00:00Four out of ten Filipino college students are dropping out or not being able to finish
00:05according to the report of the 2nd Congressional Commission on Education.
00:09On the other hand, the Universal Access to Quality Tertiary Education Act is being passed.

00:20Gabby was a pre-med student from 2016 to 2017, but she stopped.
00:26She shifted to ABN Communication and moved schools in 2017.
00:31But when it came to 2019, when she was already in her 4th year and was hoping to complete just one semester,
00:37she completely stopped studying in college.
00:39I couldn't support my studies because I'm not a priority.
00:46There were people who wanted to help Gabby with her studies.
00:49Someone offered to pay for her tuition.
00:52The expenses for group projects and my daily food expenses, I can't afford it.
01:02Because when I was in college, I had to pay 100 pesos for my daily food expenses.
01:08Even for massages, it's all gone.
01:11I only have 30 pesos left.
01:15I struggle to eat. I only eat quick-quick.
01:20It's an option to become a working student.
01:23The case is...
01:24Maybe my body can't handle it.
01:26But I have friends and workmates who are actually doing their studies and work simultaneously.
01:34I can see their physical state and mentality.
01:42They are very strong.
01:44If I'm in their situation, I can't handle it.
01:47My mentality is not that strong.
01:51Julia stopped studying in college in 2012.
01:55She admitted that her parents were having a hard time paying for her tuition in the Information Technology course.
02:01I feel that although they don't really tell me technically,
02:05my parents are forcing me even though I know that they are having a hard time,
02:09that they are in debt, that they are really in debt.
02:13She also added that her reason to stop studying was good.
02:17Like Nagabi and Julian,
02:20they are among the top college dropouts in the Philippines.
02:23According to the report of the Second Congressional Commission on Education of EDCOM 2,
02:28four out of every 10 Filipino college students stopped studying in college.
02:34They need to work.
02:36That's the main reason we saw.
02:38The other reason is lack of engagement.
02:42They are not engaged in their studies.
02:45There are still many financial reasons that they don't have enough money to continue or finish their studies.
02:52On the other hand, the Free Higher Education Law or Universal Access to Quality Tertiary Education.
02:58What this gives is free tuition to state universities and local universities.
03:03But we know that the expenses that are heavy when it comes to college is the allowance.
03:07Allowance, transportation, food, lodging, projects.
03:12There are many expenses that they need to look for resources.
03:16The top college dropout is the Moro Autonomous Region in Muslim Mindanao or BARM,
03:23which has a 93.4 percent dropout rate.
03:26Poverty rates are still worse or severe in BARM.
03:31But the other two reasons I see is peace and order is still an issue in some areas of BARM.
03:37We cannot ignore that reason.
03:40There are more private schools than state universities in BARM.
03:44That's why there's a slight increase in the cost of free tuition there.
03:47Those who live in poor areas, they don't have easy access to higher education if there's no SUC in the area.
03:54Because the LGU cannot build an LUC.
03:58Edcom has a call to higher education schools.
04:01Let's think about how we can be more open to developments like this.
04:06Maybe part-time students, night classes, Saturday classes,
04:13especially now that we've tried distance education,
04:17we can do better if we try to be inclusive in our higher education system
04:22and be welcoming to this type of students.
