00:00But what we also know is that part of what this administration is trying to do
00:03is to sow some level of chaos because that's a way to gain power.
00:07And so right now, they've put all of the kind of leadership of USAID on leave.
00:12They've decided that it's going to move over to the U.S. State Department.
00:15They've set up a whole bunch of major, major challenges.
00:18What if that will come to fruition is an interesting question.
00:20Actually, the courts are now weighing in.
00:22They've actually put a temporary restraining order on the freeze on funding.
00:27And I wouldn't be surprised at all if the courts actually stop the transfer of USAID
00:31into the State Department because it very directly violates U.S. law.
00:35And so the question is, what level of this is real?
00:39And what level of this is an attempt to sow chaos and to kind of create power building?
00:44And then a third option is also out there, which is what portion of this
00:48is the administration trying things out in the aid sector?
00:52Because they know that the aid sector is less politically powerful than others,
00:55where they try to really attack the civil servants, really attack the U.S. government
01:00structures that move things forward.
01:02And if they can do it in USAID, maybe they can also do it in other parts of the U.S. government.
01:06That's the one that actually worries me the most.
