00:00The information is continued on Mediain TV Afrique. Thank you for joining us for this
00:13round of news in Vasilis Tiltra. In Morocco, the work of the digital administration meeting
00:18has been opened. A meeting marked by the official announcement of the launch of the national
00:24e-service portal. The details in a few moments.
00:27The heads of African states met this weekend in Disabeba for a decisive week. A meeting
00:38in a context marked by the multiplication of conflicts in Africa.
00:42In Germany, the 71st Munich Conference on Security, the MSC 2025, which takes place
00:54in a cross-border geopolitical context, marked in particular by the Russian-Ukrainian conflict
00:58and the situation in the Middle East. We meet right now for the development.
01:05Welcome ladies and gentlemen. The Moroccan news marked by the works of the meeting of
01:11the digital administration, presided over today by the Minister of Digital Transition
01:17and Reform of the Administration Amal El Fala Segrouchny. This meeting was marked by
01:23the official announcement of the launch of the national e-service portal, a centralized
01:28platform to facilitate the access of users to a wide range of online public services.
01:34The development of this portal was the result of a collective and participatory approach
01:40led through the network of the ambassadors of the IGOV and the Digital Raid.
01:47The news is also the fight against unemployment and the creation of enough jobs to
01:54attract new arrivals on the labor market, which has always been one of the sensitive
02:01subjects of the various governments of recent years. Aziza Hannoch, in turn, presented
02:07yesterday a new roadmap of her government, the National Employment Strategy, revealed
02:13that a government council will mobilize an envelope of 14 billion dirhams with a new
02:19elaborate strategy on three axes, from support to investment, to support SMEs.
02:26The restructuring of active employment programs has a specific job offer for the rural
02:32environment.
02:36And then the coup d'envoi of my credits, the 38th annual summit of the African Union
02:41and the 17th of May is a decisive announcement for the continent. The leaders of the African
02:46states met this weekend in the Ethiopian capital to elect the successor of the Musafakim
02:52Maramad Kadyan at the head of the Presidency of the Commission. This in a context marked
02:57by the multiplication of conflicts on the continent and the suspension of six African
03:03organizations. Kenya, Djibouti and Madagascar are the three countries that dispute the chair
03:09of the Presidency of the Commission.
03:14And precisely, Umay Masbila, special envoy of Median TV to Addis Abeba, returns on the
03:19issues of the 38th summit of the African Union.
03:23The team of Median TV is in Ethiopia and more precisely at the headquarters of the African
03:29Union in Addis Abeba. We support the ordinary 38th edition of the African Union Assembly
03:36which brings together the heads of state and the African government.
03:39It is therefore a meeting with many issues. First of all, designate a new president of
03:45the commission to succeed Kadyan Musafakim and therefore a meeting that will be marked
03:51by the elections to the presidency but also to the vice-presidency of the commission of
03:56the African Union. Moreover, it is one of the most coveted posts and Morocco is represented
04:02by the heavy weight of diplomacy and the world of communication and therefore Morocco will
04:09have, I would say, all the chances of winning it.
04:12And precisely, speaking of Morocco, know also that the Moroccan delegation is here to reiterate
04:17in front of the Executive Council of the African Union the royal vision according to which the
04:22kingdom seeks to give the leadership to Africa. Nasser Borreta, the Minister of Foreign Affairs
04:28of African Cooperation and Moroccan Residents Abroad, highlighted during his speech on this
04:35royal vision according to which Morocco does not aim to acquire leadership in Africa but
04:42rather it is in Africa that the kingdom seeks to give leadership. Another important point
04:48is also the elections of the five members of the Council of Peace and Security of the
04:53African Union. Algeria also seeks to obtain a seat in the Council of Peace and Security
04:59of the African Union, which is the convoy to replace Morocco in office for three years.
05:05So why a lack of sufficient support from the member countries? Its candidacy has not
05:11obtained the required majority and new elections will therefore be organized soon in a delay
05:18of three to four weeks or more.
05:48The International Security Council is a high-level platform to discuss the main challenges in terms of foreign policy
05:54and international security, said the organizers of this world event initiated in 1963.
06:01The coup d'envoi of the MSC 2025 will therefore be given by the German Federal President Frank-Walter Steinmeier.
