00:17This will unify decades of environmental laws into a single enforceable framework.
00:23Now, the environmental code consolidates over 40 existing laws on air, water and soil pollution.
00:29And we'll have strict penalties for violations and also incentives for green industry.
00:35It's going to mandate green accounting for state owned enterprises to require them to report alongside their profits, their environmental costs.
00:44Now, on the economic front, we heard that revisions to the foreign trade law will tackle modern challenges like digital trade barriers,
00:50supply chain security and reflect China's ambition to lead in global commerce.
00:56Updates to the cybersecurity law were announced and will introduce real time threat monitoring,
01:00which will safeguard everything from power grids to people's personal privacy.
01:05Now, Zhao also announced the private sector promotion law.
01:08Now, that was described as a bill of rights for entrepreneurs and includes measures like capping administrative fines for small businesses.
01:16It will ban local governments from imposing arbitrary fees, which is a move that we expect will boost investor confidence.
01:23There are also plans to launch a digital economy law.
01:26Now, this will regulate emerging fields like generative artificial intelligence,
01:30blockchain technologies and align advances in new technology with national security concerns.
01:37And the NPC Standing Committee also pledged to strengthen oversight of local governments.
01:42A new legislative audit mechanism will evaluate how provinces in China implement their laws.
01:49And Jen, China's top court and procuratorates delivered work reports on the fight against corruption and violent crimes.

02:03Very serious. Jiang Jun, president of the Supreme People's Court,
02:07he said that Chinese courts at all levels had accepted 46 million cases and concluded 45 million in the last year.
02:14Then I can give you some key numbers that they announced on severe violent crime.
02:18The courts concluded 49000 cases of severe violence and that included intentional homicide in 2024.
02:26That's a five point eight percent year on year drop, a two twenty eight point seven percent decline from 10 years ago.
02:33Now, there were some high profile sentences that were announced, including the execution of two mass murderers,
02:38Fan Wei Cui, who killed multiple people in a Guangdong car ramming attack.
02:43And Shuji Jiang, who is responsible for a school stabbing that killed eight people and left 17 injured.
02:49The SBC president said that this indicated rulings that sent a clear message to the public that crimes that defy morality will meet harsh punishment.
02:58The court increased measures to crack down on financial crimes and to safeguard financial security.
03:04They announced that courts across China resolved over two point six million financial cases last year.
03:09That's a twelve point three decrease year on year.
03:12Illegal fundraising and money laundering cases rose five point three percent to twenty five thousand,
03:18which they said reflected an intensification of efforts to root out economic misconduct.
03:23Now, the Supreme People's procuratorates work report highlighted work to advance the peaceful China initiative,
