00:00Well, let's talk to Zhao Hai, Director of International Political Studies at the Chinese
00:05Academy of Social Sciences National Institute for Global Strategy.
00:09Good to see you.
00:10Welcome to the program.
00:11And what did you make of Wang Yi's press conference?
00:18Thank you for having me, Jamie.
00:19I think it's very important to remember we are at a critical juncture of history here.
00:23And at this particular moment of two sessions, Foreign Minister Wang Yi came out and made
00:29a very stark contrast between China and the United States, where the U.S. is making the
00:34world a worse and dangerous place, and China trying to uphold and making steadfast signs
00:42that China will be very consistent to support the current international system and also
00:47to stand with the global South to make sure that the United Nations system, the international
00:54law will be upheld.
00:56And moving forward, China will act on principle.
00:58China has its own visions for the future to move the world towards a more equitable
01:04and orderly international order, which will be multipolar and multilateral.
01:09So I think this is a very important press conference at a very critical moment.
01:14Well, let's talk about a very critical moment for Ukraine.
01:18Wang Yi said China wants to continue playing a constructive role in the resolution of the
01:25Ukraine crisis.
01:26What might that look like?
01:28Well, there are a couple of things.
01:33First of all, Foreign Minister Wang Yi noted that on the second day of the conflict, China
01:37has already promoting peace resolutions and also dialogue and negotiations between the
01:43two sides.
01:44That is a very important thing.
01:46And then right now, when the United States are coming back, trying to negotiate a settlement
01:52with Russia and with Ukraine and European countries are all on the move.
01:57China is also offering help with global South countries, particularly with Brazil, proposing
02:02peace plans.
02:03And China can do more behind the scenes, including promoting post-war reconstruction.
02:10And there was a question about China contributing to peacekeeping.
02:14There's different considerations of forms.
02:16So in many ways, China can continue to work for peace behind the scenes and also, you
02:22know, helping both sides with Ukraine and Russia to put them together and try to iron
02:27out a possible solutions on this future deal.
02:31Press conferences like this are interesting for what is said and what isn't said and who
02:35is mentioned and who is mentioned.
02:38Wang Yi did not want to mention Donald Trump by name.
02:42What does that what does that say?
02:43What does that suggest to you?
02:47That means China still believes that President Trump wants a deal with China.
02:52However, he's using the wrong tactic.
02:54He's continued to pressure China, you know, adding 10 percent after 10 percent and using
02:59the pretext of fentanyl, knowing very well that China has been cooperating with the previous
03:04administration and willing to work with him on this particular issue.
03:08So I think China is refusing the tactic of pressuring China on this particular issue
03:14and telling President Trump that if he really wants to negotiate, he needs to really signal
03:19this and come back to the talking table.
03:22So without mentioning his name, basically China is leaving room for that maneuvering
03:28a diplomatic maneuvering down the road.
03:30Xiaohai, good to see you.
03:32And thank you for that.
03:33Xiaohai, director of international political studies at the Chinese Academy of Social Sciences
03:37National Institute for Global Strategy.