06:09In the Middle East, it is very fragile. Gaza could still resist the disagreements between
06:16Israel and Hamas after days of uncertainty. The Palestinian movement has said it is ready
06:22to respect the ceasefire deadline. This suggests a new momentum and a new exchange of hostages
06:29against Palestinian prisoners next Saturday. Tel Aviv expects Hamas to release three hostages
06:36at the risk of blowing up the truce, threats that echo those of US President Donald Trump,
06:43for whom hell would break loose if the Palestinian movement did not release all Israeli hostages
06:50by this weekend.
06:55This Friday, February 14, marks Lebanon's 20th anniversary of the assassination of former
07:02Prime Minister Rafik Hariri in a new internal and regional configuration, which opens the way
07:09to a probable return of his son in politics. Prime Minister twice, between 1992 and 2004,
07:16Rafik Hariri was killed in Beirut in 2005, during the Syrian domination of Lebanon,
07:23in a suicide attack on the trapped truck that had killed 21 others. In 2022, the UN Special Tribunal
07:31for Lebanon has sentenced two members of the Hezbollah to life imprisonment for this attack
07:39at the end of their trial.
07:44At the international level, the telephone interview between President Donald Trump and Vladimir Putin
07:49continues to stir. The European Union wants to be part of the discussions on the end of the war
07:56in Ukraine. This call-up between the two heads of state could beat the cards after three years
08:02of Russian-Ukrainian war. Raja Hengo for more details.
08:08The break between Washington and Moscow seems now revolutionary. Just three years ago,
08:14during the Russian invasion of Ukraine, the United States and the European Union spared no effort
08:20to isolate Moscow. Vladimir Putin, the master of the Kremlin, was even qualified by the former
08:26American president Joe Biden as a bloodthirsty dictator. But this telephone conversation
08:32between the current president of the United States, Donald Trump, and Vladimir Putin has changed everything.
08:38It marks the resumption of Russian-American relations and has surprised more than one.
08:45I was struck by the fact that the whole world was in a kind of stupor and considered the telephone conversation
08:52that took place as something exceptional. This is exactly how we should communicate with Russia.
08:57It is probably for this reason that many in the West, starting with the leaders of the European Union, were stunned.
09:06For its part, the Ukrainian president Vladimir Zelensky, who also expressed his desire for peace
09:12with the American president, was keen to participate in the talks.
09:20It is important that everything does not happen according to Putin's plan, in which he wants to ensure
09:26that these negotiations are bilateral between him and the United States. As a sovereign country,
09:30we will simply not be able to accept any agreement without the Ukrainians.
09:35But the Kremlin assured on Thursday that Ukraine would participate in one way or another
09:43in its future talks on peace. However, European countries have shown to be very skeptical.
09:48Put aside during the discussions between Donald Trump and Vladimir Putin on Ukraine,
09:53the Europeans warned on Thursday that any peace agreement negotiated without them and Kiev would be doomed to failure.
10:01Nothing can be decided regarding Ukraine without Ukraine and nothing can be decided without Europe
10:09because the Russian aggression against Ukraine clearly affects European security.
10:15For Antonio Costa, the President of the European Council, peace in Ukraine must be more than a simple ceasefire.
10:23In this tense context, the Kremlin said that there was at the moment no decision on the date of the meeting
10:29between Donald Trump and Vladimir Putin and that it could take months.
10:37It was expected that in Senegal, the Court of Auditors published its report on the state of public finances.
10:43The government, led by Prime Minister Ousmane Soko, denounced a falsification of key economic data,
10:50especially on the figures of public debt and deficit.
10:53The point with Regis Moukila and Gerdaoua.
10:56The objective of this press point of the Senegalese government is to provide clear answers
11:02on the publication of the report of the Court of Auditors.
11:05In a momentum of truth and transparency, the members of the government have revealed serious irregularities
11:12in the management of public finances between 2019 and March 2024, especially on public debt.
11:19This debt was 99.7% of GDP by the end of 2023.
11:24A lot of expenses have been committed outside of normal budgetary circuits and without parliamentary authorization.
11:33It is not the same as the budget deficit of 2025, which is projected at 7.1% of GDP.
11:39This deficit will be brought back to 3% of GDP in a reasonable horizon,
11:45so as to also reduce the debt to 70% of GDP.
11:50The budget deficit, as announced by the former regime, is less than that reconstituted by the Court of Auditors.
11:58The new authorities have engaged in a deep reform of public debt
12:02in order to ensure the viability of public finances and to preserve its economic sovereignty.
