25:19Ashutosh has seen Delhi politics for a long time.
25:21Ashutosh, can she deliver?
25:23That's the question.
25:23She's fiery, she's a good orator.
25:25She'll have a sword out for the opposition.
25:27But can she govern?
25:28Can she clean up the mess?
25:31See, I'll never underestimate any political leader
25:33who becomes the chief minister.
25:36I'll never underestimate a political leader
25:39who becomes the chief minister of any state.
25:41I think that many people would have underestimated
25:42Narendra Modi when he became the chief minister of Gujarat.
25:45Everybody thought that he had no administrative experience.
25:47He never contested election.
25:48But look at the career graph of Mr. Narendra Modi.
25:52See, I think it's a very smart move.
25:54A very, very smart move.
25:55And it's highly political for two simple reasons.
25:58One is that even in this election,
26:01the difference between the BJP and Aam Aadhi Party
26:03has been only 1.9% vote share.
26:05That means Aam Aadhi Party is still a very,
26:07very formidable opposition.
26:10And you know why Aam Aadhi Party
26:13hold on to this vote share?
26:15For the simple reason because women voters
26:17had been lock, stock and barrel with Aam Aadhi Party.
26:20Amongst the male voters, the difference between the BJP
26:22and Aam Aadhi Party has been 12%.
26:24That BJP, the 12% more male voters
26:29had voted in favor of the BJP.
26:30But among the women voters,
26:32the drop is there for Aam Aadhi Party.
26:36But still Aam Aadhi Party is ahead of the BJP by 6%.
26:40And don't forget, that's the CSGS survey.
26:42In 2020, the gap was 25%.
26:45So if Aam Aadhi Party could hold its vote,
26:48could maintain 44% of the vote share,
26:51partly because of the women voters.
26:53And secondly, the Vaishya voter again
26:55is very powerful in Delhi.
26:58And you will be surprised to know that in UP if you go,
27:01the upper caste Vaishya vote almost votes
27:03more than 85% to the BJP.
27:05But in Delhi, only 66%.
27:09And Aam Aadhi Party, despite being low in the numbers,
27:14but still 25% Vaishya votes for the Aam Aadhi Party.
27:18So if BJP could manage the women voters
27:21through Rekha Gupta and the Vaishya voter,
27:24then you can understand that the long-term politics
27:27and that will be a warning signal to the K3W
27:29and its politics, at least in the assembly election.
27:31Parliament election, they are non-existent in that sense.
27:34They are not considered to be very serious.
27:36No, this is a very important point that Ashutosh makes,
27:38that the one hope that the UP had was that women
27:42were voting for them in bigger numbers.
27:43With this pincer move, the BJP tries to neutralize that.
27:47If Rekha Gupta can become a woman icon of sorts,
27:51whether it is on the issue of women's safety,
27:53cleaning the Yamuna, development,
27:55then it negates the UP's advantage amongst women voters.
27:58That is the bigger hope.
28:00Ashutosh, what's been happening in the UP camp,
28:03you're at the residence of the left-hand governor.
28:09The UP camp has been quite low-key
28:12since the results came out.
28:14Atishi made a few comments, Kejriwal has tweeted.
28:16They're looking at all these developments.
28:18What do they make of the choice of Rekha Gupta
28:21as the new Delhi BJP CM?
28:25I think Aam Aadhi Party's strategy is very simple,
28:28that Aam Aadhi Party now is to test BJP
28:32for the simple reason,
28:34because BJP, if doesn't deliver in the six-month times,
28:37then they have no other excuse.
28:39Because at the center, there is a BJP government.
28:42LG is a BJP man.
28:44Then in MCD, very soon, Aam Aadhi,
28:48the BJP will have a majority and their own mayor,
28:50and now assembly.
28:51So there will be triple-decker in Delhi.
28:54So they are just waiting to,
28:56they are waiting that BJP should fail
28:59so that they could jump.
