A total of 247 heavy vehicle operation licences were suspended last year, says Transport Minister Anthony Loke.

Speaking during the ministry’s parliamentary question time on Wednesday (Feb 26), Loke also stated that 23 vehicle permits were suspended for violating road safety standards.

In response to a question from Datuk Shamsulkahar Mohd Deli (BN-Jempol) on whether additional measures could be taken beyond suspending or revoking licenses for overloaded vehicles, Loke said operators could face court charges with a fine of up to RM500,000 or face imprisonment for not more than two years under the Land Public Transport Agency Act.

00:00For your information, Aliyah Muhammad, in 2024, we have seen the number of
00:05control license suspension actions and the highest permit for vehicles
00:09on a company that fails to audit the Industry Safety Code or ICOP
00:16resulting in failure or involvement in related violations.
00:21This is in line with the Ministry of Transport's firm commitment
00:24to improve road safety
00:26and ensure safety regulations for heavy vehicles.
00:30A total of 247 control licenses have been suspended
00:35in 2024 compared to 101 in 2023
00:40and 94 in 2022,
00:43while only 8 control licenses were suspended
00:46between 2019 and 2021.
00:50The Ministry of Transport through the Land Transport Agency
00:53also suspended 23 vehicle permits in 2024
00:57for violations of the Road Safety Code.
01:00The suspension period can reach up to 90 days for serious violations.
01:05In addition, the Ministry of Transport through the APAD
01:08also suspended 7 control licenses between 2022 and 2024
01:14compared to no suspension between 2019 and 2021.
01:19When a company's control license is suspended or suspended,
01:23all registered vehicles under the company cannot operate.
01:28Among the companies whose control licenses have been suspended
01:31include a company listed in Busan, Malaysia
01:34that has more than 1,000 vehicles.
01:37As reported by the media,
01:39the company was forced to make an announcement in Busan, Malaysia
01:43regarding the suspension action by APAD
01:45because there are serious implications for its operation.
01:49This is the result of the MOT's insistence
01:52not to take action
01:55even though the big companies have violations
01:58that can jeopardize the safety of the public on the road.
02:01The MOT will continue this action
02:04in addition to improving other road safety initiatives
02:07including the enforcement of heavy vehicles
02:10that exceed the limits,
02:12tightening the inspection procedures
02:15and improving the compliance of the ICOB between the players.
02:18In addition to suspending or suspending the license of lorries,
02:23can the owners of these lorries be brought to court
02:28and be charged?
02:31Are the lorries that have been proven to exceed the limits
02:36can be removed by the government?
02:41Yam Mohamad, Minister, for your answer.
02:43Yes, thank you, Mr. Chairman.
02:45Yes, I do agree with Yam Mohamad's view.
02:48We do not have any compromise
02:50towards the operators of this company
02:54that transport goods with such excessive limits.
02:59It is true that in Section 57.3 of the Land Transport Act 2010,
03:06the operators of the transport company
03:09can not only be suspended from their license,
03:12but can also be prosecuted
03:14and brought to court up to 500,000
03:17or imprisoned for no more than two years.
03:21It is also true that their vehicles can also be confiscated.
03:25There are indeed several cases that we have brought to court
03:28to give a strong signal or message
03:31to these operators
03:33so that they do not exceed the limits.
03:37This is a strong message.
03:39In the Ministry of Transport,
03:41we are also seeing that
03:43not only the operators and owners of the transport company
03:47are subject to action,
03:49but also the owners of the cargo
03:51are also held accountable
03:53for their actions.
03:55If they allow their cargo
03:57to exceed the limits.
04:00The weight in motion has already been planned.
04:03There has been a proof of concept.
04:05We are currently working on
04:10the weight in motion machine
04:14and it will be installed in several locations
04:16as a starting point.
04:18From a long-term perspective,
04:20this is an approach that the Ministry will take
04:24to implement
04:26weight in motion more efficiently
04:30to monitor the movements of heavy vehicles
04:33that carry more cargo.
04:35We hope that with this approach,
04:40the number of vehicles carrying
04:43excess cargo can be reduced.