12:08Our responsibility is to do better for today and for future generations.
12:17We must restore confidence, strengthen financial sovereignty and guarantee exemplary public management.
12:26Each franc spent must now be justified.
12:30Each budgetary commitment must be optimized.
12:34And each reform must be applied with the utmost rigor.
12:39In the face of this situation, investigations will be carried out to trace the flows of misappropriation and identify their authors.
12:47It is envisaged in strict respect of the principles of the criminal procedure,
12:55in particular the presumption of innocence, the respect of the rights of defense,
13:03the respect of the principle of the contradictory,
13:06the diligent implementation of all judicial measures necessary for the elucidation of these facts,
13:14the complete identification of all those responsible for these irregularities
13:19and their transgressions in the face of competent repressive jurisdictions.
13:23In Senegal, this operation of transparency and accountability
13:27marks a decisive turn in public data management.
13:31Populations are now waiting for concrete measures for the recovery of the country's economy.
13:38Back to Morocco to talk telephony with the consolidated turnover of the Maroc Telecom Group,
13:44which rose to 36.7 billion dirhams at the end of 2024,
13:49an increase of 1.2% compared to 2023,
13:53with a growth of 4.5% from the customer box to 79.3 million customers.
13:59The Maroc Telecom Group's share market grew over a year,
14:04mainly driven by the Moove Africa subsidiary.
14:08In Morocco, the mobile park has 19.1 million customers,
14:12an increase of 5% from the post-paid park.
14:15This is indicated by the group in a statement on its results on December 31, 2024.
14:24Let's stay in the kingdom with the Made in Morocco,
14:28a label, a brand at the heart of the Morocco Exhibition franchise,
14:32a show that is in its first edition and has more than 100 exhibitors from various sectors.
14:40The aim is to promote the implementation and expansion of new franchises in Morocco.
14:46Dina Mrini tells us more.
14:52The model of the franchise as a lever for economic growth
14:55was at the heart of the Morocco Exhibition franchise in 2025,
14:59which started this Wednesday in Casablanca.
15:02Organized by the Moroccan Federation of the Franchise,
15:05this show is essentially aimed at promoting the implementation
15:09and expansion of franchises in Morocco.
15:14This is an opportunity to discover the Made in Morocco,
15:17which today is oriented towards international markets
15:19due to the existence of a program implemented by the Ministry
15:23and the Secretary General of the Government
15:25aimed at accompanying these brands in the extension of their presence worldwide.
15:32Today, we will work to strengthen the Moroccan brand
15:35in order to allow it to be exported internationally.
15:39The franchise, beyond a simple commercial strategy,
15:43constitutes an engine of growth and innovation.
15:46It also allows the creation of jobs and contributes to economic development.
15:52We are committed to particularly supporting the products made in Morocco
15:57in order to conquer European and African markets.
16:02I am particularly addressing small and medium-sized entrepreneurs.
16:06If they decide to take the initiative to invest,
16:09it is essential to offer them an innovative idea,
16:12a distinguished economic model or to turn to network trade.
16:18This edition is marked by the organization of conferences and workshops
16:22organized by experts around key themes,
16:26including the best strategies for the development of franchises,
16:29the financing mechanisms,
16:31as well as the opportunities for implementation on the African market.
16:38Today, we are proud to wear the colors of Morocco
16:41through the Made in Morocco, designed and manufactured by local craftsmen.
16:45Our ambition is to fully satisfy our customers
16:48and to spread this model throughout the country.
16:52With an average annual growth of 25% in the franchise sector
16:56and an increased interest of international investors,
17:00Morocco is positioned as an essential destination
17:03for the development of franchises in Africa.
17:07We were talking about it in this edition
17:09and it is the subject that we are going to discuss
17:12with our guest of the day.
17:14In Ukraine, Donald Trump has raised concerns and mistrust
17:17since his return to the White House,
17:19but even more so since his phone interview
17:23with Russian President Vladimir Putin.
17:26Our guest to talk about it today is Marmoud Hassan,
17:29political analyst and private law professor
17:32that we join in Casablanca.
17:35Hello and thank you for answering this invitation.
17:38Hello sir, thank you for your kind invitation.
17:42So, the Ukrainian President Vladimir Zelensky
17:45meets this Friday in Germany
17:47the Vice President and the Secretary of State
17:50to try to weigh in future discussions
17:53on a war settlement with Russia.
