00:00Of the more than 45,000 public schools in the country, more than half do not have a principal according to the 2nd Congressional Commission on Education.
00:10And to address this, the plan of the public education is to implement a one-to-one principal to school policy.

00:21In 2013, Michael started teaching in a public school until he became the headteacher and was appointed as the teacher-in-charge in Sitio Dam Elementary School in Tarlac City in 2016, where he works as a school principal.
00:52To become a principal, he usually gets a National Qualifying Examination for school HEDSO and KESH.
00:59Teacher Michael did not pass this exam when he took the exam in 2018 and 2022.
01:04But he was still allowed to handle his studies due to the lack of a full-fledged principal.
01:09In 2022, after the pandemic, they released him again. But this time, he was only given limited slots.
01:18That's why he's reviewing again. In case there's a chance of NKESH, he's ready.
01:24In the released study of the 2nd Congressional Commission on Education or EDCOM 2, of the more than 45,000 DepEd schools, only 20,000 have a principal.
01:34In almost 25,000 schools that don't have a principal, headteachers, teacher-in-charge, or officer-in-charge are in charge.
01:41Due to the lack of a principal, DepEd plans to implement a one-to-one principal-to-school policy.
01:47That means, no matter how big the school is, there should be a principal.
01:52They're also looking at which region has more principals.
01:56Like Teacher Dennis from the Schools Division Office of Dagupan, who went to NKESH but still hasn't handled his studies.
02:04It's still lacking because there's no item and it's not yet open. That's one of our concerns.
02:13Normally, when we're promoted by current principals into higher positions, or if there are those who retired early,
02:24that's the only time that we can apply for that position once it is opened by our division office.
02:30The call to DepEd is for people like Teacher Michael, who is a headteacher but still has a principal,
02:35to be their priority in promotion or reclassification.
02:39They are often the ones who are displaced when a principal is assigned to their school.
