00:00The economic and cultural impact that movies can create is very important.
00:13I would have said the same thing even if I had been a scholar outside of this industry.
00:21What we know of America from India is not only through the inside the murals of universities
00:30and colleges, extramural education comes from cinema.
00:37And what all we know about America, the valor, the fashion, everything comes from Hollywood
00:44cinema.
00:45Hollywood cinema has been an ambassador for the U.S. Army, soft drinks, FNBC, whatever
00:53it is, they have been the ambassadors.
00:57Likewise, Indian cinema can become the true ambassadors of Indian culture, people and
01:10for which we'll have to redo what our forefathers did in a miniature fashion into one industry
01:21called cinema industry.
01:24We knit the country together.
01:27We were princely states and we made it into a democracy.
01:33And likewise, the time has come when we have to integrate the country together and not
01:43just look at parochial borders, but the total economic growth of this film industry.
01:53I now have started seeing the Indian film industry as my film industry.
02:03I belong to it.
02:09If I had not acted in Ek Duje Ke Liye at all, I would still say that today because those
02:17were the beginnings, but today all language differences have merged together and we have
02:26become entertainment.
02:27I was so happy to realize Malayalam stars spoken off in Bihar, Gujarat, which was not
02:38the case at all.
02:39So technology can empower our film industry like that.
02:48And another point which we didn't, in all our humility, we thought we can contain ourselves.
02:55We have a billion audience, so it's enough if we are an industry which caters to a dormant
03:03captive audience that we have.
03:07Yes, but we can go further.
03:10We can copy the Americans.
03:12Why?
03:13We can even copy our Korean brothers who have taken it upon themselves.
03:19The government has taken it upon themselves to create their Korean cinema as the ambassadors
03:27for Korea itself.
03:29And we want to become that for India and for which the government, all governments, state
03:38and center, should facilitate this industry to make India stronger.
03:47And we can learn from global examples.
03:52Before McDonald's or Coke came into India, it came in as moving images.
04:01So that was the first billboard for those products.
04:05We can similarly sell our cars, our sports, our stars, our culture, everything because
04:13it is a very interesting, thousands-of-year-old culture which the world will lap up in the
04:23thirst for knowledge.
04:26And it's not just Googling.
04:28It will be immersing oneself into this, and we can do it.
04:34That's where storytelling comes.
04:39We need a long-term vision for Indian cinema for which the government, both the state and
04:49the center, will have to come up with regulations to not contain emerging technologies, but
04:59include emerging technologies without it impeding the existing market.
05:08The existing market will automatically grow, learn, and educate itself.
05:14And one chagrin that I've been constantly voicing for 25 years has been that our industry,
05:23which includes me also, we have forgotten to invest in research and development.
05:34It happens on a highly technicalized part of the industry.
05:40But there are other industries which are not about machines.
05:45And the Pune Film Institute and many other film institutes which have risen in the past
05:53few decades, they only supply the top 12 or 14 echelons in a filmmaking
06:03community.
06:05I have been requesting my industry, the consecutive governments, to create an ITI for workers
06:16in cinema, because the top 12, that includes the movie stars, star directors, star DOPs,
06:26all of them, they'll amount to about 12 or 14 members.
06:30The rest of the 200 you see on the set are skilled technicians with not many places to
06:39learn from.
06:42So we must create that facility.
06:45Skill development is the true independence movement for cinema.
06:54If we really have to move forward, it is like the independence movement for the country.
07:01For cinema, educating ourselves would give us more independence.
07:08And we should also research about what are the preferences of the audience and make minor
07:22adjustments that will help the economy of the film industry.
07:33And focus on talent development.
07:39People always say, where did you learn from?
07:42You're doing well, so where did you learn from?
07:46I did.
07:48I had an institution who was also my mentor, Mr. K. Balachander.
07:53I worked 36 films with that gentleman.
07:58And that is my learning school.
08:04Many actors would vouch for that in the Tamil film industry and Telugu film industry also.
08:13We're not talking about just stars.
08:15We're talking about talented actors.
08:20And now we have people like Mr. Ileraja, Mr. Rehman, they're all imparting now.
08:30And that should happen in all sectors of the film industry.
08:35That is my request, first as a film buff, and then as a working technician and artist
08:43in the film industry.
08:46And I'm very sure we need not get scared like we were worried about OTT.
08:53We need not get worried about artificial intelligence.
08:58And we will try to include it.
09:02And to safeguard our rights, we will request the government to make not only copyright,
09:11but other regulations which will facilitate the existing and the forthcoming technologies.
09:21Now there is another selfish moment that I'm using the stage for, because our deputy CM
09:34is here.
09:36I think this government has been very kindly lending it ears to suggestions.
09:48And if they are good, they've been quick to snatch it up and implement it.
09:53So once again, with that precedent, I embolden myself to put a request in front of you on
10:03behalf of my brethren.
10:08We need to relook and reform the state entertainment tax on cinema.
10:19I don't have to go into the nitty-gritties of what, how many person, you know it.
10:26You're part of that also.
10:29You're part of that family also.
10:31So you know where I'm going.
10:33We had a small discussion behind the stage as well.
10:38So this is a request that's coming from the industry.
10:42This double taxation is not only getting them worried.
10:49This applause is not for me.
10:51It's an applause of relief.
10:54It's an applause of relief in the hope something will happen with this request.
11:01So that is what I'd like to put forward to you because cinema should be approachable
11:15for the young, the talented, and the unknown.
11:20The unknown faces should be bold enough to come into it and doors should be open for
11:28them, for which economics is the only impediment that's stopping from smaller filmmakers.
11:37I want many more people like my guru, Mr. Balachander, to sprout from the Tamil film
11:44industry, for which then many more students like me will also arise out of it.
11:54For that, we need to facilitate smaller cinemas and also cinema in general.
12:01This double taxation, if you remember, I was strongly against GST itself from the beginning.
12:09But now we have a double taxation.
12:13I might sort of ignore it and continue in this existing flow of success.
12:23But we know that this success in the industry is not a permanent status, not even stardom
12:31or fame.
12:33So to continue working in this industry like my doyens before did, it should facilitate
12:39and the government is the greatest body we can look up to and ask something from.
12:47So here I have put it forward.
12:49I'm sure that that is the want of the industry from various sectors and I have put it forward
13:02on their behalf.
13:05I don't need to do research in cinema.
13:08I was born into it.
13:10I grew up with it.
13:12The only thing I can remember is film studios.
13:16My childhood memories have been film studios.
13:19It will continue to be so.
13:22So here I am putting forward in front of a dynamic Honorable Deputy Chief Minister a
13:30request on behalf of the film industry, which will help the industry more and me a little.
13:40Because they pay me well, so I can't complain.
13:44But the rest of the industry, only when it thrives, can I survive.
13:50Any star for that matter.
13:52So I have put this forward in front of you and I think of it as a great opportunity.