29:02So for the six months, what I could see is,
29:05Aam Aadhi Party will be lying low,
29:07will wait BJP to commit mistakes,
29:09and then they will start attacking.
29:10Till then, they will focus their attention in Punjab.
29:14Okay, spare a thought for the role of the Lieutenant Governor.
29:17He cannot be a roadblock anymore.
29:20He has to be a facilitator.
29:21And that changes the dynamic very dramatically.
29:23Now it is about a triple engine,
29:25or if there are four engines.
29:27So you will have the MCD,
29:28you will have the Lieutenant Governor,
29:29you'll have the central government,
29:31and therefore, four engines should,
29:33therefore, move with greater speed.
29:34But four engines on one track
29:36can also be one engine too many.
29:38I think all the bureaucrats in Delhi,
29:40the Ahmaud Carter would be breathing a sigh of relief,
29:44primarily because they don't have to juggle.
29:46They won't get stuck in a jungle.
29:47Yes, they won't get sandwiched in the process.
29:49So I think, net-net, it's good for Delhi.
29:52Allow and let, you know,
29:53you need to give enough sort of governance,
29:56elbow room.
29:57Vijendra Gupta, we can see VK Saxena there.
29:59Vijendra Gupta there in the images as well.
30:02But VK Saxena is delighted to see a warm body.
30:05He says, okay, no animosity.
30:06He's very happy to see Rekha Gupta.
30:10And it's tough for him.
30:11I mean, they've really been after him.
30:13He's been after them.
30:14And there's been a lot of bad blood,
30:15Ashutosh, in that equation.
30:17Now, finally, a warm body.
30:19They can work together, collaborate with,
30:21and hopefully build a nice Delhi.
30:24See, I have a lot of regard for the Vijendra Gupta
30:26because, you know, Vijendra Gupta was one person
30:28who won during 2015 and 2020,
30:33when BJP was completely washed out.
30:35Out of three, he won from Rohini,
30:36again repeats in 2020,
30:38when only eight BJP MLAs could win elections.
30:41And many people might not remember,
30:43in 2015, when BJP was just at three MLAs,
30:47he was the leader of opposition,
30:48and he single-handedly created problems
30:51for the Aamadhi Party.
30:52I could understand because I was there then.
30:54I know that how Aamadhi Party
30:56was worried about Vijendra Gupta,
30:59and once Vijendra Gupta met me and he told me,
31:01you know, Ashutoshji,
31:02politics has no rules.
31:04So I asked him,
31:06why did you stand up on the chair?
31:08He said, politics has no rules.
31:11You can harass the ruling party in any way you want.
31:15And he was very successful, in my opinion,
31:18despite being only three MLAs,
31:20and on the other side, there were 67 MLAs.
31:22Just imagine.
31:24The joke in the BJP is that he probably holds a record
31:26for the number of times he was thrown out
31:28from the Delhi Assembly.
31:29I want to go across to Pankaj Bhora.
31:31He's seen Delhi politics over the decades.
31:33What should viewers expect
31:35from the new Chief Minister, Pankaj?
31:42Well, the expectations are very, very high,
31:44and it's very unfair to see
31:47the new Chief Minister designate
31:49only from the prism of gender.
31:52She may be a woman,
31:53but she has been chosen
31:54because of her inherent capacity to deliver.
31:59She has been handpicked
32:00by the central leadership of the BJP
32:02because she belongs to the organization,
32:04and there's a lot of things
32:06which the central leadership wants her to do,
32:10and she's going to deliver on those promises.
32:14She has to deal with multiple problems.
32:17The biggest is going to be
32:18the multiplicity of authority there is
32:20because people in Delhi, by and large,
32:22who have voted for the BJP
32:23do not understand the fine distinction
32:26which exists between the powers
32:28which the left-wing governor enjoys
32:30and the power that the elected Chief Minister enjoys.
