00:00Rwanda on Friday came to the defense of its official sanction by the U.S. government over

00:07the war in Eastern Congo.

00:09In a statement, Rwanda's government described the sanctions against General James Kabarebe,

00:14a Deputy Minister of Foreign Affairs, as quote, unjustified and unfounded, end quote.

00:20Kigali called the sanctions counterproductive, saying they would not lead to peace in Eastern

00:25Congo.

00:26The first sign of Washington's evolving policy toward Kigali came last year, when the U.S.

00:31described M23 as a Rwanda-backed group and asked Rwandan authorities to remove their

00:37missile systems from Congolese territory.

00:41Around 4,000 Rwandan troops are backing up M23, according to U.N. experts.

00:47Despite threats, few Western governments have sanctioned Rwanda over its aggression in neighboring

00:53Congo.

00:55Sanctions against Kabarebe are a blow to Rwanda, which for years has evaded the international

00:59community's punishment over its destabilizing policies in the region.

01:04Also sanctioned alongside Kabarebe is Lawrence Kanyuka, a spokesman for the M23.
