00:09the top stories at this hour. Four men have been found guilty of the rape
00:13and murder of a woman on a bus in the Indian capital New Delhi, closing the chapter on
00:17a crime that triggered protests and soul-searching about the treatment of women in India. Arguments
00:23on sentencing are due to begin tomorrow, and all four could be hanged for the murder conviction,
00:28according to the Defense Council. They have all pleaded not guilty.
00:32US President Barack Obama says he will put plans for a US military strike against Syria
00:36on hold if the country agrees to place its chemical weapons under international control.
00:41But he said he was skeptical the Syrian government would follow through. As the US Congress debates
00:46authorizing an attack, Russia proposed Syria relinquish its chemical weapons. Meanwhile,
00:51the Dubai Stock Index surged the most since December 2009, after President Barack Obama
00:56said the US would put a strike on Syria on hold. The DFM General Index climbed 7.6 points
01:02in Dubai. Non-Saudi mothers of Saudi children would
01:05be given permanent residence in the Saudi kingdom without the need for a sponsor, according
01:09to the cabinet. The decision marks a breakthrough for non-Saudi women married to Saudi men.
01:15They used to be treated as foreigners who needed a sponsor to live in Saudi Arabia.
01:18They couldn't benefit from any privilege enjoyed by Saudi women.
