00:00Road safety experts have welcomed an MP's proposal for mandatory inspection of vehicles

00:07that are more than 15 years old, but said the policy must consider its impact on low-income

00:12car owners.

00:14The Brow MP, Jimmy Pua, recently proposed mandatory inspections for old cars before

00:19their road tax is renewed, and suggested cash incentives to encourage owners to scrap old

00:25cars.

00:26Universiti Kebangsaan Malaysia's Rosmi Ismail and Universiti Putra Malaysia's Loh Te Kwa

00:32acknowledged that ageing cars pose significant risks such as brake deterioration, rusted

00:37frames, outdated safety features and higher emissions.

00:41However, they said low-income Malaysians who rely on older vehicles for their daily commute

00:46and livelihood must not be disproportionately affected.

00:50Rosmi explained that these owners may not be able to afford higher charges imposed

00:55by Puspa.com or the three new inspection companies coming in, adding that owners should

01:00be allowed to keep cars over 20 years old if they are still in good condition.

01:05According to Puspa.com's website, vehicle inspection fees range from RM30 to RM90 depending

01:10on the type.

01:12Meanwhile, Loh proposed a phased rollout of the proposal and suggested insurers offer

01:16lower premiums or discounted policies for compliant vehicles.
