00:00Meanwhile, the Department of Education is looking into which regions in the country have a lot of principals,
00:07even if you don't have a school.
00:10According to the study of the 2nd Congressional Commission on Education,
00:15less than half of the more than 45,000 deaf-ed schools have principals.

00:24In 2013, Michael started teaching in a public school
00:29until he became the headteacher and was appointed as the teacher-in-charge
00:33in Citrodome Elementary School in Tarlac City in 2016,
00:36where he works as a school principal.
00:40We do classroom observations, sometimes due to lack of AOs,
00:44we do also some sort of finances as to liquidations.
00:50And attended training, same with the full-fledged principals.
00:54To become a principal,
00:56he usually gets a National Qualifying Examination for school HEDS or NCESH.
01:01Teacher Michael did not pass this exam when he took the exam in 2018 and 2022.
01:06But he was still given a study to handle due to the lack of a full-fledged principal.
01:11In 2022, after the pandemic, they released him again.
01:16But this time, he was only given limited slots.
01:20So now, he is reviewing again.
01:22In case there is a chance of NCESH, he is ready.
01:25In the released study of the 2nd Congressional Commission on Education or EDCOM 2,
01:30in more than 45,000 deaf-ed schools, only 20,000 have principals.
01:36In almost 25,000 schools without principals,
01:39headteachers, teacher-in-charge or officer-in-charge are in charge.
01:43Because of the lack of principals,
01:45deaf-ed schools are planning to implement a one-to-one principal-to-school policy.
01:49Which means, no matter how big the school is, there should be a principal.
01:54They are also looking at which region has more principals.
01:58Teacher Dennis, from the Schools Division Office of Dagupan,
02:02passed the exam in NCESH, but there is still no full-fledged principal.
02:06It's lacking because there is no item and it's not yet open.
02:11That's one of our concerns.
02:15Normally, when we are promoted by current principals into higher positions,
02:22or if there are those who retired early,
02:26that's the only time that we can apply for that position once it is open by our division office.
02:32The call to deaf-ed schools, like Teacher Michael, who is a headteacher,
02:35but has a principal, should be their priority in promotion or reclassification.
02:40They are often the ones who are displaced when there is a principal assigned to their school.
02:46We are still trying to get the position of deaf-ed school.
