00:00We are still together on Médien-TV, thank you for staying loyal to us, here are the
00:19headlines of your day.
00:20The African Union warns against a Balkanization of the RDC, while the fighters of the M23
00:27supported by Rwanda took control this Sunday of Bukavu, a large city in the east of the
00:33Democratic Republic of the Congo.
00:36We will be in Marrakech or in Gimaude of the World Ministerial Conference on Road Safety.
00:43The Palace of Congresses of the VELOC welcomes today the General Assembly of the World
00:49Youth Organization.
00:50We are talking about it in a moment.
00:54In Germany, a round of applause this Sunday from the Munich Conference on Road Safety.
01:04We start this day with this warning from the African Union, the IAEA, which warns against
01:11a Balkanization of the RDC.
01:13This morning, Alissa Beba, the Commissioner for Peace and Security of the African Union,
01:19without naming Rwanda, called for the immediate withdrawal of the M23 and its supporters from
01:25all the cities occupied.
01:26For Bancolet, the only way to solve the problem in the east of the RDC is for all parties
01:33to sit around the table and the African Union is ready to play this role of mediation.
01:42This warning from the IAEA against a Balkanization of the RDC intervenes while columns of
01:48fighters of the M23, allied to the Rwandan troops, entered this Sunday in the center of
01:54Bokavu, a large city in the east of the RDC, under the acclamations of a part of the population
02:02that has begun to resurface in the streets.
02:04The fall of the city of one million inhabitants gives the M23 total control of Lake Kivu after
02:10the end of January of Goma, capital of the neighboring province of North Kivu.
02:19Columns of fighters of the M23 and its allies entered this Sunday in the center of Bokavu.
02:27The M23 rebels continue to gain ground.
02:31The Congolese army has a hard time blocking their way.
02:35Let's listen to the analysis of Bachir Kiam, journalist and specialist in public relations.
02:40Yes, it's the least we can say anyway, because last week it was already Goma
02:46who fell into the clutches of this movement, the M23, so the March 23 movement.
02:51This morning, you reminded him, it is Bokavu that falls in turn, so it is the regional capital.
02:57It makes you fear anyway that it is a fuming advance.
03:02In two weeks, they took two large cities, including the regional capital.
03:06And then in front of the Congolese army, the FARC, the armed forces of the Democratic Republic of Congo,
03:14who seem a little weakened in this area, at least for a few months already.
03:21You can see the effulgent progress of this movement.
03:25I don't know if they let it go, because they fell back on other regions too.
03:32It's moving forward, that's how it starts and it progresses a little towards the capital.
03:36It was threatening like that a few decades ago.
03:41It started like that, it was a small movement that started in a region, a province,
03:46and then it progressed as the fighting intensified.
03:50And then it's the capital that ends up falling.
03:52So it's fear.
03:54So the army, at least for the moment, seems very weak against this movement.
04:02In the rest of the news, know that the Director General of National Security
04:07and Surveillance of the Territory, Abdelaziz Hammouchi,
04:10was decorated this Sunday in Tunisia with the medal of the Prince Nayef
04:14for first-class Arab security.
04:17A distinction designated to top-level security personnel,
04:21which played an important role and contributed notably to the guarantee of security
04:27and stability at the Arab scale.
04:29This decoration was announced during the 42nd session of the Council of Arab Ministers of the Interior.
04:38Marrakech welcomed today the General Assembly of the World Youth Organization,
04:44a youth that will be at the heart of the 4th edition of the World Ministerial Conference on Road Safety.
04:52It will be on February 18 at the Palace of Congresses of Marrakech,
04:57at the call of the World Health Organization.
05:01Several ministers from all over the world will take part.
05:05Climate change and sustainable mobility, the issues of road safety will be addressed.
05:11On the eve of the opening ceremony of this conference,
05:14our special envoy on site, Dadia Pacquero,
05:17met with the Moroccan Minister of Transport and Logistics.
05:22Together we listen to them.
05:26The 4th edition of the World Ministerial Conference on Road Safety
05:32officially opens its doors here at the Palace of Congresses of Marrakech,
05:36on Tuesday, February 18.
05:38But already, several events are taking place here, in this palace, in the city of Ocre,
05:44notably the General Assembly of the World Youth Organization.
05:49An important meeting attended by several top-level personnel,
05:54notably Mr. Jean Todt, Special Envoy of the UN Secretary General for Road Safety,
06:01but also Tatiana Molchan, Executive Secretary of the Economic Commission for Europe.
06:08But this General Assembly of the World Youth Organization
06:13was inaugurated by the Moroccan Minister of Transport and Logistics,
06:20whom I have the pleasure of having with me, Mr. Abdelsamad Kayouh, who is with us.
06:26Thank you very much for accepting our invitation.
06:29You were there at this General Assembly of the World Youth Organization
06:35and you launched a call for this youth.
06:39Why was it so important to launch this call
06:43and what is the role of the youth in the context of these road safety issues in Morocco and elsewhere?
06:51Thank you very much, Madam.
06:53I was very happy to attend the final session of the International Congress of Youth,
07:04which debated for three days on the subject of road safety.
