President Donald Trump signed executive orders in the Oval Office Tuesday. He was accompanied by his Health Secretary Robert F. Kennedy Jr. and his Commerce Secretary Howard Lutnick. During the signing, President Trump handed out "Trump was right about everything" hats.

00:00They're suing all our companies.
00:03And if that's going to happen, we want to be the ones that sue, not them.
00:07And they use it almost as a form of running European countries, and the EU in particular
00:13has been very violent in its lawsuits against our companies, and frankly, very violent and
00:19very bad to our airlines.
00:22I've gotten calls from the heads of airlines saying they stop in Europe and they're getting
00:25charged all sorts of taxes that they never even heard of.
00:29They stop and they're getting fined and charged, and they do it only with American companies.
00:35They're not doing it to other countries, so we're stopping it.
00:39And we have another thing, we have another step to go, and if they don't shape up, as
00:44an example, Apple has had to pay like $17 billion in a lawsuit that nobody thought was
00:51worth anything.
00:53And I won't get into the judge or the decision or how the decision was arrived, but I'm pretty
01:00good at this stuff, and I think it's disgraceful.
01:05And Google's being sued, Facebook's being sued, and many others are being sued by their
01:11so-called government, if you call it a government, EU.
01:15And they don't treat us right, they don't treat us right as a country.
01:20So we're gonna protect our companies, we have to protect our companies, so we're not
01:23gonna have any companies left anymore.
01:26I also wanna thank Apple, though, for announcing they're gonna invest $500 billion in our country.
01:33That's the biggest investment anybody's probably made to this date, and they're gonna do it
01:38very quickly, and that's because of tariffs.
01:40They don't wanna pay the tariffs, and they feel very strongly about the country now.
01:44They wouldn't have done it without us.
01:46Without the Trump administration, they wouldn't have done it.
01:49They feel very strongly about the direction of the country.
01:52The polls have shown that too.
01:54The polls are coming out showing direction of the country is the best they've ever seen,
02:00actually, best they've ever seen.
02:03So I just wanna thank Tim Cook and Apple for the confidence, $500 billion.
02:10That's the biggest investment anyone has made in a short period of time.
02:15Mr. President, have you spoken today with the House Republican holdouts who say they
02:19would not be supporting the budget resolution?
02:21Well, I'm not involved in that.
02:23They know what I want, and the Senate knows what I want too.
02:26And the Senate's got a bill that's very strong, having to do with the taxes, cuz the taxes
02:32is what's bringing all these companies in.
02:36And without it, by the way, you'd have to double your own taxes.
02:39Everybody would be doubled up, and you'd have the biggest tax increase ever.
02:43So the House has a bill, and the Senate has a bill, and I'm looking at them both.
02:48And I'll make decisions, but I don't know where they are in the vote.
02:52I know the Senate's doing very well, and the House is doing very well, but each one of
02:58them has things that I like.
03:00So we'll see if we can come together.
03:02Mr. President, can you clarify, hopefully once and for all, what your expectations are
03:07with this email to federal employees?
03:10What are you gonna use that information for?
03:11And do you see it as voluntary, like OPM has said, or mandatory?
03:14Well, it's somewhat voluntary, but it's also, if you don't answer, I guess you get fired.
03:19What it really is-
03:20I'm still lost on that.
03:21What it is, is do people exist?
03:24We have this massive government with millions of people, and nobody knows who's working
03:28for the government, who's not.
03:30So what they're doing is they're sending out a letter to everybody, and they're saying,
03:34what were the things you did last week?
03:36I guess they ask for five.
03:39And if people are working, it's easy.
03:40I could tell you five things I did last week.
03:42I could tell you five things I did six weeks ago, right?
03:47If they're there, and they're working, they're able to say they did five things during work.
03:51And that means they're working, and they're with us, and they have no further obligation.
03:55If they're not, it could be there's no such person.
03:59It could be that the person's no longer working, they're no longer living at that address.
04:03They may be moved.
04:05Maybe they moved to a different country.
04:06Maybe the person doesn't exist.
04:09And we then take that person off the payroll, and we save a lot of money by doing that.
04:14But that's one of the only ways.
04:16I think it's a very smart thing.
04:17And it says, if you don't answer, essentially, you know, there's a penalty to pay, like that's
04:21the end of the job.
04:22Well, Musk has said that.
04:23The order itself doesn't say that.
04:24I think that's part of the confusion.
04:25Is he speaking for you when he says-
04:28Yeah, yeah.
04:29Everybody speaks for me.
04:30I'm the one.
04:31I'll take responsibility.
04:33You know, the old statement, the buck stops here, right?
04:37Famous statement.
04:38Well, I can say the same thing.
04:39The buck stops here.
04:40No, we have to find out if people are getting paid and they're not working.
04:45And you know, they have a problem.
