लोकसभा में नेता प्रतिपक्ष और कांग्रेस नेता राहुल गांधी के ड्रोन वाले बयान पर ड्रोन फेडरेशन ऑफ इंडिया के अध्यक्ष स्मित शाह की प्रतिक्रिया सामने आई है। भारत में 400 से ज़्यादा ड्रोन कंपनियां हैं जो सर्वेक्षण मानचित्रण, स्वास्थ्य सेवा वितरण, सटीक छिड़काव, रक्षा और निगरानी, और हवाई लक्ष्यों जैसे विभिन्न क्षेत्रों के लिए विभिन्न प्रकार के ड्रोन बनाती हैं। 50 से ज्यादा कंपनियां इन ड्रोन कंपनियों की सहायता के लिए घटक भी बना रही हैं। विपक्ष के जिम्मेदार नेता को इस तरह के बयान देने चाहिए इस सवाल पर स्मित शाह ने कहा कि किसी भी उद्योग, शिक्षा या नीति में योगदान देने वाले किसी भी व्यक्ति के लिए, उभरते तकनीकी क्षेत्रों में विस्तृत स्तर पर जाना, समस्याओं का अध्ययन करना और संभावित समाधान सुझाना आवश्यक है। ड्रोन के मामले में, यह कहना ही पर्याप्त नहीं है कि 400 कंपनियां हैं; अब भी, बहुत से लोग चीन से पुर्जे आयात कर रहे हैं, जो उचित नहीं है क्योंकि बहुत सारे अच्छे प्रयास हो रहे हैं। इसके अलावा ड्रोन मैन्यूफैक्चरिंग को लेकर केंद्र में मोदी सरकार द्वारा उठाए गए कदमों और आत्मनिर्भर भारत के तहत ड्रोन और एआई को लेकर हो रहे प्रयासों पर भी स्मित शाह ने प्रतिक्रिया जाहिर की।

00:00In India, more than 400 drone companies are making drones in different sectors like survey mapping, healthcare delivery, precision spraying, defense and surveillance, aerial targets, etc.
00:18More than 50 companies are making components to support these companies.
00:24Yes, the focus of making components is quite new, but many companies are doing good R&D in this.
00:35Some companies have secured investments, they have made critical components like flight controller, GNSS, power distribution board, communication link, camera payloads, etc.
00:48By making these components, they have already shipped orders to defense forces and certain enterprise customers.
00:55For any industry, academy or policy contributor, in areas like emerging tech, it is very important to study the problems in detail and suggest potential solutions.
01:15In terms of drones, it is not fair to say that there are only 400 companies, but many are ordering parts from China.
01:23This is not fair because a lot of effort is being made to make components.
01:30A lot of R&D funding is being done.
01:34A lot of attention is being given to how these critical components will have cyber security protection mechanisms.
01:40My suggestion to all stakeholders is that we should work together to identify the problems and find out which R&D programs are needed,
01:55where industry and academia need to research together, which components need standardization so that they can be used exponentially in the market.
02:07We need to work on such specific suggestions.
02:09In 2021, after a lot of consultations with industry and academia, the central government has considered drones as an opportunity while keeping all stakeholders together.
02:21And has brought multiple policies to support it.
02:25The first policy was Drone Rules 2021, which has given specific guidance on what to do with a drone manufacturer, what to do with a training school, what to do with a drone pilot, what are the requirements for drone registration and pilot certification.
02:43After Drone Rules 2021, the government has brought the PLI scheme, under which basically all the manufacturers, if they make a good indigenous product or if they make a product in which there is a lot of demand in the market due to which it has a high price,
03:03has given financial incentives based on the computation of domestic value addition, about 20% incentive for domestic value addition.
03:12And the third most important policy brought by the government to boost domestic manufacturing is that it is banned to bring foreign drones in a completely built unit.
03:27You cannot directly import a drone from a foreign manufacturer.
03:30In India, there is a need for manufacturing partnership and some manufacturing effort, under which you can basically produce a drone, whether it is a foreign or domestic drone.
03:39And by owning intellectual property in India or by building manufacturing capability, you can deploy it in India.
03:47There is also a clear import ban. So, these three policies have created a proper combinative environment to promote the domestic industry.
03:58There is a lot of focus on drones and AI in the entire country, in the entire ecosystem.
04:05Going forward, we will see how we can make digital twins of all the cities and important infrastructure projects.
04:16And how accurately we can do the maintenance work and progress monitoring work during construction.
04:23After that, when we talk about precision agriculture, we will be able to see how we can reduce the use of pesticides.
04:32Wherever the crop is in stress or where there is a pest infestation in the crop, we will be able to identify it directly and know the health of the crop.
04:41We will be able to spray pesticides there, which will reduce the use of pesticides and will be more effective.
04:48And if we talk about healthcare or cargo logistics, we will be able to enable mid-mile and last-mile cargo logistics by using vision-based obstacle avoidance and other technologies in urban areas.
05:07A lot of startups are already working on this in the country.
05:10And most importantly, when we talk about the combination of drones and AI, the future warfare will be based on the combination of drones and AI.
05:18There are already a lot of companies in India that have supplied AI-enabled swarm drones to the Indian Army.
05:26And they have been inducted and we have seen a lot of demonstrations of it.
05:30So the future warfare is of AI-enabled drones.
05:34And Indian startups are ready to take up this challenge and are working very well on it.