32:33So she has to bridge that gap
32:36and has also got to send this message
32:38that now, since municipal corporation
32:40is also going to be headed by her party,
32:43that she is going to ensure
32:45that the aspirations
32:46and whatever people expect her to do
32:50and her party to do,
32:51she is going to ensure
32:53that she plays as the coordinator
32:55who facilitates all these things.
32:57I also have a very strong doubt
33:02that the current elected governor
33:05who was handpicked and brought to Delhi
33:08to deal with Mr. Kejriwal
33:10and the Aam Aadmi Party
33:11may be in his position for too long,
33:14and the BJP may bring in a former bureaucrat
33:18who will be able to coordinate much better
33:20with the bureaucracy
33:22and with the elected government
33:24and that could give strength
33:27to the new Chief Minister.
33:29Okay.
33:29So Dhan Mishra, what are your expectations
33:31from what you know?
33:32To dismiss her only that she's...
33:35From what you know of Rekha Gupta's
33:37political trajectory and her background,
33:41what should our viewers expect
33:42from our new Chief Minister?
33:43When we were talking last time,
33:45you know, talking about administrative experience,
33:47one must realize that BJP,
33:49current brand of MLAs only have people
33:52who have municipal experience.
33:54The people with ministerial experiences
33:56are those who have traveled from other parties,
33:57the Aam Aadmi Party or the Congress Party, the BJP.
34:01So they were ruled out
34:01and she was one amongst the best choices to have.
34:05And as I said, she being a woman adds value to it.
34:09You know, on the lighter side,
34:11you know, going by the omens,
34:13you know, Sushma had a very short tenure
34:15and then Sheela had a very long tenure.
34:17And here, she has had a very short tenure.
34:20Maybe the woman who follows her
34:21will have a very, very long tenure.
34:23I agree with Pankaj that, you know,
34:25the left-wing governor may be on his way out.
34:28Not immediately, but in the long term,
34:30because you need to have a bureaucrat
34:32who can coordinate with the MHA,
34:34with the Urban Development Ministry,
34:37with the PMO and the Delhi government.
34:40So you need to have a bureaucrat,
34:42a hard-boiled bureaucrat who understands
34:44the working of the Article 39A.
34:48As they say, the Article 39, which governs Delhi, you know.
34:51And in this context, I must mention to you,
34:53when Sheela was chief minister in the first term,
34:56we had a bureaucrat called Vijay Kapoor,
34:57who was left-wing governor,
34:59and he had a more cordial relationship with Sheela V
35:01than the six or seven BJP MPs
35:05were there at that point of time.
35:06So left-wing governor's office will have a lot of role
35:10to play in the good functioning of the chief minister.
35:14But I again repeat, the role of Delhi's chief minister
35:18is to process projects of development.
35:22Because she doesn't look after law and order.
35:24She doesn't look after land, revenue.
35:26So her larger role is to process projects of development.
35:31And Sheela came to make a place for herself
35:34in the history of Delhi,
35:36because she was able to process projects of development
35:39one after another.
35:40And that is what is expected
35:41from what you call Rekha Gupta also.
35:44If she wants to make a name for herself
35:46in history of Delhi,
35:48she has to take forward the development projects
35:51which had got stuck up in last 10 years.
35:54No, but now, remember, this is not just about,
35:57this is not just about Rekha Gupta.
36:00This is now the entire might of the BJP machine.
36:04The prime minister staked his personal reputation
36:06on the line, it was Modi versus Kejriwal
36:09for all practical purposes.
36:10That's the way the election was fought.
36:12And now there is no excuse.
36:14There's no MCD, which is with up or whatever.
36:16Everything's gonna be with the BJP.
36:18The party has no option
36:19but to deliver on very high expectations.
36:22And I think, having said that,
36:25Delhi remains the microcosm for the entire country.
36:28Whatever you do, you can actually showcase it pretty well.
