00:00The Philippine Coast Guard, or PCG, has once again taken decisive action,
00:04this time against a Chinese research vessel seen entering within the Philippines' exclusive economic zone, or EEZ.
00:11In response, the PCG deployed the BRP Teresa Magbanua along with an aircraft to conduct aerial surveillance to the foreign vessel.
00:19But just as the operation was unfolding, a submersible vessel was spotted.
00:25What happened next?
00:26Here's PTV correspondent Patrick DeJesus with a full report.
00:30The BRP Teresa Magbanua and an aircraft of the Philippine Coast Guard
00:38were immediately deployed to monitor the Chinese research vessel, which entered the Philippines' exclusive economic zone.
00:46This is China's largest and most modern research vessel, Tanzo-3,
00:50which was first spotted on May 1, 92 nautical miles off the coast of Burgos, Ilocos Norte.
00:57You are hereby commanded to stop your illegal activities, declare your intentions, and transit our exclusive economic zone continuously,
01:07consistent with international and Philippine national laws. Over.
01:12The Chinese research vessel did not respond to the PCG's radio challenges.
01:17Amid this, a man-deep sea submersible vessel immediately approached and was retrieved by the research vessel.
01:25It was identified as the Deep Sea Warrior or Shanghai Yongxi, capable of diving up to 4,500 meters underwater.
01:34Next observed was a rigid hull inflatable boat or RIB from the research vessel, approaching a long yellow object.
01:41This was also brought aboard the research vessel, according to the PCG.
01:46This is the first time they have caught a Chinese research vessel deploying a submersible vessel.
01:52It is worrisome, nakakabahala in a way na it's because these Chinese research vessels have the capability for deep sea mapping.
02:04There is a possibility that they are also doing this kind of deep sea mapping in support of their submarine navigation.
02:12Because of this, the PCG sees a strong possibility that previously recovered submersible drones from different parts of the Philippines may have come from China.
02:23This operation that we really provided enough evidence that the Chinese government is really carrying out illegal marine scientific research within our own exclusive economic zone.
02:35As of now, the Chinese research vessel is outside the country's EEZ, last seen 250 nautical miles from Burgos, Ilocos Norte.
02:46The PCG will submit a report on the incident to the National Task Force West Philippine Sea for appropriate government action.
02:54Since 2023, seven research vessels have been monitored entering the Philippine EEZ.
03:00As far as the Coast Guard is concerned, I think we can highlight the fact that the deployment of the Coast Guard vessel is very successful
03:07since we were able to prevent them from completing their marine scientific research in our exclusive economic zone.
03:15Meanwhile, based on AIS transmission and satellite images,
03:20Chinese vessels have become more active around Bajo de Mocinloc or Scarborough Shoal in the past 12 months.
03:27This has been met with increased Philippine patrols, though our vessels have not been able to reach the reef itself.
03:35Nonetheless, the National Security Council asserted that any reclamation attempt by China on Scarborough Shoal would be considered a red line by the government.
03:45What keeps us awake at night, of course, is the prospect of China, since they have presence in the area,
03:57turning the Shoal into an artificial island or militarizing it.
04:04That is going to be very troubling.
04:08It is our hope that they will not go that far.
04:13Because reading what the President has said, that would be a red line for the Philippines.
04:18The NSC also assured continued Philippine patrols in the West Philippine Sea
04:23to show that the country remains undaunted in the face of China's presence.