04:46Let's say they have another job.
04:48And then they write in false statements.
04:50It's a big problem if they write in false statements.
04:52They may be working for somebody else, but getting paid by the US government.
04:58And that would mean that they're not allowed to be doing that.
05:01You know, they're not allowed to be working for us and be working for somebody else.
05:05We're paying them a lot of money.
05:06We're paying them.
05:08So we'll see.
05:09That solves that problem.
05:11Most people aren't willing to say that, you know, we're doing this, this, this, and this,
05:17and this for the US government.
05:20And yet they had another job because that's a big problem for them if they do that.
05:26So in some cases, in some cases, they're not writing back.
05:30And if they don't write back, they end up eventually losing their job.
05:34We give them extensions, but you know, that was something we thought about a long time
05:38ago.
05:39We give them extensions, but we'll see.
05:40We have to make sure number one, that we have people, number two, that they're working and
05:43number two, they're working for us, not for another company.
05:46Is it true that President Zelensky is coming on Friday to be with you?
05:50And is the mineral deal sorted out?
05:52Yeah, I hear that.
05:53I hear that he's coming on Friday.
05:55Certainly, it's okay with me if he'd like to.
05:57And he would like to sign it together with me.
05:59And I understand that's a big deal, very big deal.
06:03And I think the American people, even if you look at polling, they're very happy because
06:07you know, Biden was throwing money around like it's cotton candy.
06:12And it's a very big deal.
06:15It could be a trillion dollar deal.
06:17It could be whatever, but it's rare earths and other things.
06:22And look, we're spending hundreds of billions of dollars on Ukraine and Russia fighting
06:29a war that should have never, ever happened.
06:31That's a war that would have never happened if I were president and it didn't happen for
06:35four years.
06:36People say, how do we know that it didn't happen for four years?
06:38Would have never happened.
06:40And nevertheless, this guy went into this situation and he spent money like nobody's
06:46ever seen.
06:47$350 billion.
06:48The other thing that we don't like is that Europe has spent $100 billion.
06:52We've spent $350 billion.
06:55Europe gets their money back because they spent it in the form of a loan.
06:58And we just gave them, whether it's 300 or 350 billion, nobody really knows.
07:03They can't even tell me the answer to that, but it means probably more than that.
07:07So what we're doing is now we're saying, look, we want to be secured.
07:11We want to get that money back.
07:12We're helping the country through a very, very big problem, a problem like very few
07:16people have had.
07:17Shouldn't have had this problem because it shouldn't have happened, but it did happen.
07:21So we have to straighten it out.
07:22But the American taxpayer now is going to get their money back plus.
07:25Mr. President, yesterday with Emmanuel Macron, you said you had spoken to Putin about the
07:29idea of peacekeepers in Ukraine, that Putin was fine with it.
07:32The Kremlin, I guess, has said that that's actually unacceptable to them.
07:36What's real here?
07:37That's not what I was told.
07:39But you're going to need some form of peacekeeping.
07:41So something will be done that's going to be satisfactory to everybody.
07:45We need peacekeeping too.
07:47Any situation where American troops involved?
07:49It's actually something I did discuss.
07:52But a form of peacekeeping that's acceptable to everybody ultimately will be able to agree
07:57on something.
07:58I'm sure.
07:59With Ukraine and this mineral deal, what does Ukraine get in return, Mr. President?
08:05$350 billion and lots of equipment and military equipment and the right to fight on and originally
08:13the right to fight.
08:15Look, Ukraine, I will say they're very brave and they're good soldiers, but without the
08:20United States and its money and and its military equipment, this war would have been over in
08:24a very short period of time.
08:26In fact, I was the one that gave the javelins.
08:28You remember the famous javelins?
08:30That was me.
08:31That wasn't Obama.
08:32It wasn't Biden.
08:33It wasn't anybody else.
08:34It was me.
08:35And they wiped out a lot of tanks with those javelins.
08:37And the expression was that Obama gave sheets and I gave the javelins.
08:43That was a big deal at the time, wiped out.
08:45That was the beginning when people said, wow, that's something.
08:48That was American equipment.
08:51Without American equipment, this war would have been over very quickly.
08:54And American money, too.
08:56I mean, a lot of money.
08:58So that war fighting equipment and the ammunition that's sustained going forward for Ukraine,
09:07how long is it sustained?
09:08Well, it could go forward for a while and maybe until we have a deal with Russia.
09:13Look, we're going to we need to have a deal with Russia.
09:16Otherwise, it's going to continue.
09:18But now when Americans put up their money, the taxpayer money and the president approves
09:23it, we're getting our money back in some form.
09:26But it could go on for a while or it could be settled quickly.
09:28I think it's going to be settled quickly.
09:29I spoke with President Putin.
09:31I think he wants to settle it.
09:33And once you get on with life, it's horrible.

