00:00In other news, fundamental literacy and functional literacy are not identical and their definitions have been revised and muddled to create confusion which has ultimately led to a drop in the country's overall literacy.
00:12Nevertheless, DepEd Chief Sani Angara has acknowledged the critical importance of literacy and educational reforms that have prompted initiatives in the department that Arrod Lagusa dwells over in this report.
00:23Following the survey presented by the Philippine Statistics Authority to the Senate Committee on Basic Education, which revealed that 18.9 million Filipinos are functionally illiterate,
00:35the Department of Education clarified that this number does not refer exclusively to high school graduates, but rather to Filipinos aged 10 to 64 who are considered functionally illiterate.
00:45This means individuals who can read, write, and compute but struggle with comprehension regardless of their educational attainment.
00:51DepEd added that this group comprises a large portion of the population, especially considering that there are only 11.6 million junior and senior high school students for school year 2024 to 2025.
01:03According to DepEd, Undersecretary Ronald Mendoza, the PSA revised the definition of basic and functional literacy.
01:10Under the 2024 revision, a person is considered basic literate if they can read, write with understanding, and compute.
01:16Meanwhile, functional literate refers to individuals who can read, write, compute, and comprehend.
01:20Mendoza explained that because of the revised definitions, the country's overall literacy rate has declined.
01:26Under the previous criteria, basic literacy was at 95.1% and functional literacy at 93.1%, and with the revised criteria, these have dropped to 90% and 70.8% respectively.
01:39Education Secretary Sani Angara earlier emphasized the importance of literacy in educational reforms.
01:45Among the department's initiatives are curriculum reforms, strengthening early language literacy and numeracy, improving formative assessment practices, and school-based initiatives.

02:02An international organization composed of ASEAN and Associate Member Countries, with the ministers of education of each country serving as its board of governors, stressed the importance of using innovative solutions.
