Efforts to amend the Federal Constitution and formulate the Parliamentary Services Bill 2025 to elevate the status of the Parliamentary institution can be deemed as the mother of all reforms, said Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said in Parliament on Tuesday (Feb 25).

00:00For your information, this move to the Parliamentary Association and the implementation of the Laws of the Parliament is an agenda of institutional reform that is planned by the Madani government in an effort to establish parliamentary institutions.
00:17Through this initiative, the Parliamentary Association has the autonomy to determine the basis and regulations of the Malaysian Parliament.
00:24The government's efforts today can be seen as a commitment from the government,
00:31whereby this move to the Parliament and the implementation of the Laws of the Parliament can be called the mother of all reforms.
00:41Because, indirectly, the meaning of separation of powers in the field of judiciary, executive and legislative can be explained freely.
00:53That is why, Madam Speaker, the Parliament will see that within the framework of the four-month discussion,
01:04I suggest to everyone to re-read the handset that was introduced in 1992.
01:15Some of us parliamentarians are still parliamentarians in 1992.
01:22Read the handset and try to understand why the Parliamentary Association has been terminated.
01:31I am confident and I believe that all of you who are experts and have the understanding that I believed in during the year 2020-2025,
01:39accept the fact that this change needs to be made as our commitment to what I mentioned earlier as a separation of powers with permission.
01:50For your information, within the framework of the Laws of the Parliament,
01:54a number of sessions have been held.
01:58Not only with the NGO and CSO.
02:00Prior to that, there have also been discussions on the separation of powers,
02:05researches and consultations,
02:07starting from 2023 and 2024.
02:11It was led by the heads of state and people's governments,
02:17state and people's government institutions,
02:20then brought together by the Ministry of Public Services, Ministry of Finance, Ministry of State Security.
02:28And most importantly, I would like to thank the 10th Prime Minister along with the Cabinet,
02:37for finally agreeing that this change needs to be made during this session,
02:42the separation of powers and the termination of the Act.
02:45And then, with the agreement that was moved aggressively by Tansri KSN, Head of State Affairs,
02:54and Tansri KPPA,
02:56and also the Head of Parliamentary Affairs,
02:58because those who will actually be the users of this change,
03:09are those who work for our Parliament.
03:12So I believe and I am convinced that a long time has been taken,
03:17because there are those who agree and those who do not.
03:19And this time, there is a hybrid system.
03:22And I hope that next week, in the discussion,
03:26all members will give their views and suggestions.
03:30And I am convinced and hope that after this change,
03:33many more changes can be made after that.
03:36This is the first step.
