Colombia: Santos Announces Plebiscite on Peace Agreement

Colombian President Juan Manuel Santos has announced that a plebiscite to approve or disapprove a final agreement with the FARC guerrillas will be held next year. The FARC has consistently rejected this mechanism and has called on the Colombian government to call for a constituent assembly instead.
