09:22The country is doing well again and we have spirit all over the world, the spirit again, we brought it back and it's been less than four weeks, so you'll see what we do in a little period of time, it's going to only get better.
09:36Or the land of the free and the home of the brave.
09:50This is your favorite president, I'm a big fan, I'm a really big fan of you people that you do this, I don't know, but I just want you to be safe, you're talented people and you're great people and great Americans, have a good day, have a lot of fun and I'll see you later.
10:05There is Air Force One heading back to get some work done after enjoying the ceremonies and at least the start of the Daytona 500, we appreciate President Trump stopping by.
10:20We're moving along, we're trying to get a piece with Russia and Ukraine and we're working very hard on it.
10:26It's a war that should have never started, I think he wants to stop fighting, I see that.
10:32We spoke long and hard, Steve Whitkoff was with us for a very extended period, like about three hours, I think he wants to stop fighting.
10:42They have a big, powerful machine, you understand that.
10:45They defeated Hitler, they defeated Napoleon, they've been fighting a long time, they've done it before, but I think he would like to stop fighting.
10:57Now, one of the central issues within this discussion and the threats that Donald Trump has raised is the issue of migration.
11:07Obviously, we've seen on the Mexican side a remarkable decline in the courses from the Mexican territory to the United States,
11:14but over there, in the American Union, they're obviously giving up, they're giving this hardening in different parts of the country and it's surprising what I'm going to show you.
11:24We're now going to New York, where my colleague Arturo Ángel is, where the local police, the New York Department of Police,
11:30would be supporting surprise raids to deport illegal immigrants.
11:33Arturo, good evening, it's striking that the New York police is joining this federal policy,
11:39because we've known historically that New York has been lax on the issue of migration,
11:44but you have the data that there's a political background behind this hardening of the NYPD, as they say in English.
11:52How are you, Víctor? Good evening.
11:54Yes, unfortunately, a situation of negotiation is being combined, Víctor,
11:59of an issue related to corruption and impunity, frankly,
12:03and that could put at risk more or less 200,000 undocumented immigrants who work and live here in the city of New York, Víctor.
12:11As you well mentioned, New York is one of these sanctuary cities, as it's known,
12:16to these cities of the United States, where the local authorities, due to public policy,
12:22do not collaborate with the federal government in what has to do with the persecution of immigration.
12:27The local forces do not participate in the operations,
12:30they are not shared on the basis of local data, for example,
12:33of people who may have a city credential and may be undocumented.
12:38In short, there is no greater support, and that has made these cities, like New York, Víctor,
12:43one of the places that the immigrant population looks for to work and to live,
12:48because somehow there is a less intense persecution, let's say, they find themselves at less risk.
12:54Well, what is happening, and what is a scandal in all these days here in the United States and in New York, Víctor,
13:00is that the mayor of the city, Mr. Eric Adams, would be negotiating with the government of Donald Trump
13:09a matter of facilitating the migratory operations in the city,
13:14of practically throwing away the shield that New York has as a sanctuary city,
13:19in exchange for the withdrawal of charges that exist against it.
13:23And here we have to refer precisely to the context.
13:25Last year, Víctor, in September, the Department of Justice,
13:30still in the administration of President Biden,
13:32presented charges for electronic fraud, for corruption and for misappropriation of funds against Mr. Eric Adams,
13:40because an investigation of the Department of Justice documented that when he was campaigning in 2001
13:47to be mayor of the city of New York, by the way, by the Democratic Party,
13:51he received bribes, Víctor, due payments from businessmen, even from the government of Turkey,
13:58in exchange for him later, when he became mayor,
14:02facilitate various real estate investments to these businessmen or the Turkish government.
14:08I mean, for me it is a secret that New York is a city that has a lot of construction work all the time,
14:14and what the Department of Justice found is that, in effect, Adams received that money,
14:18and that later, in effect, Víctor, already being mayor, facilitated a lot of construction permits,
14:26or accelerated them, to these people who had given him money.
14:29Well, the charges were presented, it was a scandal, it was accepted last year,
14:33the criminal process is underway, but as soon as Donald Trump won,
14:37the presidency, Víctor, the approaches of Adams began,
14:41with the circle of President Trump, he even went to see him in December in his residence in Mar-a-Lago,
14:47and data began to emerge that evidenced that there was a pact,
14:51and that pact has been proven, Víctor, in the last few days,
14:54when the Department of Justice, already with the government of Donald Trump,
14:58has requested and is working to withdraw the charges against Eric Adams.
