The Transport Ministry will introduce a policy to encourage cargo and transport companies to use the East Coast Rail Link (ECRL) as an alternative to heavy vehicles on roads.
Speaking in the Dewan Rakyat on Thursday (March 6), Transport Minister Anthony Loke said the policy would include incentives for industry players to facilitate the shift to ECRL services once the rail project is completed.

00:00Looking at the increase in heavy vehicle statistics at the peak of Eid al-Adha
00:08and looking at the actions that will be taken by the Ministry
00:13and other companies,
00:16my question is, are there more basic actions
00:20to ensure, or new laws that are more strict
00:24to ensure that this does not happen again?
00:27We will welcome Eid al-Fitr these days
00:30which may increase the number of vehicles on Eid al-Adha.
00:36Yes, Mr. Chairman.
00:37Indeed, there are various approaches that we are implementing,
00:41including the banning of heavy vehicles at certain times.
00:46And of course, during the holiday season,
00:49we have two days when all heavy vehicles will be banned,
00:53except for some critical sectors only.
00:56That can reduce the number of heavy vehicles on Eid al-Adha during the holiday season.
01:02Secondly, in terms of re-examining more effective laws,
01:06that is being implemented.
01:08As we can see in the transportation sector,
01:11as I have said before,
01:13we also want to put the responsibility not only to the transportation companies,
01:16even the owners of cargo also need liability.
01:20If the owner of the cargo
01:23wants to ask the transportation company to bring more liability,
01:27he may also need to be imposed.
01:29That is what we want to emphasize.
01:31Not only the driver must be imposed,
01:33not only the transportation company must be imposed,
01:35the owner of the cargo,
01:36the cargo that is brought,
01:38especially the cargo companies,
01:41such as passenger cars,
01:43we know the majority of passenger cars,
01:46are more liable.
01:47But our transportation companies,
01:50such as the owner of the cargo,
01:52who asked them to bring more liability,
01:54at a lower cost.
01:55That is what we see from the law.
01:57It also needs to be implemented.
01:59The cargo also needs to be liable.
02:02In addition, of course,
02:03we also have the basis to try to increase the use of rail,
02:07from heavy vehicles,
02:09or lorries on Eid al-Adha.
02:11When it is ready, of course,
02:13we will make some basis,
02:15especially to the East Coast,
02:17which already has alternatives.
02:18There is no need to use lorries anymore
02:20to bring goods to the Pacific Ocean.
02:22Rail can be used through the East Coast.
02:25So, various incentives will be given
02:27to ensure that the owner of the cargo
02:30or the transportation companies
02:32use rail as alternatives to heavy lorries.