09:39Thousands of soldiers a week are being killed and others, too.
09:43And especially on the battlefield, thousands a week are being killed.

11:17Last week, I spent some time with two government officials from Canada.
11:18I was asking them how realistic is it that Canada would be the 51st state?

11:20And they told me there is a path.
11:21Alberta is first.
11:22And if they sign on, Saskatchewan would follow.
11:23And then you go west to British Columbia.
11:24There is a movement in Canada to join us when you get your thoughts on that and how
11:41that's perceived.
11:43So it's true.

11:46A lot of people in Canada are liking becoming our beautiful, cherished 51st state.
11:53You'll have to pay much lower taxes.
11:54They'll have the ultimate security.
11:56You know, they don't pay very much for security right now because they rely on us, which is
12:00really unfair to us.
12:02They make cars that we could make and they send them back into the United States.
12:06They make a lot of things, including the sending of oil and everything.
12:12We don't need their oil.
12:13We don't need their lumber.
12:14In fact, we're going to be freeing up.
12:16And I've asked Howard Lucknick to get that done with Lee and everybody, Lee Zeldin, environmental.
12:23We're freeing up our forests.
12:24We're going to be able to take down trees right now.
12:27You know, we're so restricted environmentally.
12:29We're going to be freeing it up with an emergency order.
12:31We have an emergency order.
12:33And we're going to be freeing up our forests.
12:35We have more forests than almost anybody and great lumber, great trees.
12:41We don't need anybody's trees.
12:42We don't need trees from Canada or anybody else.
12:44In fact, we have to put the slits, as they call them, the area, you know, 50, 60 yard
12:49area in between areas of trees.
12:52It stops the fires.
12:53And frankly, California should have been doing that for years.
12:56It's almost getting late.
12:57They're going to run out of forests the way they're going.
13:00What a shame.
13:01And by the way, the water is flowing in California.
13:03I hope you people have seen it.

13:26But for us, it's more water than we can use in California.
13:29So I'll get you some photographs.
13:32But it's a beautiful sight.
13:34The water is flowing in California, beautiful water from the Pacific Northwest and beyond.
13:41And it flows down.
13:42And instead of being routed out to the Pacific Ocean.
13:46And this has been going on for 20 years more in order to take care of a certain species
13:53of fish, which wasn't doing very well without water, I can tell you.
13:56So that's a big deal.
13:59It's like not reported.
14:00It's incredible.
14:01But California has a lot of water that's going to take care of farmers.
14:04It's going to wetten up the land and it's going to go all the way down to Los Angeles
14:09where they have curfews on water, where they have all sorts of blocks on water.
14:14You can only use so much.
14:15And we're going to put a until just recently, they were going to put a a number of gallons
14:21per person living in a house in Beverly Hills on water.
14:26You're not going to have that problem anymore.

14:35That's coming in the the dykes and other means of transportation.

