00:00The Senate Committee on Foreign Relations is now reviewing the subpoena that was prepared by the Senate Committee on Foreign Relations
00:08to face some government officials in the next hearing on the arrest of former President Rodrigo Duterte.
00:15Yesterday, Senator Aimee Marcos did not attend the hearing led by the members of the Cabinet of Administration Marcos and other officials.
00:24We have the first news, Mav Gonzalez.
00:30There is no question from the Executive, Police and Military Senators regarding the arrest of former President Rodrigo Duterte of the International Criminal Court or ICC.
00:41The Foreign Relations Committee wants to clarify who is the doctor who made it clear that the former President traveled even though he had high blood sugar,
00:49why the Philippines brought him to The Hague, and why the police escorts brought him without a passport and visa.
00:57It is clear that the President gave that order.
01:03He is just following orders.
01:06That's why we want to know from Secretary Chudoro who gave the order.
01:10Because as you said, there is no one higher than the Cabinet member, but the President himself.
01:16According to the Senator, that airplane was regularly used by his brother, President Bongbong Marcos.
01:23Who authorized the charter or lease since it was a private aircraft?
01:28And if it was paid for by the Office of the President, where are the bid documents?
01:33We know that the mode of procurement is very long.
01:38There is also a presidential plane, the Air Force.
01:42Why is it used differently?
01:44And why was it used again after President Duterte brought it?
01:51It was used again to go to us, to The Hague.
01:54As explained in the letter sent to the Senate,
01:57Executive Secretary Lucas Bersamin said that the first hearing of the Senate Committee on Foreign Relations was enough.
02:04That's why no Executive was sent.
02:06There are many probable or likely topics covered by those matters that would come under the Executive Privilege.
02:19But the Committee Chair, Senator Aimee Marcos asked,
02:22how about the statement of the Palace on April 1 that the members of the Cabinet will not stop?
02:27Did they do April Fools?
02:30We are really confused.
02:32I respect the doctrine of the Executive Privilege,
02:36but let us remember that it cannot be used as a blanket shield,
02:42a half-hidden shield, to hide questions and avoid the Senate's invitation.
02:48There is a continuous misunderstanding that there is a cover-up to what is happening.
02:52I think we are now on the verge of a constitutional crisis
02:56if they continue to snub our invitation.
03:01I would like to move that we issue a subpoena to these government officials
03:08to require their presence in the next hearing.
03:12According to Senator Marcos,
03:13there is a subpoena, but it still needs to be signed by Senate President Chiz Escudero.
03:18Bring them here, here to the Senate, now.
03:23Escudero is asking for it to be sent to the Senate Legal Department.
03:26The court said that if the invocation of Executive Privilege is valid,
03:30the Senate cannot use the compulsory process as a subpoena.
03:36This is the first news.