15:03In fact, last Thursday, this matter exploded,
15:07because the new Attorney General of the United States, Mrs. Pam Bondi,
15:12already from the government of Donald Trump,
15:14asked the prosecutors in Manhattan in charge of the case
15:17to give up before the federal court here in New York of the charges,
15:22and the prosecutors gave up, Víctor.
15:24They said that there is no justification for that,
15:27that it is something unethical,
15:29and the chief prosecutor narrated in her resignation letter
15:32that there was a meeting on January 31st,
15:35where the lawyers of Mr. Eric Adams, the mayor of New York,
15:38offered the government of Donald Trump facilities
15:42to carry out these migratory operations,
15:45in exchange for the withdrawal of the charges.
15:47Eric Adams and his lawyers have denied it,
15:49however, all this has been confirmed,
15:52even on Friday, in the Fox News, Víctor,
15:55I was in a joint interview,
15:57both Eric Adams and Tim Hoffman,
16:00who is the SAR for the border of this gentleman,
16:02in charge of all the deportations,
16:04talking together about what is coming for the city of New York,
16:07and an unprecedented situation, because, again,
16:10these issues that would be falling,
16:12the shielding of the sanctuary of the city of New York,
16:15evidently affect many immigrants,
16:17they estimate that there are approximately
16:19one million undocumented immigrants here in New York,
16:22and the largest group, Víctor, are the Mexicans,
16:25at least 200,000 Mexicans who work in restaurants,
16:28in food delivery services,
16:30in cleaning services, maintenance,
16:32house repair, well, there is a very important migration
16:35from Puebla, Oaxaca, Guerrero, here in the city of New York,
16:38and it would be placing all these countrymen
16:40in an unprecedented situation,
16:42for a city that had been a sanctuary,
16:44but that is about to fall into that status,
16:46because of the political negotiation,
16:49because of the impunity that Mr. Eric Adams
16:52is agreeing with the government of Donald Trump, Víctor.
16:55Well, there we stay with this report,
16:57that obviously we are going to read tomorrow,
16:59in Milenio Diario, but really striking.
17:01To avoid a topic of corruption,
17:03Eric Adams would be turning around,
17:05and opening up the possibility
17:07of being in the most important city of the United States,
17:09in a city where, as you say,
17:11because generally it is thought that the majority
17:13of the Mexican population lives in Los Angeles,
17:15in Texas, no, the reality is that there are almost a million,
17:18I was seeing some of the figures of the Mexican government,
17:21almost a million Mexicans who live in the entire area
17:23of the state of New York,
17:25and as you say, many of them are undocumented,
17:27Poblanos, Tlaxcaltecas,
17:29a lot of people who live there,
17:31working in different industries,
17:33striking this, we will read you tomorrow,
17:35very closely this, Arturo,
17:37have a good night.
17:39I will be aware of what happens in the next few weeks,
17:41and in the months to come, Víctor, good night.
17:43Good night, it is a very important topic there.
17:47Well, in exchange for information,
17:49take precautions because it is anticipated that tomorrow,
17:51this Monday, it will be chaotic.
17:53Transport groups announced a mega-march
17:55for tomorrow, this to demand justice
17:57for what they define as abuses during
17:59operations in Atarraya and in the State of Mexico,
18:01which supposedly also affect
18:03businessmen. They are also going to protest
18:05against the manufacture of crimes and extortions,
18:07you have already seen it,
18:09there are reports that they have been planted
18:11doses of drugs in different cases,
18:13such as barbers there
18:15in the State of Mexico. They also demand
18:17that all the cases where there were
18:19abuses of authority be clarified,
18:21reason why they ask President Claudia Shema
18:23for her immediate intervention. What a topic,
18:25a massive mobilization there
18:27in the State of Mexico, the appointment is at 8 in the morning,
18:29and the points that
18:31are going to be affected are the iron bridge
18:33in Ecatepec, in the direction of the Mexico-Pachuca highway,
18:35the Mexico-Querétaro
18:37dam at the height of Tepotzotlán,
18:39the Mexico-Cuernavaca dam,
18:41the Ignacio Zaragoza dam
18:43in Cabeza de Juárez, and the
18:45La Marquesa dam in Tuluca, Mexico.