07:12As you know, Madam, this congress, which will start in two days
07:17and which represents the fourth edition of the inter-ministerial road safety,
07:25is an exceptional event for Morocco, for the African continent, for the Arab countries,
07:32because it will include almost 100 transport ministers,
07:377 interior ministers and more than 2,000 world experts on road safety.
07:45Obviously, like this great event, there is this famous congress of youth,
07:52which you mentioned, and which is an extraordinary space of reflection
07:58between 15 and 25-year-olds who come from practically 65 countries and 300 participants.
08:08Obviously, full of energy, full of ideas, full of proposals, especially real,
08:14because I followed the work of the workshops on six panels.
08:18The ideas are great and of course, during the last session,
08:25which we have just concluded with Jean Todd, the special envoy of the Secretary-General of the United Nations,
08:33they were promised that their ideas will be presented at this ministerial congress,
08:43which will start on the 18th, because they are full of good sense and full of courage.
08:48And as we need it today on our roads and especially to save the lives of young people today,
08:56as you know, this pandemic of road accidents has been going on for almost 18 years
09:03under the auspices of the World Health Organization because it is part of the top 10 causes of mortality.
09:11So, this gathering of experts, of ministers, will certainly come out with ideas
09:19of the Moroccan land, of the city of Ocre de Marrakech, which will certainly mark the next 10 years.
09:26So, a lot of ideas, indeed, a lot of issues, and these are transversal issues, Mr. Minister.
09:34We are talking about sustainability. We are also talking about the environment, climate change.
09:44These are transversal issues. Can you tell us about them?
09:47Reminding us that the theme of this year is I am committed to life.
09:53Absolutely. This theme came out of a proposal from the Youth Congress,
10:01because Commit for Life means we are committed to life.
10:05It is a youth proposal that was taken into account and that was validated as the official slogan of this edition.
10:16And of course, it will draw all the attention that will take, as you mentioned, the environmental side,
10:24the legislative side, and above all, the Moroccan experience,
10:31because the Moroccan government, for almost eight years,
10:36has decided to create an agency that deals with road safety.
10:41Obviously, there are many countries that have followed this Moroccan example,
10:45and this is an opportunity, I think, to evaluate the effectiveness of these agencies,
10:54because the public authorities, of course, manage the issue of road safety in a global way,
11:02but Morocco, with the clairvoyance of His Majesty the King,
11:07has decided to create this agency that takes charge of this great issue with more detail and more daily management.
11:16Of course, many countries will follow the example of Morocco.
11:21And the most important thing is how to achieve results as quickly as possible, of course, and with a quality of execution.
11:31So this is going to be the biggest issue that will be debated, of course,
11:35alongside other issues that will come from the four continents of the world,
11:41because we have 105 ministers whose interest is shown in this event, especially on Moroccan soil.
11:48After the last three editions, in particular those of Moscow, Brasilia, Stockholm, and now on the soil of Morocco.
12:00Inshallah, February 18, 2025.
12:04Thank you very much, Mr. Minister, for answering our questions.
12:08So, Moroccan Minister of Transport and Logistics, thank you.
12:14Thank you, Madam. It is I who thank you.
12:17This is what we could say for this day before, I would say,
12:21of this 4th World Ministerial Conference on Road Safety,
12:28which I remind you officially opens its doors on Tuesday, February 18, here at the Palace of Congresses in Marrakech.
12:36In Germany, a round of applause on Sunday for the Munich Security Conference.
12:41Yesterday, the Ukrainian president put his European allies under pressure
12:46in front of international political leaders.
12:50Volodymyr Zelensky said that the time had come to create the armed forces of Europe.
12:55The Ukrainian president said that the time when America supported Europe simply because it had always done so, had been changed.
13:06In this context, French President Emmanuel Macron met on Monday in Paris
13:10with the main European countries for discussions on security.
13:15The emergency summit was especially about the war in Ukraine,
13:19while the United States continues to talk about peace with Russia without the participation of the European Union.
13:27Dismissed by Donald Trump in the negotiations for the end of the war in Ukraine,
13:32Europe mobilizes.
13:34The main European countries meet on Monday in Paris to discuss European security.
13:41This is what the Minister of Europe and Foreign Affairs of France, Jean-Noël Barreau, said this Sunday on France Inter.
13:49We must not dramatize this type of meeting because they are very frequent.
13:53There is a wind of unity that blows over Europe as we may not have felt since the Covid period.
13:59The countries that should be present are Germany, Poland, Italy, Denmark and the United Kingdom.
14:06This meeting takes place while the US special envoy for Ukraine, Keith Kellogg,
14:12stressed that Europe would not participate in the next peace talks between Washington, Moscow and Kiev.
14:19However, he stated that Europe's opinion would be taken into account in all peace considerations.
14:26To my European friends, I would say to start the discussion,
14:29not by complaining about being or not at the table,
14:32but by offering propositions and concrete ideas, especially on defense spending.
14:38The Paris meeting also intervenes at a particularly delicate time in the transatlantic relationship,
14:45while Donald Trump's initiatives, which resumed dialogue with Russian President Vladimir Putin, worry Europeans.
14:53The US president announced this week that he would meet his Russian counterpart in Saudi Arabia
14:59to engage in negotiations on Ukraine.
15:05This is the end of this newscast. Thank you for following it.
15:07The info continues on Mediantv and Mediantv Africa.
