00:00The Supreme Court has started its oral arguments to tackle the three petitions to stop the transfer
00:05of the 89.89 billion pesos of PhilHealth's funds to the National Treasury. For his part,
00:12Solicitor General Leonardo Guevara said that the President and government are not wrong in the
00:17ordering of the transfer of the said funds to the National Treasury since PhilHealth wasn't able to
00:23use it. Furthermore, he believes that government did not violate any law and in fact the said move
00:29can contribute to the nation's economy especially since the country's debt is ballooning.
00:38It was the executive and legislative department's way of creating and implementing a fiscal policy
00:46to boost economic growth without bloating the government's indebtedness or burdening the people.
00:53It is a common sense approach that does not violate any law much less the constitution.
