Nurses have exceeded 45-hour work week even before proposed new work hours, Dewan Rakyat hears

Nurses have been working over 45 hours a week even before the official implementation of the 45-hour workweek, says Deputy Health Minister Datuk Lukanisman Awang Sauni.  Speaking in the Dewan Rakyat on Thursday (March 6), he explained that previous work hours did not account for break times or the additional time spent on unofficial patient handovers.  Lukanisman added that the Health Ministry aims to align the planned 45-hour workweek with the Public Service Remuneration System (SSPA) to find the best possible solution for nurses. 00:05This question has been repeatedly answered by the Ministry of Health,

00:10and also on the 25th of February last year,

00:13the Honourable Minister also answered the question that was raised in the speech of the King.

00:21To answer the question raised by Honourable Speaker,

00:27regarding the statistics of medical assistants and nurses

00:32who work in government hospitals around the country from 2015 to 2024.

00:38I will not answer this question in writing,

00:41and I have already expressed my answer in writing.

00:44Nevertheless, the data provided is specific for medical assistants and nurses

00:51who are in hospitals,

00:52not taking into account the number of medical assistants and nurses

00:56who are in institutions under the Ministry of Health,

00:59as well as in training centres such as Kuala Lumpur Institute of National Cancer

01:08and the Institute of Respiratory Medicine.

01:11Regarding the second question raised,

01:14the justification for the increase in the number of nurses working from 42 hours to 45 hours,

01:20the implementation of the number of hours of shift work,

01:2345 hours per week has been introduced through the SSPA public service system

01:29through the implementation of the 45-hour shift work system.

01:34Employees will be given one hour of rest for each shift.

01:38The task assignment or passing over report with permission will be taken into account

01:42during the shift work,

01:44where the task assignment is done at the last hour before the shift work ends

01:48along with the early shift hours and so on.

01:51Thirdly, the employees will be given enough rest time

01:54and the task assignment is carried out in an orderly manner.

01:57For the knowledge of the respected experts,

02:00the KKM has approved the continuation of the interim term

02:04for the exception of the implementation of the shift work time at the KKM

02:08for a period of three months,

02:10starting from March 1 to May 31, 2025.

02:15The KKM needs to ensure that the implementation of the shift work time

02:18is in accordance with the current regulations,

02:21which are in force starting from June 1.

02:23And also, this interim term is due to the voices of the MPs

02:29who urge the KKM to discuss with the KKM

02:33and also the ministers who are trying to discuss with the JPA.

02:39The burden of tasks occurs when the members perform tasks

02:43based on the description of the tasks of the members.

02:46The KKM is very understanding of the burden of shift work

02:49and in actuality, with permission,

02:51they have actually carried out tasks for more than 45 hours

02:55without taking into account the rest time and the passing over.

02:58The implementation of this 45-hour shift work time

03:01does not add to the burden of tasks

03:04and this will be harmonized by the KKM

03:07and the SSPA so that we can complete it as well as possible.