18:47It's going to be a chaotic day tomorrow,
18:49we are going to be giving coverage
18:51here by Milenio and Canal 6,
18:53take your precautions,
18:55things are going to get complicated,
18:57and it is not the only march because workers
18:59of the health syndicate also announced
19:01blockades to demand solutions
19:03in the face of the crisis of drug abuse
19:05and medical supplies. They will begin
19:07at 8 in the morning,
19:09attention, at the entrances
19:11of the International Airport of Mexico City
19:13and Felipe Ángeles. If you have flights tomorrow,
19:15take precautions.
19:17They will also be in Periférico Norte,
19:19in the Dolfo López Mateos highway,
19:21in the Mexico-Querétaro-Pachuco-Puebla-Texcoco
19:23and Toluca highways, in the
19:25Mexican Exterior Circuit, in the
19:27Tezcoco Lechería, and in the central avenues
19:29Gustavo Vaz and Chimalhuacán. As you can see,
19:31they are going to gather with part of
19:33the demonstrations that are taking place
19:35for the operations of the State of Mexico
19:37yesterday at the Prosecutor's Office.
19:39You can already imagine how the day is going to be,
19:41attention tomorrow. And changing information,
19:43in Apatzingán, Michoacán, two criminals were
19:45shot down after an attack with
19:47artillery drones by anti-military criminals,
19:49the National Guard and the Civil Guard.
19:51This left two injured agents.
19:53The security forces carried out an operation
19:55in the community of El Capire when they were attacked.
19:57And after intensifying the security
19:59deployment in the town of Las Bateas,
20:01a shooting occurred where the
20:03criminals died and the armament was secured,
20:05in addition to explosive artifacts
20:07and tactical equipment.
20:09In Sinaloa, three clandestine laboratories
20:11and three homes were secured
20:13used to manufacture methamphetamine,
20:15this in the Higueras de Abuya
20:17syndicate, south of Culiacán.
20:195,250 doses of drugs
20:21were seized,
20:23which represents a blow
20:25more than 1,500 million pesos.
20:27And it is part of the strategy
20:29headed by the Secretary of
20:31Civil Protection Omar García
20:33as well as the Secretary of National Defense
20:35Ricardo Trevilla Trejo
20:37to weaken the criminal infrastructure
20:39in the state.
20:41Now, this information that we are going to present
20:43in Milenio Diario
20:45tomorrow, because
20:47there is a massive waste
20:49in federal spending,
20:51we are talking about billions of pesos
20:53that were intended to strengthen
20:55police and prosecutors
20:57in practically the whole country,
20:59but these resources are not being used
21:01rationally or transparently.
21:03There are parts where you don't even know where it is.
21:05This is not true, Daniel Venegas,
21:07head of Milenio's information. Good evening.
21:09Good evening.
21:11Effectively, it is 2 billion pesos
21:13that are not known
21:15what was their destination,
21:17because the states have not presented
21:19a report in a timely manner
21:21on what was spent
21:23from this public security
21:25contributions fund,
21:27this branch that is known as FASP.
21:29There are five entities
21:31that have maintained
21:33greater opacity
21:35during the approval of these expenses.
21:37We are referring to the states
21:39of Veracruz, Chihuahua,
21:41Aguascalientes, Colima and Coahuila
21:43that concentrate resources
21:45for 1,014 million pesos,
21:47that is, almost half of these funds
21:49that need to be clarified
21:51by the Superior Audit of the Federation,
21:53which is the one that carries
21:55this control, this accounting,
21:57these audits, and precisely for this,
21:59Victor, so far there are 173
22:01files that have been
22:03opened to try to verify
22:05or to demand from the authorities
22:07to verify that this money
22:09from FASP was spent.
22:11What is FASP? What is this public security
22:13contributions fund?
22:15FASP is the federal money
22:17that is allocated to the states
22:19to improve their equipment,
22:21their telecommunications,
22:23computers, to buy equipment,
22:25to strengthen the prosecutor's offices.
22:27All this would have to be
22:29verified by the authorities.
