00:00The reclamation project in Manila Bay does not have LGU flood mitigation of its overall development plans.

00:20Most of the submitted development plans for reclamation in Manila Bay have no integration with the flood management measures of the local government units.
00:28This is what Environment and Natural Resources Secretary Maria Antonia Yulo-Loyzaga said following the cumulative impact assessment related to the reclamation in Manila Bay.
00:37According to the secretary, the UP Marine Science Institute submitted its report in December.
00:42And this was followed by the submission of report related to the fishing sector.
00:45Yulo-Loyzaga mentioned that the evaluation of the entire study is ongoing.
00:49As we had forecasted before, the findings are that whatever changes will be made to the physical environment of Manila Bay, the number one effect will be the circulation of water.
01:05The secretary emphasized the importance of focusing on the issue of flood management.
01:09We cannot move forward if we know that the water will be stuck from our rivers and from inland here in front of Manila Bay.
01:22She added that it is also important to consider traffic management in the area, particularly how it links to the reclamation.
01:28Also being looked into is where the reclamation will source its water and electricity.
01:33The secretary also said that plans for solid waste management in the area must be considered.
01:37We are really studying it now because we cannot find it in the clothes.
01:43So the cumulative impact study also has direct bearing on the mandamus ruling of the Supreme Court.
01:50What should the DNR and the 12 different national government agencies do to achieve what the Supreme Court said,
02:00which is to restore the waters of Manila Bay to swimming and recreation quality.
02:05The secretary stressed the importance of understanding that Manila Bay is alive and has a fishing sector that depends on the bay for its livelihood who will be affected by the planned reclamation.
