00:00Before the success, the government of the Philippines will have a diplomatic protest
00:04because of a dangerous maneuver of a helicopter of the Chinese Navy
00:09near the B-4 airplane in Bajo de Macinloc.
00:13Again, the National Maritime Council of the Philippines criticized Bajo de Macinloc.
00:18The witness is JP Soriano.
00:20The B-4 airplane of the Bureau of Fisheries and Aquatic Resources was pointed and approached by the helicopter of the People's Liberation Army Navy
00:33above Bajo de Macinloc this morning with the Philippine Coast Guard or PCG.
00:39The B-4 of the Maritime Domain Awareness Flight was in action then.
00:43The PCG said that the helicopter of China was only 3 meters away from the B-4 airplane
00:52which violated the International Aviation Regulations.
00:57It was also said that the safety of passengers and pilots of the airplane was put at the risk of chopper.
01:03China said that it is illegal for the airplane to enter their airspace.
01:08China has long denied that they are part of the West Philippine Sea
01:13including Bajo de Macinloc and Aung San Suu Kyi.
01:17It was discussed in a panel discussion at the Munich Security Conference in Germany.
01:23China's allegation was raised that the Philippines promised to stop the departure of the alleged BRP Sierra Madre from Aung San Suu Kyi.
01:32In front of the ministers of various countries,
01:35Foreign Affairs Secretary Enrique Manalo denied that the Philippines has a right there based on the UNCLOS and 2016 Arbitral Award.
01:46There was never any promise to take off the ship.
01:50But what we should really take account of is
01:53why is there such a huge presence of Chinese Coast Guard vessels around Ayungin Shoal?
02:00I mean, that's the question.
02:02That was the reference I made earlier.
02:04That shoal is only 70 nautical miles from Philippine territory.
02:08Yet, it's hundreds of miles away from Hainan Island.
02:12Manalo also confirmed the moderator's question
02:15that there are no countries claiming that the Philippines is pushing the issue of the West Philippine Sea to China.
02:23There is some worry within ASEAN countries as well
02:29about whether the Philippines has been too forward-leaning, despite its rights, right?
02:33Has been too forward-leaning in terms of pushing back against China.
02:38I've never heard that discussed.
02:39That's something that's being, I think, floated around.
02:42But I don't understand why countries would consider our actions provocative.
02:46Many countries in the region have come out in support the Philippines.
02:49We have Japan, Australia, Republic of Korea, Canada, many EU countries, New Zealand, Republic of Korea.
02:58I think these are countries who feel that what we have been doing is in accordance with international law.
03:05And I haven't heard any country really come out against what we've been doing, except for one.
03:10The 2016 Arbitral Award was the one that destroyed the nine-dash line that China is using
03:16in its claim of the West Philippine Sea.
03:19China still has no evidence against Manalo's claims in Munich.
