19:38called the Regional Fishing Conference
19:40that covers 7 countries

19:48an additional capacity

19:52but also in terms of motivation
19:54to make efforts
19:56to fight against illicit fishing.

20:10So we absolutely have to
20:12set up surveillance systems

23:14there are, first of all, infrastructures,

23:18extremely weak in our country.
23:20There are non-tariff barriers,
23:22there is market ignorance,
23:24the ignorance that
23:26in a country you can find
23:28what you need, rather than looking for it elsewhere.
23:30There is a lack of funding,
23:32but there is also,
23:34above all, the fact that we have tried
23:36to balkanize ourselves and to oppose ourselves.
