.
23:38In a few moments, a new point on the news.
