Commissioner Floresinda Baldo-Digal of the Energy Regulatory Commission (ERC) tells The Manila Times in an interview on July 16, 2021 that the rotational brownouts in Occidental Mindoro could have been avoided had the Occidental Mindoro Electric Cooperative (Omeco) procured enough power supply and properly projected the demand of its consumers.
