00:21What is the plan of the NCDA to stop the use of Peking PWD-IDs that are usually used by the restaurants?
00:29Actually, sir, the move together with DSWD and other members of the NCDA Council
00:36is to provide a unified ID for all over the Philippines because fake IDs are increasing.
00:43Now, we are talking with other LGUs through our Persons with Disability Affairs offices
00:50for awareness on the verification because they are always asking about our verifications.
00:57At the same time, what are the safeguards with regard to our ID system?
01:01How is the process of filing for a qualified PWD-ID?
01:09Okay, sir. Based on our laws, specifically the MAGNA CARTA or RA-7277 as amended by Republic Act 9442
01:18and another amendment by Republic Act 10754,
01:22we have 10 types of disabilities listed.
01:28So once you are there with the 10 types of disability with your disability certificate
01:34from our specific medical doctors in our specific disability,
01:40we will be able to give IDs to our LGUs through the Persons with Disability Affairs office.
01:47And then we have a form that will be filled up and our IDs will be given.
01:53And then our PDOS will issue our Persons with Disability Identification Cards.
02:00As early as 30 minutes, they will be able to get their IDs.
02:05Did you mention the validation?
02:07Did you talk to the DOH about the possible changes regarding the distribution of PWD-ID?
02:12Because there are reports that the ID is valid but it's not in the DOH database.
02:18Yes, sir. DOH, Department of Health, is a member of the National Council on Disability Affairs.
02:25We are the Secretariat of the Council.
02:31And then what we do is policy development.
02:36So when it comes to our policies with regard to the verification that they use,
02:42the Philippine Registry for Persons with Disability,
02:45we already have statements issued regarding what's happening with regard to the verification.
02:55Because our PRPWD is not 100% verifiable for IDs.
03:05So the advice for verification is to go to the issuer.
03:10Our issuers are the LGUs, where our Persons with Disability Affairs offices are located.
03:17How is the coordination with the establishments?
03:22Because sometimes, those with disabilities who cannot be seen are suspected.
03:26That's what PWD-IDs are looking for.
03:32That's right, sir.
03:34What we did together with our stakeholders is we had a meeting with them
03:40and then we talked to them that by law, it is mandated to really provide the privileges of our persons with disability.
03:51And then when there's a glaring on their IDs that it's fake,
03:58because we have a template that we provide to the NCDA,
04:02what we call the NCDA Administrative Order No. 1 Series of 2021.
04:07There's a template of what it looks like or what it includes in our IDs.
04:12When we see that it's really glaring, that it's not included in the template,
04:18that's when we verify.
04:20And we advise that when you verify, go to the issuer.
04:24And then a little help from our PRPWD,
04:28if we don't see it in our PRPWD, it's better to contact the LGU issuing the ID for verification.
04:36And that's the beauty of PWD-IDs that are unified.
04:39What is the stage of this?
04:41Will the target be reached?
04:43Will the pilot testing be scheduled?
04:45You're right sir.
04:46The unified ID is the solution to open the fake IDs.
04:51And then with regard to where our unified ID is with our partnership with our mother agency, DSWD,
05:00we're already in the prototyping stage.
05:03We're already in the process of adjusting the processing to comply with the output or the operations of our prototype.
05:17But with regard to the timeline, we are very hopeful that we can enter our timeline.
05:24But rest assured that the prototyping is a study.
05:28We hope that we can support our LGUs so that our unified ID can be successful.
05:34And again, we can open our fake IDs.
05:37This is a good program for PWDs.
05:40But it also has a big effect on small businesses.
