00:00Mr. Josh Burkine from Oklahoma, you have three minutes.
00:02Thank you, Mr. Chairman.
00:04Look, apart from being someone that represents Christ
00:08in the way that I operate in this building
00:10and being a good husband and a great father to my children,
00:14something stands out to me more so than anything else
00:17in the way that I conduct my life.
00:18It is to be a person of truth.
00:21And I think as some of us are having real consternations
00:24this morning because of feeling like
00:28that there is truth on both sides,
00:30we had a blueprint, but there's also truth
00:32in the fact that $50 billion was added
00:34that is not a part of the blueprint.
00:37And so was the instructions fully met,
00:41it's truth that that element is lacking
00:43and that has to be reconciled,
00:46not in truth with what the blueprint laid out.
00:48The second part to be a person of truth
00:50has to be the scores.
00:53And when you look at,
00:55because that's the decision before us today,
00:56as people of truth,
00:58do these scores pan out?
01:00And what I saw happen in Oklahoma
01:03in my time in the state legislative body,
01:06trying to repeal wind tax credits,
01:1060 lobbyists from other countries,
01:12Italy, Spain involved,
01:14diverged on the Capitol.
01:17And it took from the 90s,
01:19as Governor Keating discussed in the 2018 era
01:22when we were trying to repeal these,
01:23it was never intended to last as long as it did.
01:25And it was always the promise to end
01:28many years from now,
01:29which never materialized.
01:31And so when we've got a measure that says
01:34start date for ending is four years from now,
01:38and we also have elements of this
01:40as it currently stands,
01:42that says you can enter a project in 2031
01:45as a wind production entity
01:47and still be receiving taxpayer subsidies by 2040,
01:51to be a person of truth,
01:52I know what's going to happen.
01:53I know there are going to be lobbyists
01:55that are going to descend on this building.
01:58We'll get the savings up front.
01:59And years from now,
02:00when President Trump,
02:01who rightfully so is a champion for Indians,
02:03he calls it the Green New Scam,
02:05is no longer in office.
02:06This is designed.
02:07I'm sorry,
02:08but I think it's purposely designed.
02:11And I'm not challenging anybody's character.
02:14I am grateful to a speaker.
02:16I am grateful to a chairman of this committee.
02:18I am grateful to a leader
02:18that's engaging with us right now
02:20to try to figure this stuff out
02:22to get to the truth.
02:23But I just want for my committee members
02:25to know my consternation
02:27because as Patrick Henry once said,
02:29I have but one lamp
02:30by which my feet are God.
02:31It's the lamp of experience.
02:32I know no other way
02:33to foretell the future than by the past.
02:37And until we get these timelines corrected,
02:40where it's a true repeal of wind and solar
02:41that is undermining our electric grid,
02:4460% of all new generation
02:46in the last two years,
02:47according to the Energy Information Administration,
02:48is wind and solar.
02:50And the super majority of components on solar,
02:53it's 61% of it's solar,
02:55and the super majority of those components
02:56are coming from China,
02:58undermining natural gas jobs
02:59all over this country.
03:01We have to fix this.
03:03I appreciate a chairman,
03:04speaker, and a leader right now
03:06as we're even talking,
03:07trying to figure this out
03:08so I can be a person of truth.
03:10I yield.
03:11I thank the gentleman from Oklahoma
03:16who is indeed a person of truth.