36:30If you're actually building a waterfront here,
36:33the message goes out.
36:34It goes out to all the cosmopolitans around the country.
36:38For a fairly long time, no big metropolitan
36:41or a cosmopolitan-
36:41And the bar is very low.
36:42The bar is low.
36:43Not much has happened in terms of physical development
36:47in the last 10 years.
36:48And therefore, if you make a few big projects
36:49like Sheela ji did, it's visible.
36:50And as you're saying, the message spreads nationally.
36:53It does.
36:53And BJP has been that urban-centric party for fairly long.
36:58But what has happened is Calcutta, Hyderabad,
37:02Bangalore, Chennai, all of these big cosmopolitans
37:05went away from BJP's grip of power.
37:08What they need to do is to build Delhi
37:09as that model example of how to win back
37:12this uber-cosmopolitan voter base
37:15and try and replicate that as an example
37:18for the other cosmopolitans.
37:19Because the next generation of BJP would want to do that.
37:21The stage is now set for Delhi's iconic Ramlila Maidan,
37:25where Rekha Gupta will be sworn in
37:28as the ninth chief minister of the capital.
37:30Prime Minister Modi, along with the BJP top brass
37:33and chief ministers will be part of the grand ceremony.
37:36Make no mistake, this is going to be a big bash
37:39because the BJP is returning to power in Delhi
37:42after 27 years.
37:46The BJP is all set for its grand return
37:49in the national capital after 27 years.
37:53The BJP office is decked up and is donning a festive look.
37:59The historic Ramlila Maidan is ready
38:02for the historic oath of Delhi's new chief minister.
38:05Preparations for oath-taking ceremony
38:07are in full swing in Delhi.
38:09There are special preparations which have been made in place
38:12for the historic Ramlila Maidan.
38:14There are special preparations which have been made in place
38:17for bringing in women in large numbers.
38:21Along with that, you will have the dharamgurus,
38:24priests, pujari, grantees will be there in special enclosures.
38:30It will be also declaration of a political change
38:34in the national capital.
38:37Chief minister and the entire cabinet
38:39will take oath on February 20 at a gala ceremony.
38:42It will be attended by Prime Minister Narendra Modi,
38:45Home Minister Amit Shah, among other dignitaries.

39:53Well, the stage is set for the BJP
39:56to swear in Rekha Gupta as the new chief minister.
39:59Now, the critical question is
40:00how soon can she turn promise into action?
40:05Let me put that question to Pankaj Vora.
40:06Pankaj, because we don't know
40:08whether something like the Yamuna being cleaned up,
40:11which the BJP said will be done in three years,
40:14is actually doable, achievable in that short span.
40:17Of course, you can make some incremental steps
40:19in that direction,
40:20but the expectations have been taken so high
40:22that everyone in Delhi and elsewhere will believe
40:24that they'll clean this up very quickly.
40:26Can it be done in your view?
40:31Well, it is, everything is possible.
40:34She has to basically list out her priorities.
40:37Naturally, she will be monitored
40:38and coached by the central leadership,
40:41which will help and hold her hand at every step
40:45to enable her to achieve certain things to begin with.
40:48And everything is possible.
40:51For instance, when the BJP came to power in 93
40:55and Mr. Madanlal Khurana became the chief minister
40:58for the first time,
40:59and he launched so many projects,
41:02which the Delhi Metro, the credit for it later
41:06was given to Sheila Dixit,
41:07and it was launched during Khurana-ji's time.
41:09There were these two big flyovers,
41:11both at the Ames and at the Dhaulakua,
41:14which were also launched during Mr. Khurana's time.
41:17They were designed by K.B. Rajoria,
41:19the chief engineer of the PWD,
41:21who was working under Mr. Khurana.
41:24But, you know, a lot of things which were launched later,
41:27you know, were cashed in by the Congress party.
41:30But unfortunately, in the first five years of the BJP,
41:34you know, there were three chief ministers.
