00:30Near other educational centers are the result of centralized, opaque planning and, too often, motivated by interests unrelated to pedagogy.
00:39School infrastructure should not depend on a ministry that, despite having such a generous and voluminous budget, has succumbed to its own gigantism.
00:46So much so that it has also become, in addition to being a builder and project manager, a supplier of uniforms and food administrator, instead of the guardian of educational quality.
00:56Why does the Ministry of Education continue to be in charge of building schools when there is a Ministry of Housing and Infrastructure?
01:04Why does it take on logistical roles that could be outsourced or transferred to other specialized entities?
01:11The answer is clear. Controlling money gives power, but this desire has diverted the focus from its core mission.
01:20Decentralizing these functions is not just an efficiency measure. It is urgent.
01:25The Ministry of Education should focus on training teachers, innovating methodologies, and ensuring learning,
01:32not on resolving corruption scandals over land purchases or dealing with construction contracts.
01:38The state has other agencies for that. As long as it remains trapped in tasks unrelated to its core, education will continue to be delayed.
01:47Enough of empty buildings and overburdened ministries. Decentralization or decentralization is the first step to getting back on track.