14:57If this water were there, you wouldn't have had those fires.
15:01With sprinklers, they make people put sprinklers in the ceiling of a home and they had no water
15:05in them.
15:07With this, they would have had a lot of water in them.
15:08They would have all been full.
15:09They would have had a you would have had a whole different deal down there.
15:12You probably wouldn't have had a fire.
15:14But if it was, it would have been small, would have been put out.
15:17You had the fire hydrants not working in California.
15:21So it's a beautiful sight.
15:23These are canals that were built.
15:25These were all built.
15:27And you saw them for years.
15:28They were empty concrete.
15:30They call them the V shapes or the pipe half pipes.
15:33And they're shaped different forms, but they're shaped and they're they rush down through
15:38the farm areas where the farmers can take it and down to Los Angeles.
15:43And they were sitting empty for years.
15:47And now look at that.
15:48Look at that way it looked.
15:50It wasn't easy.
15:51We had to be very unfriendly to get into those areas.
15:55We opened it up.
15:57Mr. President, I essentially attacked California.

16:04At the outset of your administration, sir, you committed to ending the weaponization
16:09of government to holding those accountable who participated in the weaponization of government.

16:25One law firm that provided pro bono legal services to the special counsel's office under
16:29Jack Smith's leadership was Cummington and Burling.
16:32As a result of those actions, we're now going to be suspending and putting under review
16:38the security clearances for the attorneys and employees at that firm who worked with
16:42Jack Smith's team.
16:44And we're going to continue holding the people who were responsible for the weaponization
16:48of government who supported it accountable for what they did.
16:51And you'll be doing this with other firms as time goes by, right?
16:54We're looking at sort of the whole panoply of options.
16:58The weaponization of our system by law firms, even pro bono work they're doing just in order
17:04to clog up government, stop government.
17:08And nobody knows about it more than me.
17:11And hopefully that'll never happen again.

17:23So long term, do you plan to maintain the number of U.S. troops?

18:18but making government better.
18:19I ran on tariffs and making our country rich, and that's what it's going to do.
18:23We're going to be doing something else that's going to be very, very good.
18:27We're going to be selling a gold card.
18:32You have a green card.
18:33This is a gold card.
18:35We're going to be putting a price on that card of about $5 billion.
18:38And that's going to give you green card privileges plus it's going to be a route to citizenship
18:44And wealthy people will be coming into our country by buying this card.
18:48They'll be wealthy and they'll be successful and they'll be spending a lot of money and
18:52paying a lot of taxes and employing a lot of people.
18:55And we think it's going to be extremely successful and never been done before anything like this.
19:00But it's something that we're going to be putting out over the next, would you say two
19:04weeks out?
19:05Do you want to say a couple of words about?
19:06Sure.
19:07Wait a minute.
19:08Hold on a second.
19:09Do you have to invest a certain amount of money in this country in order to qualify
19:13for that gold card?
19:14Yeah, exactly.
19:15So the EB-5 program was really, you lend some money, but it was all, it was full of nonsense,
19:25make believe and fraud.
19:26And it was a way to get a green card that was low priced.
19:29So the president said, rather than having this sort of ridiculous EB-5 program, we're
19:34going to end the EB-5 program.
19:36We're going to replace it with the Trump gold card, which is really a green card gold.
19:42So they'll be able to pay $5 million to the U.S. government.
19:45They'll have to go through vetting, of course.
19:46We're going to make sure they're wonderful world-class global citizens.
19:50They can come to America.
19:52The president can give them a green card and they can invest in America and we can use
19:58that money to reduce our deficit.
20:01Why do we give out lotteries of green cards?
20:03Why do we give out EB-5 for green cards?
20:05The president of the United States understands that the right answer is, why don't we eliminate
20:11the deficit of the United States of America instead?
20:15The gold card, the gold card, well, millions, but the gold card will bring in with it people
20:22that create jobs, very high level people.
20:27I think companies will pay to get people in.
20:30For instance, you today graduate from the Wharton School of Finance or Harvard or Stanford
20:38or any college and nobody knows if you can even go to work for a company.
20:44So Apple and all these companies that want to get people to be working for them will
20:49be able to buy a card and for the people that are number one in their class at top schools,
20:56I see that as one of the things.
20:58But generally speaking, it'll be people with money and people that create jobs and they
21:03won't have to pay any tax on income outside of the United States, which they're not paying
21:07right now.
21:09For instance, but they'll have to pay if they create jobs in the United States, they'll
21:12pay full taxes like everybody else.
21:15So you're getting big taxpayers, big job producers, and we'll be able to sell maybe a million
21:21of these cards, maybe more than that.
21:24And if you add up the numbers, they're pretty good.
21:26As an example, a million cards would be worth $5 trillion, $5 trillion.
21:32And if you sell 10 million of the cards, that's a total of $50 trillion.
21:38Well, we have 35 trillion in debt.
21:40That'd be nice.
21:41So we'll see.
21:42But it could be great.
21:45Maybe it will be fantastic.
21:48We have it all worked out from the legal standpoint.
21:51It's totally legal to do.
21:54Has it been done before?
21:55It's been done in many different forms.
21:57We give them away.
21:58Why should we give them away?
21:59We shouldn't give them away.
22:01And I think it's something very exciting.
22:04I think it's potentially just something that we're all very excited about.
22:09So it's a gold card.
22:11It's somewhat like a green card, but at a higher level of sophistication.
22:15It's a road to citizenship for people and essentially people of wealth or people of
22:20great talent where people of wealth pay for those people of talent to get in.
22:24Meaning companies will pay for people to get in and to have long term status in the
22:32country.
22:33And I think it's something we're very, very happy about.
22:37Will you have anything to say about that?
22:39Many other countries, by the way, do this, including, of course, your 51st state does
22:45that.
22:46And the money's earmarked for deficit reduction?
22:48It may be earmarked for deficit, but it actually could be more money than that.
22:52I mean, if you did 10 million, it would be you'd have 15 trillion dollars left over.
22:58But generally, it's going to be paid down debt.
23:00Yes.
23:01Do you need Congress for this?
23:02No, we don't need Congress now because we're not doing citizenship.
23:06We're doing the card.
23:07It's a path.
23:08It's a path to citizenship, a very strong path to citizenship.
23:12But we're not doing the citizenship for that.
23:14I'd have to get Congress.
23:15And would all countries be eligible for this?
23:19Depends.
23:20All countries.
23:21Largely, the people will be vetted very carefully.
23:22Mr. President, in Ukraine, would you provide military support for Ukraine in the future
23:28under a peace agreement?
23:29Say it again.