22:31However, from the period
22:33that our colleague
22:35Rafael Montes analyzed,
22:37who did this investigation,
22:39which are the last eight years,
22:41it is these 2 billion
22:43pesos that the 30 states
22:45as a whole have not been able
22:47to verify. For example,
22:49Veracruz could not verify 310 million
22:51pesos that correspond to
22:53Javier Duarte. Chihuahua,
22:55the same, 232 million pesos
22:57of which
22:59almost 70%, which are
23:01155, correspond to
23:03the last year of Governor
23:05César Duarte. In Aguascalientes
23:07there are at least 180
23:09million pesos that are missing
23:11to verify. 176 of these
23:13of the government
23:15headed by Martín Orozco
23:17between 2016 and 2022.
23:19The same as Colima,
23:21which is the one with the most
23:23opacity during the past year,
23:25because from there, 90%
23:27of the 155 million
23:29have not been verified.
23:31And in the case of Coahuila, Rubén Moreira,
23:33his administration
23:35has left 136 million
23:37pesos that have not yet been clarified
23:39from where these funds
23:41of support to public
23:43security were allocated.
23:45Perfect, Daniel, we'll read it to you tomorrow,
23:47but we're talking about 2 billion pesos,
23:49who knows where they are.
23:51Thank you, Dani.
23:53On the contrary, Victor, good evening.
23:55Good evening. Tomorrow I invite you to read this text in Milenio Diario.
23:57And impunity in matters of corruption
23:59reigns in the 32 entities of the country,
24:01because, just look at this report that we have prepared,
24:03which we will also carry in the newspaper tomorrow,
24:05because data collected by Milenio reflect
24:07that denouncing local anti-corruption
24:09prosecutor's offices
24:11is practically useless.
24:17It has been a decade
24:19since the reform that gave
24:21life to the national anti-corruption system
24:23was approved, with which
24:25all states were ordered to create
24:27specialized prosecutor's offices
24:29to deal with this crime.
24:31But today the results are not very encouraging.
24:33Through
24:35transparency measures,
24:37Milenio found that from 2018 to 2024,
24:39the 32 anti-corruption
24:41prosecutor's offices
24:43started 69,735
24:45investigation folders,
24:47but only 245
24:49ended up in sentences.
24:51Of the almost 70,000
24:53initial criminal files,
24:55only 625
24:57arrest warrants were turned over,
24:59of which 543
25:01were derived in
25:03trial.
25:05This means that of the alleged
25:07cases of corruption denounced locally
25:09over six years,
25:11not even 1% has deserved
25:13the sentence of a judge.
25:15Of the almost 70,000 open investigation folders,
25:17only
25:190.89%
25:21resulted in an arrest warrant,
25:230.77%
25:25in a trial link,
25:27and 0.35%
25:29in a sentence.
25:31El Estado de México es la entidad
25:33con más denuncias ante la Fiscalía
25:35Anticorrupción, con 30,425
25:37casos,
25:39pero solo 52 casos
25:41derivaron en vinculaciones a proceso.
25:43Le siguen las de Nuevo León
25:45y Jalisco, con 7,345
25:47y 6,607
25:49respectivamente.
25:51Y aunque las Fiscalías de
25:53Querétaro, Sonora y Durango
25:55no son las que más denuncias reciben,
25:57son las que más órdenes de aprehensión
25:59han conseguido, con 124,
26:0169 y 64
26:03respectivamente.
26:05De la misma manera, la Fiscalía de
26:07Querétaro encabeza con 65
26:09sentencias conseguidas,
26:11seguida de la de Durango con 59
26:13y Puebla con 29.
26:15Las Fiscalías Anticorrupción
26:17locales enfrentan desafíos
26:19como la falta de recursos,
26:21la injerencia política y la
26:23capacitación inadecuada del personal,
26:25según un informe de la Fundación
26:27de la Oficina en Washington
26:29para Asuntos Latinoamericanos.
26:31Pero el problema no solo es la capacidad
26:33de las Fiscalías. La Encuesta
26:35Nacional de Calidad e Impacto
26:37Gubernamental 2023 del INEGI
26:39reveló que sólo 5
26:41de cada 100 ciudadanos denuncia
26:43actos de corrupción, lo que
26:45deja una cifra negra de
26:4795.2% de casos
26:49que no se denuncian.
