01:32The works of the 46th Ordinary Session of the Executive Council of the African Union
01:36started this Wednesday in Addis Ababa with the participation of Morocco. The Minister

01:46continued to reiterate the royal vision related to African leadership by citing the speech
01:52of His Majesty King Mohammed VI before the 28th African Union Summit in 2017.

04:15First of all, a comment on Algeria's crushing failure,

04:27It's true, it's a camouflage for Algerian diplomacy and I think it's unprecedented.
04:34You said it so well at the beginning, it's actually the members of the Executive Council
04:40or the Executive Committee that normally elects the members of the Council of Peace and Security,
04:46which is made up of 15 members, it must be remembered.
04:49And essentially, they work on the basis or the principle of proportionality,
04:54so geographical representation or geographical representativeness,
04:58but also the principle of rotation.
05:01Specifically, the difficulty is that we do not know which countries voted for and those who voted against.
05:08So, in every way, the arithmetic is clear, Algeria did not receive two-thirds of the votes
05:14and therefore I think it's a crushing diplomatic failure.

06:38And it is a royal leadership that is confirmed.

06:43The list is exemplary and not limited.
06:46Since 2018, His Majesty has received the status of leader for migration,
06:50given the action on the ground.
06:52And here we are in a paradigm of the reunification of internal and external policy,
06:57given that Morocco launched, for example in 2013, a proactive ambitious policy
07:02based on human rights related to the issue of migration.
07:05As a result, thanks to these efforts, Morocco receives this status in the presence of His Majesty the King.
07:10Secondly, if you take a little bit of the actions that have been carried out by the kingdom,
07:14South-South cooperation, at the level of agriculture, food security,
07:18even at the level of the sharing of the Moroccan experience of the fight against terrorism,
07:22also at the level of the issue of vaccines, we remember,
07:25there have also been aids that have been provided to countries on the plan of phosphate fertilizers
07:30to help some countries increase their agricultural productivity.
07:33Morocco is also an expert in triangulation, and we know it.
07:38It also collaborates with other stakeholders.
07:41We could take, for example, the European Union, the United States, for the benefit of Africa.
07:45We can cite many examples, optimization of the Atlantic front,

08:00at the level of this African Union since the return of Morocco in January 2017,

08:50is made up of several states.
08:52Morocco is a very rich continent, 30 million square kilometers,
08:58more than a billion fertile lands,
09:02and it reminds me of the plea of the former Senegalese president, Makisal,
09:06when he addressed the issue of food security.
09:10The Moroccan plea, since the return, well, even before,
09:14because we did prepare the return of Morocco to the African Union,
09:17we put the necessary safeguards, etc.
09:19In the end, it is to ensure that this African Union
09:22rests more on reality.
09:25Sometimes we have noted gaps, gaps, the issue of youth,
09:29employability, the fight against plagues, climate change, and so on.
09:34And finally, today, the African Union must be extracted
09:37from ideological weights in which, alas,
09:40many countries, many states have locked it up.
09:44Consequently, what is required today is to re-adapt,
09:48re-adjust the shot, also to rejuvenate the structure.
09:51There must be meritocracy.
09:56Morocco has long deployed a policy in terms of human resources management
10:00and deployment within the structures, within the African Union and beyond.

10:13there absolutely needs to be a major restructuring
10:17of the structures of the African Union,
10:19because the world today is hit by acceleration.
10:22There are so many challenges.
10:24The African Union could not be outside the international system.
10:27And we really see that there are a lot of challenges to be tackled.
10:30And it goes through the profound restructuring
10:33of the institutions and decision-making bodies
10:36of this continental organization.
10:39As mentioned in the Charter of the African Union,
10:43the main objective of this institution is to defend
10:47territorial integrity and sovereignty of the countries of the continent,
10:52except that there is still and always the adhesion of an armed militia to the IAEA.
10:57How do you explain this contradiction, Zakaria Abou-Dahab?
11:01It is a major contradiction in the terms,
11:04a legal anomaly, an aberration, obviously.
11:08But you know that in the end, the reason will end up taking over.
11:12Because everything that was founded on illegal bases
11:16will eventually evaporate and fall into evanescence.
11:20We remember this in 1984.
11:23On the big day, with a blatant violation of the status
11:27at the time of the IAEA Charter,
11:29a factual entity was admitted as such.

12:16protection of ecosystems, etc.

12:23that parasitize, once again, the functioning of this institution.

12:45I remind you that when Morocco returns to the African Union,
12:48first of all, the procedure is very simple at the beginning,

14:17logically, legally, in terms of the procedure.
14:20Today, if we want to trigger this mechanism,
14:23we simply have to play the majority,
14:25in particular the two-thirds,
14:27and it will come sooner or later.

14:34exclusion, expulsion, of the polisario
14:37of the UN on the development and multilateral cooperation?
