Foreign nationals planning to be in the U.S. for more than 30 days will soon have to register with American authorities.

The new requirement is part of U.S. President Donald Trump’s “Protecting the American People Against Invasion” executive order, which he signed in January.

Neetu Garcha explains the new rules, when they start, what part of the policy Canadians will be exempt from following and why critics are calling the changes unnecessary and confusing.

00:00The U.S. is set to enforce a new visitor registration rule on April 11th, which could impact thousands
00:07of Canadians. Those planning to stay for longer than 30 days will be required to register
00:12with U.S. authorities.
00:14There is no registration form and there is no process yet. The Department of Homeland
00:18Security has said that that's coming. It's not out yet.
00:21If travellers fail to log their details with U.S. Customs and Border Protection, they could
00:26face an up to $5,000 fine or be detained for up to six months, according to the U.S.
00:32Office of the Federal Register.
00:33For Canadian snowbirds, they're the ones who are most alarmed. A lot of them are confused
00:37and quite frankly, they're scared.
00:39The U.S. Department of Homeland Security telling Global News, Canadian members of the Nexus
00:44program or those under the Visa Waiver Program will not be impacted. It would also not apply
00:49to Indigenous people who meet certain conditions. Whether Canadians would be exempt from fingerprint
00:55requirements is not clear.
00:57But what a Canadian could do to avoid being called in to register like this is to ask
01:03for an I-94 when they do travel.
01:06Canadians with an electronic I-94 document, which most get automatically when flying to
01:11the U.S., don't need to register. Canadians can prepare by checking their I-94 status
01:16online.
01:17I'm not surprised. I think this was consistent with Trump's anti-immigration, but also the
01:22tariff policies.
01:24And like those tariff policies, these experts say the new rules could change on a dime.
01:29This new registration rule could just be another reason for Canadians already feeling disillusioned
01:35by the economic tensions to stay away from the U.S.