23:31Would you provide military support for Ukraine in the future as part of a peace agreement?
23:36You mean like security?
23:37Yeah.
23:38Well, people are going to do it.
23:39I think Europe will largely be responsible for that.
23:42European countries will be responsible.
23:43But Macron asked for a U.S. backup.
23:47Well, we'll see.
23:48I mean, right now we're just in the process of negotiating.
23:52We've pretty much negotiated our deal on raw earth and various other things.
23:58We'll be looking at that security.
24:00You're talking about general security for Ukraine later on.
24:03I don't think that's going to be a problem.
24:05There are a lot of people that want to do it.
24:07And I spoke with Russia about it.
24:08They didn't seem to have a problem with it.
24:10So I think they understand.
24:11They're not going back in.
24:12Once we do this, they're not going back in.
24:15Would the U.S. provide, for instance, air defense?
24:23Well, I just told you right now we're not providing anything.
24:26You know, it's about Europe, too.
24:28Europe put in 100 billion and we put in 350 billion dollars.
24:33It's not it's not a fair thing.
24:35You know, we would normally say and we I say it now anyway, but we want equalization.
24:41They should put up actually more money than us because they're right there.
24:45We have an ocean in between.
24:47But we've had very good talks with Russia.
24:49We've had very good talks with Ukraine.
24:50And we think it maybe will come to an end and we'll stop killing young people all over
24:54the battlefield.
24:55And elsewhere.
24:56On Europe.
24:57So do you plan to maintain having military presence in Europe in the long term like tens
25:02of thousands of troops?
25:03We'll be involved.
25:04Yeah.
25:05Yeah.
25:06We'll be involved in Europe.
25:07We're involved in Europe now.
25:08Europe is our friend.
25:09They take advantage of us on trade.
25:11We don't like that.
25:12What the EU does.

25:14We'll solve that the old fashioned way.
25:17We'll give them the same reciprocal numbers.
25:21You know, we're talking about a reciprocal tax.

25:24And if they charge us, we charge them right now.
25:27They charge us much, much more than we charge them.
25:30And they have non-monetary taxes also in tariffs.
25:35And we're going to change that.

25:45Because as you know, the other desk is right now being refurbished.

25:57Saudi Arabia has treated us really well.