41:35So what Rekha Gupta has to basically watch out is
41:38that she also has to ensure that the dissensions
41:41in the party, if they come up over a period of time,
41:44are contained.
41:45And for that, she will need central leadership's help.
41:48Mr. Modi's, you know,
41:50the fact that she is a choice of Mr. Modi
41:53is itself a great deterrent for a lot of others.
41:56But there are people, ambitious politicians,
41:59who can always play dirty
42:00and can try and trip, you know, people who have been chosen.
42:04But she is right now blessed that she has been picked up
42:07from the 48 MLAs.
42:09And there are a lot of promises
42:13which she has to keep.
42:14Siddharth Mishra, how much of a problem would that be?
42:17I won't name any one or two leaders,
42:19but the fact that you've got these senior leaders
42:22who might think that they were more worthy than her
42:24and therefore would clearly not be happy that she's been picked.
42:27You see, out of the people who have been overlooked,
42:30only one, Pravesh Sharma, is capable of
42:33acting in a manner which might annoy the central leadership.
42:37And personally, you ask me,
42:38I do not see Pravesh Sharma
42:42commanding the kind of support
42:45ways which his father commanded at any point of time.
42:48So, you know, it will be so.
42:49Let's see that as far as,
42:51as long as Lekha Gupta commands the support of the central leadership,
42:55she would be there in the seat comfortably.
42:58Talking of what Pankaj was saying, you know,
43:00you see, one of the smartest thing which Sheila Dixit did,
43:03was that she picked up all the unfinished projects of Khurana
43:06and, you know, fast-forwarded them in her first tenure
43:10and gave it momentum to development
43:12and then she brought in her other projects.
43:14My suggestion to Lekha Gupta would be
43:18that, you know, you take forward,
43:19you know, there are so many projects
43:21which have been line-bending,
43:22the Commonwealth Games legacy projects,
43:24which were to be taken forward in last 10 years.
43:26They have not happened.
43:27They are still in the file books
43:29and they have not been implemented.
43:31So, to start with, you fast-forward these pending projects
43:34and including one, you know,
43:36the 11 drains of Delhi which fall into Yamuna, the large drains,
43:40they were to have alternate drains, you know.
43:42When you are talking about cleaning Yamuna,
43:44once these alternate drains get functional
43:47and, you know, and the filth from the river water is separated,
43:51you know, quite a few kilometers before it touches the river bank.
43:55So, these things are there.
43:57Oh, sure. The ideas are there. You can build on them.
44:00Rajat, say the final words.
44:01Yeah. So, I think, you know, there's been a long cherished desire
44:05that the entire NCR, all the neighborhood states
44:08are all with the BJP.
44:09BJP doesn't have to worry
44:10that if now they have to hold a Quad Summit
44:13where Donald Trump now comes again,
44:15they will have to find a location.
44:17No, no. Now they have...
44:18Now it will be in Delhi.
44:19Now it will be in Delhi.
44:20They don't have to now worry that the borders have to be sealed
44:23and the optics have to be managed to that extent.
44:25Now you have semblance of one party, one thought process
44:29and they will go out of the way to ensure
44:31that big events Delhi can again host now.
44:33And I think this is what gives a mental relaxation
44:36to the central leadership.
44:37They want to project Delhi to the level
44:39it can actually command respect internationally.
44:42So far, it has been missing out.
44:44And I believe BJP's dream would be to sell Delhi
44:47as that model example of what good governance can do.
44:50In terms of physical infrastructure being developed,
44:52the last decade has been a lost opportunity.
44:54Now the question is, what can the BJP do
44:56in the road and rail and metro projects that we've seen?
45:01The peripheral highways, the Meerut Rapid Rail,
45:05there's been a massive transformation.
45:07So can the entire capital see that?
45:09Those are the hopes.
45:09Those are the expectations.
45:11Let's see the extent to which they get fulfilled.