17:56Could this meeting really weigh on the decisions
17:59of the American President,
18:01knowing, of course, the temperament of Donald Trump?
18:08Yes, the initiative taken by the American President
18:12has given rise to both a concern
18:16and a mistrust of the European diplomatic environment
18:21and also on the part of the Ukrainian President
18:25for several reasons.
18:28On the one hand,
18:33there is a question
18:37about the objectivity of President Trump
18:44in taking this initiative
18:46because of his close friendship
18:51with President Putin,
18:54on the one hand.
18:56On the other hand,
18:58it seems to me that
19:00through this initiative,
19:03President Trump would like to have
19:08led an initiative
19:15in a bilateral framework
19:18between the United States, on the one hand,
19:22and Russia
19:24while the question concerns Europe directly.
19:31This is the war that Ukraine is undergoing
19:42because of the security and instability of Europe.
19:47All these reasons,
19:50on the one hand,
19:52have aroused this mistrust, this concern.
19:58Up to now,
20:01Ukraine has not been involved
20:09as the most concerned party
20:12in this conflict,
20:14which is in fact a bilateral conflict
20:17between Russia as a state
20:20which is waging war on Ukraine
20:23and which also threatens
20:30European security.
20:33This is why...
20:36Yes, go ahead.
20:41I was saying, in this dynamic,
20:43the first telephone interview
20:45between Donald Trump and Vladimir Putin this week
20:48marked a spectacular acceleration
20:50of the initiatives to put an end to the conflict.
20:53What could, in your opinion,
20:55have caused this sudden American initiative?
21:03Indeed, this initiative came quite quickly.
21:07In his election campaign,
21:09President Trump had announced
21:11his intention to take an interest
21:16in this European question.
21:20But here, I think,
21:23his initiative confirms
21:28President Trump's intention
21:31to give more,
21:34to get more involved
21:39in international issues.
21:41So, after his initiative,
21:44at the level of the Razak Bank,
21:47which is still feeding the debate
21:52and which is also concerning,
21:59he soon initiated another initiative
22:04which gave rise to a polemic.
22:12Here, we see that President Trump
22:17wants to get on the international scene
22:21and involve the United States
22:23more in different issues
22:26that do not concern the United States,
22:31but concern Europe.
22:36On the one hand,
22:38we have the impression
22:40that President Trump is coming
22:43to the rescue of his long-time friend,
22:46President Trump,
22:48to get him out of European isolation.
22:54So, it's as if he also wanted
22:59to rival Europe
23:04in its role
23:07and in the efforts it has made
23:11since the outbreak of this conflict
23:15to put itself in Europe's shoes
23:18to negotiate with its friendly partner,
23:23President Trump.
23:25These are the reasons.
23:28Speaking of which,
23:30Russia said on Thursday
23:32that Ukraine would participate
23:34one way or another
23:36in peace talks,
23:38but the European countries
23:40were very skeptical.
23:42Are they right in your opinion?
23:44They are skeptical
23:46because the first ones concerned
23:48by this war,
23:50on the continental level,
23:52are Western Europe.
23:54On the one hand,
23:56Europe has always
24:01supported Ukraine,
24:07and this has given
24:11a significant financial cost.
24:16On the other hand,
24:18Europe is, on the one hand,
24:21rivaled by President Trump,
24:24which also marks
24:27a change of position
24:29on the part of the United States,
24:31because the United States
24:34has always supported
24:38Ukraine before President Trump,
24:42in this war
24:46that has been imposed
24:53on Ukraine by President Putin.
24:56Currently, we see
24:58that the United States
25:00is changing its position,
25:02changing its approach,
25:04and this approach could
25:06favor President Putin
25:10and, in other words,
25:13favor a state
25:17that has started a war
25:21and favored President Putin
25:24in his pressure
25:28against Ukraine.
25:31These are the considerations
25:33that concern both Europe
25:37and Ukraine,
25:41which is under attack,
25:47and which also fears
25:53the loss of its support
25:55from the United States.
25:57Thank you again, Mr. Marmoud Hassan.
25:59I remind you that you are
26:01a political analyst and professor
26:03in private law.
26:05You answered this question
26:07about the problem of agreements
26:09or rather of this end of the war
26:11between Russia and Ukraine,
26:13in particular with this call
26:15between President Trump
26:17and Vladimir Putin,
26:19but also the position
26:21of the European Union.
26:23Thank you again.
