In his first public address after the terror attack in Pahalgam, Kashmir, which resulted in the deaths of 26 people and left several injured, Prime Minister Narendra Modi declared that the attackers will be tracked down and punished. The PM was speaking on April 24 at a rally in poll-bound Bihar's Madhubani district. The Bihar Assembly elections are scheduled for October-November 2025. Among the states in the Hindi heartland where the Bharatiya Janata Party (BJP) has a strong hold, Bihar has never had a BJP chief minister. Though the PM's visit to Kanpur, Uttar Pradesh on April 24 was cancelled as a mark of respect for the victims of the Pahalgam attack, the PM went ahead with his pre-scheduled stop to inaugurate development projects and speak at an election rally at Bihar. Usually preferring to stick to Hindi and other Indian language in his speeches, Modi switched to English at the Bihar rally. He said, "Today from the soil of Bihar I say to the whole world, India will identify, track and punish every terrorist and their backers. We will pursue them to the ends of the Earth." Opposition parties have raised questions about the timing of the PM's visit to Bihar in the wake of the attack at Pahalgam.
