Glasgow City Council is encouraging the owners of empty homes to bring them back into use to help address the demand for housing.
At present, there are more than 2,500 domestic properties across the city unused.
Councillor Ruairi Kelly, who is the convenor for housing and development, has warned the supply of new housing has not kept at pace with demand for decades.
There are currently around 7,000 homeless applications and in excess of 4,000 households in temporary accommodation.
The council has said this reality is unsustainable.
They are urging the owners of these properties to either let them out or sell them, even providing practical assistance to homes that require investment.
The council has increased its use of compulsory purchase orders, but have noted this action is not preferable.
Letters are being issued to owners setting out what support is available, including connecting them with charities, offer information on investors looking to buy, and direct them towards discount schemes.
